Blaine City Hall City of Blaine 10801 Town Sq Dr NE Blaine MN 55449 Anoka County, Minnesota Minutes Nat'l Resources Conservation Board The Natural Resource Conservation Board is an advisory body to the City Council. The Board is charged with recommending acquisition of lands for open space and developing a Natural Resource Plan which includes environmental policy and guidelines for the maintenance and preservation of Blaine’s existing and future opens spaces and trail corridors. One of the Board’s functions is to hold public meetings and make recommendations to the City Council. For each item, the Board will receive reports prepared by City staff, provide the opportunity for public response, conduct Board discussions and make recommendations. The City Council, however, makes all final decisions on these matters. Tuesday, April 16, 2019 7:00 PM Council Chambers 1. Call To Order 1. The meeting was called to order at 7:00 p.m. 2. Roll Call Roll Call - Ms. Haug called the roll call. Others Present: Rebecca Haug, Co-Liaison, Water Resources Manager. Present: 10 - Villella, Chair McKinley, Rafferty, Perkins, Truchon, Genet, Theisen, Varian, Vedi, and Panning Absent: 1 - Syed 3. Approval of Minutes 3.-1 APPROVAL OF THE FEBRUARY 19, 2019 NRCB MINUTES Attachments: 02-19-19 nrcb Chair McKinley noted the name of the person that appeared before the NRCB was Mr. Pushkar Vaidya. MOVED by Boardmember Villella, seconded by Boardmember Truchon, to approve the February 19, 2019 Minutes as amended. Motion carried unanimously. Meeting Resumes: Roll Call of 2019-2020 NRCB Reconvened Present: 11 - Villella, Chair McKinley, Rafferty, Perkins, Truchon, Genet, Theisen, Varian, Vedi, Panning, and Syed Approval of the Agenda Boardmember McKinley requested items be added to other business as Review of 1st Quarter Report of NRCB and Moving the Lever Street Tour earlier than June. MOVED by Boardmember Truchon, seconded by Boardmember McKinley, to approve the agenda as amended. Motion carried unanimously. Aye: 11 - Villella, Chair McKinley, Rafferty, Perkins, Truchon, Genet, Theisen, Varian, Vedi, Panning, and Syed 4. Open Forum for Citizen Input Ms. Keely Cervantes, works for Conservation Minnesota, wanted to introduce herself to the Board. She briefly summarized what the organization does and provided her business card to Ms. Haug. Mr. Drew Brown, adjunct member, introduced himself to the NRCB. He wanted to be a member of a board or committee. He is a senior at Blaine High School. Informational. 4.-2 UPDATES Ms. Haug reviewed the upcoming NRCB Events at the Blaine Wetland Sanctuary. City of Blaine Page 2 Nat'l Resources Conservation Board Minutes April 16, 2019 BWS Tree Removal has been completed but some brush piles remain. There will be mowing, raking, herbicide treatments and a prescribed burn. 1st Quarter NRCB Report - Boardmember McKinley prepared a summary of the NRCB activities for the first quarter. She distributed the list to the Board and asked for feedback. Boardmember Genet asked if the goals should be listed. Ms. Haug stated she will attach the goals that were determined at the January NRCB meeting. Boardmember Truchon suggested the programming be included in the BWS report to Council. Lever Street Tour - Boardmember McKinley suggested the Lever Street tour before June 2019 due to the bugs. She suggested late April or early May at the latest. Ms. Haug asked if it should be done during regular meeting time. The NRCB agreed. The NRCB is to meet at City Hall and take a city van at 7pm. The tour will be done in lieu of the board meeting. Discussed. Adjournment MOVED by Boardmember Truchon, seconded by Boardmember McKinley, to adjourn the meeting at 7:55 p.m. The motion carried unanimously. City of Blaine Page 3
