Chair Jeffrey Bird, Jennifer Bingle, Prad Das, Jeff Lester, Rex
Markle, Karen Varian and Tom Walsdorf
The Park Board is an advisory body to the city council. One
of the board's functions is to hold public meetings and make
recommendations to the city council. For each item, the
board will receive reports prepared by city staff, provide the
opportunity for public response, conduct board discussions
and make recommendations. The city council, however,
makes all final decisions on these matters.

1. Call To Order
The Blaine Park Advisory Board met in the Council Chambers of City Hall on
Tuesday, January 24, 2017.

1. Chair Bird called the meeting to order at 7:00 p.m.

Absent: 1 - Commissioner Walsdorf
3. Approval of Minutes
3.-1 MIN 17-03 APPROVAL OF THE OCTOBER 25, 2016 PARK BOARD MINUTES
Motion by Commissioner Varian, to approve the minutes of October 25, 2016 as
presented. Motion seconded by Commissioner Markle. Motion approved
unanimously.

4. Open Forum for Citizen Input
Chair Bird opened the Open Forum at 7:04 p.m.

No one appeared to address the Commission.
Chair Bird closed Open Forum at 7:05 p.m.

5. New Business
5.-1 PB 17-01 PROCLAMATION JON FAGERNESS
Recreation Manager Monahan presented a proclamation for Jon
Fagerness for his contributions to the Blaine Triathlon and Kids
Triathlon. Jon was involved in the two-year planning process as well
as the events. He was a great resource. Chair Bird read and presented
the proclamation to Jon Fagerness.
Jon Fagerness stated he is very happy to be part of such a program. He
has enjoyed working with Nate on the triathlons.
Chair Bird stated Jon’s efforts have been much appreciated. He is
amazed at the quality and variety of athletes that participate.
Commissioner Das added his thanks to Jon for his efforts.
Commissioner Bingle stated she was part of the first triathlon and she
thanked all organizers and participants.
Commissioner Markle thanked Jon for his service to the community.

5.-2 PB 17-02 STAFF REPORT ON 2016 FALL RECREATION PROGRAMS
Recreation Manager Monahan presented a power point review of the
2016 Fall Recreation Programs. He reviewed the programs and events
including staff, Sounds of the City Holiday Concert, Youth Programs
(cookie decorating, barnyard boogie, flashlight pumpkin hunt, princess
party, and morning at the north pole,); Adult Programs and Athletics,
Senior Programs, Facility Use, Community Facility Use, Registration
80% register online.
Chair Bird remembered when online registration was first offered the
use was not very high. He noted the shelter reservations was just for
the Fall.

5.-3 PB 17-03 CIP UPDATE AND UPCOMING EVENTS
Mr. Monahan reviewed the City Council adopted the 2017 - 2021 CIP
as it was recommended from the Park Board. Staff will begin putting
out bids for the new $150,000 Lexington Athletic Complex
Playground. Glen Meadows Park will be the only expenditure in 2018.
The Indoor Farmers Market will be held Saturdays, January 28,
February 11 and February 25 from 9 - 1pm at Blaine City Hall.
Planning for a summer farmer’s market are being made. Shari Kunza
did all the work for these. Commissioner Lester asked how the
vendors are selected. Commissioner Das stated the farmer’s market is
a very good thing for the City. He asked if the City receives any
revenue and Mr. Monahan stated the City charges $15 per vendor per
market. Commissioner Das asked if there was any liability and Mr.
Monahan stated the General Liability will cover any incidents.
Snow Day: Saturday, January 28 from 1-4pm at Wargo Nature Center.
Commissioner Das asked for the location and Mr. Monahan stated go
East on 125th over the bridge on 35 and it is on the right side.
Super Hero Party: Friday, February 24 from 6:30 - 8pm at Blaine City
Hall.
Dog Park - the wooded area was cleaned up. The dog park was closed
for a few days. A trail will be added from the parking lot to the two
entrances.

5.-4 PB 17-04 PARK BOARD CHAIRMAN JEFF BIRD MINNESOTA RECREATION
AND PARK ASSOCIATION BOARD AND COMMISSION AWARD
Mr. Monahan announced on January 10, Chairman Jeff Bird received
the Board and Commissioner Award from the Minnesota Recreation
and Park Association which recognizes one board or commissioner in
the State. Jerome Krieger submitted an application to nominate Jeff
and the MRPA Awards Committee selected Chairman Jeff Bird. Staff
congratulated Jeff on this great honor. Mr. Monahan showed some
photographs of the events.
Commissioner Varian thanked Chairman Bird for all his hard work.

Commissioner Das motioned to adjourn. Commissioner Bingle seconded the
motion. Motion approved unanimously.
Chair Bird adjourned the meeting at 7:45 p.m.
