The Board is charged with recommending acquisition of lands for open space and developing a Natural Resource Plan which includes environmental policy and guidelines for the maintenance and preservation of Blaine’s existing and future opens spaces and trail corridors. One of the Board’s functions is to hold public meetings and make recommendations to the City Council. For each item, the Board will receive reports prepared by City staff, provide the opportunity for public response, conduct Board discussions and make recommendations. The City Council, however, makes all final decisions on these matters. Tuesday, April 16, 2013 7:00 PM Council Chambers Start time is 7:00PM this month only 1. Call To Order The meeting was called to order at 7:02 p.m. 2. Roll Call Chair McKinley called the roll call. Others Present - Kathy Altman, Recording Secretary, Jason Husveth, Critical Connections Ecological Services, Inc. Present: 8 - Chair McKinley, Rafferty, Schrunk, Castillo, Truchon, Gunter, Villella, and Perkins 3. Approval of Minutes Chair McKinley requested on Page 5, under item 9(d), discussion of 2013 Earth Day activity, 3rd sentence, should read: She was hoping they would be able to cut down the willow trees in front of the viewing dock so people could see and enjoy the lake again. MOVED by Boardmember Truchon, seconded by Boardmember Schrunk to approve the minutes of the March 19, 2013 Board Meeting as amended. The motion carried unanimously. She wanted to get through the agenda beforehand, but any remaining items would be heard after the presentation. MOVED by Boardmember Rafferty, seconded by Boardmember Gunter, to approve the April 16, 2013Board Agenda. Motion carried unanimously. 5. Open Forum for Citizen Input There was none. 6. New Business 6.a Joshua Bostrum - Eagle Socut Project Chair McKinley stated she has not heard from Joshua Bostrum. 6.b Report on Volunteer Opportunity open house Chair McKinley noted the open house was held on March 30. She stated there was a nice article in the Life newspaper and the event had a good turnout. She thanked the Boardmembers who assisted in the booth. Boardmember Truchon stated she would like to have the people who signed up at the open house to have contact from the Board or City. 6.c 2013 Board assignments Chair McKinley handed out the 2013 Board Assignments sheet. The Boardmembers chose which assignments they would take for 2013. Boardmember Truchon recommended an article be put in the City Newsletter again telling people where they could walk. City of Blaine Page 2 Nat'l Resources Conservation Minutes - Final April 16, 2013 Board 6.d Reminder: Earth Day - April 20, Kane Meadows Chair McKinley stated Earth Day was coming up this Saturday, April 20. She noted one of the highlights for Earth Day was supposed to be a tree planting, but this year that would be cancelled due to the ground still being frozen. However, there were many other activities being planned. She stated her plan was to clear the willow growth from in front of the viewing dock. She stated she had a volunteer coming on Friday who would be ready the next day to clean up the viewing dock area. She noted Public Works would pick up the debris on Monday. She stated the event was from 10:00 a.m. - 12:00 p.m. at Kane Meadows. Boardmember Schrunk stated she had read that one way to kill Buckthorn was to put mulch on them before they started coming up as the Buckthorn needed sunlight to grow. 6.e Update on Information Boxes Boardmember Truchon reminded the Board if they looked at the Management Plan they could see what plants would be growing on their site. She suggested the Board try and make a standard form for all of them. She stated she would prepare the form and then everyone could plug in the information. Boardmember Schrunk stated each park was individual though and she did not believe the parks would all be the same and each park should have its own form. Boardmember Truchon stated she would have a better explanation of what she was talking about at the next meeting. 6.f Trillium transplant project Chair McKinley stated Mother Nature was not cooperating and she had not been out there to see how what the area looked like, but she would get out there as soon as she could. She stated if there was anything that could be moved from under the power line, she would like to see that done. Other business Chair McKinley announced Coon Creek Watershed District was looking for residents of that area to serve on the Citizens Advisory Board. She indicated anyone interested should call 763-755-0975. 8. Presentation: Natural history, rare flora and restoration ecology of wet prairie plant communities of the Anoka Sand Plain Chair McKinley welcomed Mr. Jason Husveth to the meeting. Jason Husveth, Critical Connections Ecological Services, Inc, presented rare flora and wet prairies of the Anoka Sand Plain. 9. Adjournment Moved by Truchon, seconded by Schrunk, that this meeting be Adjourned. The Motion was adopted unanimously. The meeting adjourned at 8:50 p.m. City of Blaine Page 4
