Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, March 24, 2015. 1. Chair Bird called the meeting to order at 7:00 p.m. 2. Resumption of Adjourned Meeting Roll Call 2015 Park Board Staff Present: Nate Monahan, Recreation Manager Present: 7 - Chair Bird, Lester, Pribbernow, Das, Varian, Walsdorf, and Markle 3. Approval of Minutes 3.-1 MIN 15-09 APPROVAL OF FEBRUARY 24, 2015 PARK BOARD MINUTES Commissioner Pribbernow noted on page 2, section 5.2, paragraph 2, the last sentence was relating to disc golf tournaments. Motion by Commissioner Markle to approve the minutes of February 24, 2015 as amended. Motion seconded by Commissioner Varian. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:15 p.m. No one appeared to address the Park Board Chair Bird closed Open Forum at 7:16 p.m. 5. New Business 5.-1 PB 15-14 CIF BUDGET REVIEW OF PROJECTS Recreation Manager Monahan provided an update on upcoming and future projects with the CIF funds approved by the City Council. The ag lime should be installed within the next month at Aurelia, Osmans, Little League Park and East Side Park. The Quincy playground should go in in early June along with the Westwood Park playground. Shari Kunza will be working on replacing the shelter at JC Park. Sealcoating of the basketball court at JC Park is out for bids. The bid is for 5 basketball courts within the City that would be done at a future date. The benches at Fort Lion Park that were requested by the Open Space Board will be put in this spring. The Westwood Park tennis court will be resurfaced. The fencing is still structurally sound and will receive some maintenance, which will save the City $7500. Some other tennis court resurfacing may be moved to 2015. The bridge staining will be done by the public works staff. The repair and sealcoating of the trails will be looked at according to the rating system used by the City. Chair Bird asked if trail maintenance would occur throughout the City. Recreation Manager Monahan stated $25,000 has been set aside and those in the worst shape will be repaired first and that could be sections throughout the City. In 2017, there is $50,000 budgeted for trail maintenance. Commissioner Walsdorf asked what the asterisks in the report referred to. Recreation Manager Monahan stated those are community parks within the City. This would include the dog park at Aquatore and Happy Acres Park to replace the park building roof and the playground. Commissioner Walsdorf asked about the amount shown for the dog park and Mr. Monahan stated it was an estimate and can be scaled back. City of Blaine Page 2 Park Advisory Board Minutes - Final March 24, 2015 Commissioner Das asked if all the monies were spent in 2014 and Mr. Monahan stated all the monies were spent according to the actual amount spent. Commissioner Das asked if the $60,000 for Quincy Park was for playground replacement and Mr. Monahan stated it is for replacement of existing playground equipment currently in the park for the various age groups. $60,000 is generally set for neighborhood parks. $30,000 is generally allocated for the smaller parks for playground equipment. Commissioner Varian asked how many benches would be put in Fort Lions Park and Mr. Monahan stated there will be two. It has a very small playground. They run $1000 each with installation as a cement pad is installed and the benches are metal. Commissioner Markle asked about the playground for London playground. Mr. Monahan stated in 2012 this additional playground was part of the CIP. More playground equipment needs to be added to London so this park would have similar equipment as to other parks within the City. Discussed 5.-2 PB 15-15 LEGACY CREEK PARK FEATURE Recreation Manager Monahan reviewed this month’s feature park is Legacy Creek Park. He stated this is the 62nd park presentation to the Park Board. There are two more parks to be reviewed. Mr. Monahan showed pictures of the park as well as a historical narrative of the park. Commissioner Das asked how the water problems were solved at that park and Mr. Monahan stated drain tile was added which moves the water out of the playground area. The developer had added fill to the park and apparently moved some clay to the area. Some residents had asked for some additional trees to be planted and public works planted six additional trees. Commissioner Varian asked if drinking fountains were usual in the parks and Mr. Monahan stated there are some at the larger parks. It is not typically in the City parks due to the cost. Discussed 5.-3 PB 15-16 UPCOMING EVENTS AND UPDATES Recreation Manager Monahan reviewed: City of Blaine Page 3 Park Advisory Board Minutes - Final March 24, 2015 Spring Egg Hunt - March 27 at Airport Park - Free event. Egg hunt begins promptly at 6:30 p.m. Chair Bird asked why the change in the date and Mr. Monahan stated in the morning it was typically very cold. The City decided to try it in the evening to make it more comfortable for the kids and parents. Commissioner Walsdorf asked how many kids have participated in the past and Mr. Monahan stated 500-600 kids plus parents. Advertising for the event is done in various ways. Commissioner Walsdorf asked if a sponsor has ever been sought for this event and Mr. Monahan stated that is difficult due to the fact the City is a not a non-profit. Chair Bird asked if Community Service Officers are present to help with traffic as there is another event at the National Sports Center that evening. Mr. Monahan stated the Police Explorers will be present to help with traffic. Commissioner Das asked if events like this are advertised on the digital display board and Mr. Monahan stated that is used for some events. City Open House - April 21 at City Hall - 3:30 - 8:00 p.m. He reviewed some of the things that will be happening that day. This is part of the 50th Anniversary Committee. Earth Day - May 2 at Laddie Lake Park - 10:00 a.m. - 12noon Thursday, March 26, Wetland Sanctuary Open House at Blaine City Hall from 5:00 p.m. to 7:30 p.m. Next month a detailed presentation will be given on the Wetland Sanctuary Phase I. Chair Bird encouraged the Park Commissioners to attend to show their support. Commissioner Rex Markle is the new Vice Chair of the Park Board for 2015.
