Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, February 23, 2016. 1. Chair Bird called the meeting to order at 7:00 p.m. 2. Roll Call Staff Present: Nate Monahan, Recreation Manager Present: 6 - Chair Bird, Comissioner Lester, Comissioner Pribbernow, Comissioner Das, Comissioner Markle, and Comissioner Walsdorf Absent: 1 - Comissioner Varian 3. Approval of Minutes 3.-1 MIN 16-09 APPROVAL OF JANUARY 26, 2016 PARK BOARD MINUTES Motion by Commissioner Pribbernow, to approve the minutes of January 26, 2016 as amended. Motion seconded by Commissioner Das. Motion approved unanimously. Aye: 6 - Chair Bird, Comissioner Lester, Comissioner Pribbernow, Comissioner Das, Comissioner Markle, and Comissioner Walsdorf 4. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:05 p.m. No one appeared to address the Commission. Chair Bird closed Open Forum at 7:06 p.m. 5. New Business 5.-1 PB 16-04 RECOMMENDING A PROPOSAL FOR CLOVERLEAF PARK PLAYGROUND NOT TO EXCEED $60,000 Recreation Manager Monahan reviewed three proposals for the City of Blaine Page 1 Park Advisory Board Minutes - Final February 23, 2016 replacement of Cloverleaf Park Playground. Proposals were submitted by Minnesota/Wisconsin Playground with Gametime equipment, Flagship Recreation with Landscape Structures equipment and St. Croix Recreation with Burke equipment. Staff gave all three vendors the same parameters, which included: Playground equipment, wood fibar, concrete border, and installation with a budget of $60,000. Mr. Monahan showed photographs of the current playground constructed in 1996. He reviewed the three proposals in detail. Minnesota/Wisconsin Playground - the posts would be refurbished. They provided a video. The concrete slab and picnic tables are not included in their bid nor is the bid with the bench. St. Croix Recreation - Staff felt this proposal was the best. A variety of new amenities not found in other playgrounds. More unique creative play. Flagship Recreation - was nice but St. Croix offered different amenities. Chair Bird asked if the concrete border is similar to the one at Harper’s Park. Mr. Monahan stated MN/WI Playground had an 18-inch border and the others had 12-inch border. Aquatore currently has an 18-inch border. Chair Bird asked if this was wheelchair accessible and is an impression swing included. Mr. Monahan stated all ADA standards were met by all vendors. Commissioner Walsdorf asked if on the MN/WI bid the total is $60,000. Commissioner Walsdorf noted the third option seems to be lacking something. Commissioner Pribbernow asked if the key components were for the third option and she noted it makes the third option more interesting. A downfall would be no toddler play area. Commissioner Lester asked what the additional cost would be for the concrete slabs shown in Option 1. Mr. Monahan stated wood chips would be where the additional slabs are shown. Commissioner Lester asked if the impression swing has been popular and Mr. Monahan stated currently Gametime is the only vendor offering that. Commissioner Lester asked if any of the vendors refurbish the existing equipment. Mr. Monahan stated the old equipment will be given to Mexico by a staff person going there on a mission trip. Commissioner Das asked how many swings are included and Mr. City of Blaine Page 2 Park Advisory Board Minutes - Final February 23, 2016 Monahan stated there are four swings including two toddler swings and two adult/child swings. He asked that the City obtain a good warranty on the equipment. Mr. Monahan stated the warranty has been discussed and they have an extensive warranty. Chair Bird stated the St. Croix Recreation includes four swings and looking at it, the equipment provides equipment for different ages. Commissioner Markle asked if all three bids included well-established equipment in a lot of areas so we are not trying something totally new. Mr. Monahan stated he spoke with three different cities and heard positive comments on St. Croix Recreation. Motion by Commissioner Markle to recommend to the City Council approve the proposal for the replacement of Cloverleaf Park Playground not to exceed $60,000 from St. Croix Recreation. Motion seconded by Commissioner Walsdorf. Motion approved unanimously. Aye: 6 - Chair Bird, Comissioner Lester, Comissioner Pribbernow, Comissioner Das, Comissioner Markle, and Comissioner Walsdorf 5.-2 PB 16-05 RECOMMENDATION DOG PARK AMENITIES AT AQUATORE PARK Mr. Monahan provided a report on the 4.6-acre Aquatore Dog Park that was previously approved by both the Park Board and the City Council last fall. Staff is looking for a recommendation on which of the following amenities the Park Board would like to see: 5 Foot Fencing - 1800 $40,000 Concrete - Square Feet $5,600 Mailbox/Metal Container $400 Shelter 16 x 16 $18,000 Security Light $5,000 Running Power to Shelter/lights $5,000 Heaters under Shelter $1,200 Clean up of Site, Add Trail $12,000 Water to fountain $35,000 Water Fountain $2,600 In house items for the dog park would be picnic tables. The budget has been adjusted from previous discussion to $85,000 because of high priority improvements that have come up at other parks. The funds will still come from our CIF interest fund budget which the City Council has approved $200,000/year over the next 3 years 2016 - 2018. Mr. Monahan