One of the board's functions is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. The city council, however, makes all final decisions on these matters. Tuesday, February 26, 2019 7:00 PM Council Chambers 1. Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, February 26, 2019. 1. Vice Chair Markle called the meeting to order at 7:03 p.m. 2. Open Forum for Citizen Input City of Blaine Page 1 Park Advisory Board Minutes February 26, 2019 Vice Chair Markle opened the Open Forum at 7:05 p.m. No one appeared to address the Commission. Chair Bird closed Open Forum at 7:06 p.m. None. 5. New Business 5.-1 UPDATE ON VETERAN’S MEMORIAL IN TOWN SQUARE PARK 5.-2 HIDDEN PONDS PARK PICKLE BALL COURTS MAILING FEEDBACK Attachments: Hidden Ponds Mailing Area Hidden Ponds Mailing HP- Pickleball Courts Emails from Hidden Ponds Mailing Recreation Manager Monahan provided the feedback received from the residents from the mailing which asked residents if they have an issue with removing the basketball court that is currently in the park. A map showing the residents that were asked for feedback was provided along with a drawing showing the proposed pickle ball courts. The following feedback was received: Ms. Lisa Derr, 950 117th Avenue NE - In support but would like to see basketball court also remain. Ms. Jana Benolkin - Would like to see both available. Mr. Jon Ritzema - In support of pickle ball being added. Unidentified Resident - Fine if basketball hoop is removed Unidentified Resident - Not in favor of pickle ball Unidentified Resident - Wants basketball and pickle ball - both. Ms. Richelle Taylor - Wants basketball court but no pickle ball. City of Blaine Page 2 Park Advisory Board Minutes February 26, 2019 The consensus of the public feedback was that the basketball court was being used and should remain. Vice Chair Markle thanked the residents for their feedback. Commissioner Das stated he supports the new pickle ball court and retaining the basketball court. Commissioner Lester asked if the basketball court remains would it be resurfaced. Mr. Monahan stated the court may be re-oriented. Commissioner Lester asked if the same contractor would do the basketball and the pickle ball courts. Mr. Monahan stated the same contractor could do both. Ms. (sound was not good)___________________ stated they have lived in the neighborhood for five years. There are a number of young families. She visits the park often and noted the basketball court and green space are used a lot. She fears the pickle ball court will take away the green space. She asked if there needs to be four courts or could they get by with only two courts. Vice Chair Markle stated the pickle ball court would have an impact on the open space in this park and a balancing act is being done. The Board has considered different sizes of pickle ball courts. Having four courts makes a lot of sense. Proposals were submitted by Minnesota/Wisconsin Playground with Gametime Equipment, St. Croix Recreation with Burke Equipment, Flagship Recreation with Landscape Structures Equipment and Themed Concepts. The RFP that was sent out to all vendors was provided for Park Advisory Board review. The bids provided were: MN/WI Playground $79,360.77 St. Croix Recreation $100,000.00 Flagship Recreation $99,308.58 Themed Concepts $99,997.33 Commissioner Walsdorf noted the MN/WI Playground graphic is considerably larger than the St. Croix Recreation graphic. Mr. Monahan stated the fall zones were included in the layouts. Commissioner Walsdorf asked if the City has used St. Croix Recreation and Mr. Monahan noted the playgrounds they have installed within the City. They have a good history with the City. Mr. Monahan noted MN/WI Playground used to do all playgrounds within the City. Flagship Recreation only did Carrerra East Park and Themed Concepts has not done work in the City. Commissioner Walsdorf stated he likes the third proposal. Commissioner Das stated it appears MN/WI Playground is offering more for the money. He asked about the warranty and Mr. Monahan stated it is a ten year warranty, which is industry-wide. He would recommend MN/WI Playground. Commissioner Lizakowski stated her children’s favorite thing to do at the playground is a zip line. Mr. Monahan stated they are very high maintenance and generally kept to the community parks. A zip line would take up a lot of area in a neighborhood park. She supports the