One of the Board’s functions is to hold public meetings and make recommendations to the City Council. For each item, the Board will receive reports prepared by City staff, provide the opportunity for public response, conduct Board discussions and make recommendations. The City Council, however, makes all final decisions on these matters. Tuesday, May 28, 2013 7:00 PM Council Chambers Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, May 28, 2013. Chair Bird called the meeting to order at 7:00 p.m. 2. Roll Call Staff Present: Nate Monahan, Program Supervisor and Jerome Krieger, Program Supervisor. Present: 6 - Markle, Chair Bird, Das, Leathers, Langenfeld, and Lester 3. Approval of Minutes 3.-1 TMP 13-1003 APRIL 2013 MINUTES Sponsors: Krieger Attachments: April 13 minutes (2).doc Commissioner Leathers requested the following corrections: Page 2 and 3, change all references of “Leather” to “Leathers.” Page 4, add “of Lakeside Commons” after “land acquisitions.” Commissioner Lester requested the following corrections: Page 4, change all references of “Councilmember” to “Commissioner” for both Lester and Langenfeld. City of Blaine Page 1 Park Advisory Board Minutes - Final May 28, 2013 Moved by Leathers, seconded by Das, that this Minutes be Approved as Amended. The Motion was adopted unanimously. 4. Open Forum for Citizen Input None. 5. New Business 5.-1 TMP 13-1005 Staff Report On Winter/Spring RECREATION PROGRAM Sponsors: Krieger Program Supervisor Krieger summarized the winter/spring recreation program outlining the youth programs for preschool, elementary, teens, adults, and seniors. He outlined the facility use and the registration numbers for the winter/spring programs. Discussed 5.-2 TMP 13-1006 PARK UPDATES Sponsors: Krieger Program Supervisor Monahan updated the Board on Legacy Creek Park. Chair Bird stated he had visited Legacy Creek Park over the weekend and they were making quick progress, which was nice to see. He asked if there was a completion date yet. Program Supervisor Monahan responded it was anticipated to be open within the month. Program Supervisor Krieger updated the Board on Aquatore Park and the Lexington Avenue Athletic Complex. He noted on Lexington Avenue Athletic Complex the Rice Creek Watershed District had narrowed down the wetland area and it was no longer 3 to 1. He stated once this was finalized and signed off on by Rice Creek Watershed District, staff would be able to update the design of the site and once that was done, it would be put out for bid towards the end of the year. Commissioner Markle asked when delineation was done in the area, would any movement of wetlands be within the park boundaries. Program Supervisor Krieger replied that was correct, or they would use all wetland credits. City of Blaine Page 2 Park Advisory Board Minutes - Final May 28, 2013 Discussed 5.-3 TMP 13-1007 OTHER Sponsors: Krieger Program Supervisor Monahan stated the CIP was approved by the Council. He noted at the Blaine Triathlon it was raining the entire time, but they did have 266 athletes finish and there was an hour delay due to safety concerns with the weather. He thanked everyone who made this a successful event, even with the inclement weather. He stated they were still looking for a Ward 2 Park Board member. He stated the June Board meeting would be a park tour. Program Supervisor Krieger stated Blaine Art and Music Fair would be on June 8. He noted the Blaine Festival would be held on June 28 through 30th. Chair Bird stated the volunteers for the triathlon were great and they made the best of it being cold, raining, and wet. He stated there was also going to be a curling bonspiel at Fogerty Arena. Commissioner Leathers asked if the CIP was approved by Council as sent. Program Supervisor Monahan responded the CIP was approved as submitted. Commissioner Leathers inquired about the condition of the soccer fields. Program Supervisor Krieger responded the fields would be worked on, but it was challenging because the fields had not been able to dry out due to the weather. Chair Bird thanked the Little League people were out to clean the parks. Discussed 9. Adjournment Commissioner Langenfeld, motioned to adjourn. Commissioner Lester seconded the motion. Motion approved unanimously. Chair Bird adjourned the meeting at 7:27 p.m. City of Blaine Page 3
