As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Monday, September 16, 2019 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:20 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Michelle Wolfe; Community Development Director Erik Thorvig; Public Works Director Jon Haukaas; Police Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss; Public Services Manager/Assistant City Manager Bob Therres; City Engineer Dan Schluender; Senior Engineering Technician Jason Sundeen; City Attorney Patrick Sweeney; Budget/Fiscal Analyst Ward Brown; City Planner Lori Johnson; Communications Technician Roark Haver; Communications Coordinator Ben Hayle; and City Clerk Catherine Sorensen. Present: 5 - President Ryan, Commissioner Swanson, Commissioner Jeppson, Commissioner Garvais, and Commissioner Paul Absent: 2 - Commissioner Robertson, and Commissioner Hovland 3 Minutes 3-1 AUGUST 19, 2019 EDA MINUTES Attachments: Aug 19, 2019 Minutes Moved by Commissioner Swanson, seconded by Commissioner Paul, that the Minutes of August 19, 2019, be approved. Motion adopted 4-0-1 (Commissioner Jeppson abstained due to her absence). Aye 4 - President Ryan Commissioner Swanson Commissioner Garvais Commissioner Paul Abstain 1 - Commissioner Jeppson City of Blaine Page 1 EDA Minutes September 16, 2019 4 New Business 4-1 AUTHORIZE THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY, HAVING ALL THE POWERS OF A HOUSING REDEVELOPMENT AUTHORITY, TO LEVY A PROPERTY TAX UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR 2020 Finance Director Huss stated Minnesota statutes require special taxing districts to certify preliminary property tax levies to county auditors by September 30. The Blaine Economic Development Authority (EDA) functions as a special taxing district and is therefore, authorized to levy taxes under these same enabling statutes. Mr. Huss reported from the City’s 2030 Comprehensive Plan of December 2009, the EDA will encourage “development that creates access to sustainable jobs for the residents of Blaine. Development of corporate offices, professional and financial services, research, medical manufacturing and medical services, education and emerging industrial technology will be focal points in helping to create a well-balanced and vital economy for the City and its residents.” The City, through the EDA, will “dedicate staff resources to monitoring the economic health of the City and assisting businesses in relocation or expansion within the City.” Staff reviewed the dollar amount that would be levied and recommended approval of the proposed levy. Moved by Commissioner Garvais, seconded by Commissioner Paul, that Resolution No. 19-12, “Authorize the Blaine Economic Development Authority, Having all the Powers of a Housing Redevelopment Authority, to Levy a Property Tax Upon the Taxable Property in the City of Blaine for 2020,” be approved. Motion adopted unanimously. Aye 5 - President Ryan Commissioner Swanson Commissioner Jeppson Commissioner Garvais Commissioner Paul 5 Other Business None. None. 6 Adjournment Moved by Commissioner Jeppson, seconded by Commissioner Paul, to adjourn the meeting at 7:24 p.m. Motion adopted unanimously.