showed a drawing of the plan. He feels this is a great location as there is no residential bordering the area. City of Blaine Page 3 Park Advisory Board Minutes - Final February 23, 2016 Chair Bird asked about the open area on the south side of the park and Mr. Monahan indicated the heavy wooded area that would be cleaned up. The location of the bullpen is yet to be determined. Mr. Monahan reviewed the amenities that the Park Board could consider. Chair Bird noted with a budget of $85,000 all of the items listed cannot be done and he asked if City Staff would be doing the work. Mr. Monahan stated the fencing, the concrete would be sub-contracted out, the shelter would be purchased from a vendor, and security light would be through Connexus. Prairie Restoration would do the clean up. The estimates take this into account. Commissioner Lester noted the heaters under the shelter could be added at a later time and he does not see a true need for the water fountain. He would be inclined to remove those from the plan for a total of $86,000. Commissioner Das stated last time this was reviewed the Park Board discussed not including the water fountain. Commissioner Das asked if the Dog Park would have specific times. Mr. Monahan stated it would never be closed. If there is a lot of snow, it may not be used as much and could possibly be plowed by City plows. Mr. Monahan stated this will be a public park so open to everyone. Commissioner Walsdorf asked where the parking would be and Mr. Monahan stated the parking lot to the south of the dog park would be the main parking lot. Parking should not be a concern. Commissioner Walsdorf asked how many trees would be removed and Mr. Monahan stated the dead trees would be cleared. Commissioner Pribbernow asked if the Blaine Festival is still interested in contributing funds for the fencing and Mr. Monahan stated they are and he will be in contact with the Blaine Festival, as they want to run the fence all the way to the Highway 10 exit. Commissioner Pribbernow asked if some old toddler equipment could be refurbished and put into the dog park for the dogs. Mr. Monahan stated that could possibly be done. Other cities have done Eagle Scout projects in a dog park. That is a possibility to have tunnels, etc. Commissioner Markle asked about the trails and Mr. Monahan stated one additional trail would be added. All trails would have woodchips added to them. Mr. Monahan stated the trail would be wood chipped up to the bullpen. Commissioner Markle asked if there is on-street parking and Mr. Monahan stated no on-street parking is allowed. City of Blaine Page 4 Park Advisory Board Minutes - Final February 23, 2016 Commissioner Markle asked about signage of rules/regulations and Mr. Monahan stated the rules/regulations will be discussed with other cities that have dog parks. A dog park Board will be developed to discuss issues. Commissioner Markle suggested the shelter be an Eagle Scout Project. The security light will be close to the bullpen. Commissioner Markle agrees the water could be delayed. The shelter could be also pushed out to save a little money and to gain some community involvement in constructing the shelter. Commissioner Pribbernow asked if the shelter was to be removed could monies be used to help with licensing of dogs. Chair Bird stated he does not believe the funds could be used for licensing. Mr. Monahan stated he will research and report back to the Board. Commissioner Walsdorf asked if there is a timeline. Mr. Monahan stated the timeline is not determined because of the question of being construction being done before or after the festival. The fencing is a big item that will determine the timeline. Mr. Monahan hopes it could be done earlier if we have an early spring. Commissioner Das stated he would prefer to have the shelter included since the monies are already allocated in the CIF Budget. Chair Bird stated he agreed. Motion by Commissioner Walsdorf, to recommend to the City Council approval of the Aquatore Dog Park all amenities except the water fountain and water to the fountain at a cost estimate of $87,200. Motion seconded by Commissioner Das. Motion approved unanimously. Aye: 6 - Chair Bird, Comissioner Lester, Comissioner Pribbernow, Comissioner Das, Comissioner Markle, and Comissioner Walsdorf 5.-3 PB 16-06 COMMUNITY CENTER UPDATE Recreation Manager Monahan reviewed the Community Center Task Force met on February 22, 2016. The cost of the proposed center is $29M. The site would be outside City Hall on 10 acres. They are looking at collaborative partners and in discussions with YMCA and Lifetime Fitness. A concept plan will be coming be coming from the consultant on March 7, 2016. This will be included in updates on the Park Board agendas. Commissioner Das asked how the financial part would be separated with a collaboration. Mr. Monahan stated he has researched to find how other Cities have handled this and that would depend on the agreement. Pictures will be provided at the next Park Board meeting. Spring Egg Hunt - Friday, March 18, 2016 at 6:30 p.m. Free event at Airport Park. Last year 6000 eggs were stuffed. This year there will be 8000 eggs. Summer Program Registration starts Monday, March 21, 2016 at 8:00 a.m. Proclamation for outgoing Park Board Member Christine Pribbernow.