MN/WI Playground option. Commissioner Lester stated the Themed Concepts option is very nice. He would like to see more of their ideas pictured. He understands they are not priced the same as the others. Mr. Monahan noted Themed Concepts has one piece at LAC - the hay bales. This was provided through MN/WI Playground. Commissioner Lester asked if an ADA swing was included. He does support the MN/WI Playground features. City of Blaine Page 4 Park Advisory Board Minutes February 26, 2019 Commissioner Paulseth stated he likes the MN/WI Playground also but liked the shade structure offered by St. Croix Recreation. He supports MN/WI Playground. Mr. Monahan stated there will be a total of 6 swings. He will request one baby swing and one ADA accessible swing. Motion by Commissioner Das to recommend the City Council approve the proposal from MN/WI Playground for the new replacement playground equipment at Quail Creek Park not to exceed $100,000. Motion seconded by Commissioner Lizakowski. Motion carried (Commissioner Walsdorf opposed). Aye: 6 - Commissioner Lester, Commissioner Das, Varian, Commissioner Walsdorf, Commissioner Markle, and Commissioner Paulseth Nay: 1 - Commissioner Lizakowski 5.-4 POSSIBLE ADDITIONAL PARK EAST OF LEXINGTON NORTH OF MAIN Mr. Monahan reviewed the northeast corner of the city is developing with a higher density of homes in the area. The Planning and Development Department projected about 700 homes up in this area, but with plans that have recently come in the number is looking more like 900 homes. City staff believes one more mini park will be needed up in this area. A map of the location staff believes would be an ideal spot to put the park which is just north of an open space property the city owns. The city would ask the developer to give the city the land in lieu of park dedication fees. The rough cost for the 1.5 acres of land for the park would be in the neighborhood of $350,000 and with the additional homes that would be built this would more than cover the cost of this park including adding a playground and trails. Staff will bring up the city interactive map to give the board a visual of the area. Vice Chair Markle asked what the City owned land is and Mr. Monahan stated it is wet open space. Mr. Monahan indicated the trail that could be constructed in that area. Mr. Monahan stated there is sidewalk on Jewel and there are plans for a trail off of Lever Street. Commissioner Das asked how large the pond is and Mr. Monahan estimated it to be four acres. The park would abut the pond and be 1.5 acres approximately. Commissioner Das asked what price range would be for the houses in that area. Mr. Monahan stated $350,000 - $750,000. Commissioner Das stated this is a good concept with the pond and park and will raise the value of the entire area. Any trails in the Open Space area would be paid for by the NRCB. City of Blaine Page 5 Park Advisory Board Minutes February 26, 2019 Commissioner Walsdorf asked if the pond area is owned by the City and Mr. Monahan stated it is City-owned open space. Commissioner Walsdorf asked what it will cost to put a playground there and Mr. Monahan stated $250,000 with minimal grading and trails. The timeline could be 2020-2021. Commissioner Walsdorf asked if any houses are in on Jewel St. Mr. Monahan stated they are just starting. Vice Chair Markle asked where the road would be near the park. Mr. Monahan indicated what the plan would be on a map. There would possibly be a road on the north side of the park with trails to the south side. Commissioner Lester stated this is a good idea but he is concerned the budget is not in the negative with this last park. Discussed. 5.-5 PARK BOARD UPDATES Attachments: Nametags Mr. Monahan provided updates on the following: Joint meeting with NRCB Board on Tuesday, August 20, 2019. The meeting would be in the cloverleaf room and it would not be televised. This would take the place of the regular Park Board Meeting in August. Super Hero Party, March 1, 2019 - There are still openings. $10 per child. Name Tags and Shirts for Park Board - Mr. Monahan will order nametags for the Park Board. The shirts are blue polos with the City logo and “Park Board Member”. Mr. Monahan will email the Board for sizes. The final report for the Parks Master Plan will be provided to the Park Board in April. Discussed. Adjournment Commissioner Das motioned to adjourn the meeting.
