One of the Board’s functions is to hold public meetings and make recommendations to the City Council. For each item, the Board will receive reports prepared by City staff, provide the opportunity for public response, conduct Board discussions and make recommendations. The City Council, however, makes all final decisions on these matters. Tuesday, July 23, 2013 7:00 PM Council Chambers 1. Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, July 23, 2013. Chair Bird called the meeting to order at 7:00 p.m. Staff Present: Bob Therres, Public Service Manager; Tom Godfrey, Program Supervisor; Nate Monahan, Program Supervisor; Jerome Krieger, Program Supervisor. Guest: The Walthour Family. Present: 5 - Markle, Chair Bird, Leathers, Langenfeld, and Lester Absent: 1 - Das 1.-1 Com 13-14 Roll Call Sponsors: Godfrey 3. Approval of Minutes 3.-1 MIN 13-16 MAY 28, 2013 PARK BOARD MINUTES Sponsors: Godfrey Attachments: May 2013 minutes.doc Commissioner Markle requested the following corrections: Page 2, section 5.2, second to last sentence, change to read “Commissioner Markle asked when delineation was done in the area, would all movement of wetlands be within the park boundaries.”. City of Blaine Page 1 Park Advisory Board Minutes - Final July 23, 2013 Moved by Markle, seconded by Langenfeld, that the Minutes be Approved as Amended. The Motion was adopted unanimously. 4. Open Forum for Citizen Input None. 5. New Business 5.-1 Com 13-15 PLAQUE PRESENTATION HONORING CHAIRMAN JERRY WALTHOUR Sponsors: Monahan Program Supervisor Monahan invited Chairman Bird and Sue Walthour, Steve Walthour, Mrs. Steve Walthour, and the Walthour grandchildren to approach the podium to be presented a plaque in honor of Chairman Jerry Walthour. He read what the plaque said and noted it would be placed in City Hall. Chair Bird presented the plaque to the Walthour family. Sue Walthour thanked Mayor Ryan, Jim Kappelhoff, and the Park Board Members for their support to Jerry and his family. She stated the family was very grateful for this dedication by the City. She stated Jerry was loved and was a part of the City for many years. Chair Bird stated Jerry Walthour was missed and would always be remembered. Commissioner Leathers stated he sat on the Board for a long time with Jerry and he appreciated everything Jerry did for the City and his family allowing Jerry to spend all of the time he did on the Commission. Park Supervisor Krieger stated Jerry was the most supportive person for the Park Board and he was a great man. Informational: no action required 5.-2 Com 13-16 PARK NARRATIVE - COLONY PARK RESERVE Sponsors: Godfrey City of Blaine Page 2 Park Advisory Board Minutes - Final July 23, 2013 Attachments: Colony Preserve Park.pdf Colony.ppt Program Supervisor Godfrey presented a background and summary of Colony Park Reserve. Informational: no action required 5.-3 Com 13-17 Fogerty Arena Repayment Plan Sponsors: Monahan Attachments: Repayment Agreement.pdf Program Supervisor Godfrey stated Fogerty Arena acknowledged they owed the City $175,000 and that monthly payments in the minimum amount of $1,000 would be paid to the City starting January 1, 2016. He noted all payments would go back into the Park Fund. Chair Bird stated his concern was how much would it cost to relocate the park, but it was good to know when the money would start coming in and repaid. He stated this would enhance the City. Informational: no action required 5.-4 Com 13-18 PARK CONSTRUCTION UPDATES Sponsors: Monahan and Krieger Program Supervisor Monahan updated the Commission on Legacy Creek Park construction. He stated everything looked good and the neighbors were happy. Commissioner Markle stated they had the park tour last month and Legacy was one of the stops made. He stated this was a nice park and it looked good. He thanked staff for their work in making it happen. He thanked the community for their support and input and this park was a nice addition to the area. Program Supervisor Monahan updated the Commission on Aurelia Park. He indicated as soon as the bids came back, they would get started working on the amenities. Program Supervisor Krieger updated the Commission on Aquatore Park. He noted that well 9’s elevation would be lowered and they were waiting approval from Coon Creek Watershed on that issue. He stated they hoped to have the stumps removed and soil put in this fall. City of Blaine Page 3 Park Advisory Board Minutes - Final July 23, 2013 Commissioner Leathers stated the conclusion was that there was 1.4 acres of wetland that would need to be mitigated. He asked if there were enough wetland mitigation credits existing. Program Supervisor Krieger responded they did have sufficient wetland credits in the bank. Commissioner Leathers asked if there was a way to allocate the costs so the Parks were picking up their share of the credits. He stated he wanted to make sure they were paying their fair share. Public Services Manager Therres responded there would be a way to allocate this. Program Supervisor Krieger updated the Commissioners on the Lexington Athletic Complex. He stated they had the playground equipment locked in and on hold so they received the pricing they had planned on. He indicated they would go to the August 16 Council meeting to purchase the playground equipment, but it would not be delivered until it was needed. He stated they hoped to have the bids out and returned by the end of the year if possible. Chair Bird stated they would need to wait on changing any of the amenities until the wetland mitigation issues were settled. Program Supervisor Krieger responded that was correct. He stated they had to get a final concept plan done and get the Watershed District’s approval. Informational: no action required 5.-5 Com 13-19 OTHER Sponsors: Godfrey and Krieger Program Supervisor Godfrey updated the Commissions on the Blaine Festival. He stated there were huge crowds this year due to good bands, great weather, and the festival being pushed closer to Highway 65 which made it more visible. Program Supervisor Monahan stated Family Fun Night was held on July 16 with record numbers attending. He introduced intern John Walberg who did a lot with the Family Fun Night. He stated everyone liked the event and they would continue to do it. He stated they had received an application Ward 2 for the Park Board was received also, which would need to be approved by the Council. Chair Bird asked if they saw a lot of the World Cup teams participating at this event. Program Supervisor Monahan stated the City of Blaine Page 4 Park Advisory Board Minutes - Final July 23, 2013 reason they choose this date in July was because of the concession vendor who provided free concessions for the kids. He stated he did not believe he saw any of the soccer players at the Fun Night. 6. Adjournment Commissioner Leather motioned to adjourn. Commissioner Lester seconded the motion.
