One of the board's functions is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. The city council, however, makes all final decisions on these matters. Tuesday, July 23, 2019 7:00 PM Council Chambers 1. Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, July 23, 2019. 1. Chair Bird called the meeting to order at 7:00 p.m. 2. Roll Call Staff Present: Nate Monahan, Recreation Manager Others Present: Drew Brown, Adjunct Member Present: 5 - Chair Bird, Commissioner Das, Commissioner Markle, Commissioner Lizakowski, and Commissioner Paulseth Absent: 2 - Commissioner Lester, and Commissioner Walsdorf 3. Approval of Minutes 3.-1 PB 19-19 APPROVAL OF THE MAY 28, 2019 PARK BOARD MINUTES Motion by Commissioner Markle to approve the minutes of May 28, 2019 meeting as presented. Motion seconded by Commissioner Lizakowski. Motion approved unanimously. Aye: 5 - Chair Bird, Commissioner Das, Commissioner Markle, Commissioner Lizakowski, and Commissioner Paulseth 4. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:05 p.m. No one appeared to address the Commission. New Business 5.-1 PB 19-20 RECOMMENDATION OF A PROPOSAL FOR KANE MEADOWS PARK PLAYGROUND NOT TO EXCEED $100,000 Mr. Monahan reviewed three proposals for new replacement playground at Kane Meadows Park. Proposals were submitted by Minnesota/Wisconsin Playground with Gametime Equipment, St. Croix Recreation with Burke Equipment, and Flagship Recreation with Landscape Structures Equipment. The RFP that was sent out to all vendors was provided for Board review. My Monahan summarized the special conditions of the RFP. The first proposal introduced was from Minnesota Wisconsin Playground with Gametime Equipment. Their quote came in at $100,000. This proposal included a lot of slides and other equipment. The second proposal reviewed was from St. Croix Recreation with Burke Equipment. Their quote also came in at $100,000. Staff liked the number of ground level equipment included in the proposal. The third proposal reviewed was from Flagship Recreation with Landscape Structures Equipment of $99,944.59. This proposal included a separate toddler area. Staff liked the zip line that was included which is 36 feet long with no maintenance required. This proposal also includes a rope system. Mr. Monahan stated he liked this proposal the best. Included is a three-year maintenance program. Commissioner Markle stated he likes the third proposal the best. He noted he has not seen many handicapped elements in any of the proposals and wonders if the Board should concentrate more on those elements. Mr. Monahan stated the tot structure would be accessible. The cost to have ramps is very prohibitive for neighborhood parks. A request from a resident for an adaptive swing was received. Commissioner Markle asked if a harness was available for use on the zip lines. Mr. Monahan stated that could be added on a check-out basis. Commissioner Markle stated all proposals were provided for the ages of children in the area. He would like to see more options from all three vendors for more handicapped accessible equipment. City of Blaine Page 2 Park Advisory Board Minutes - Final July 23, 2019 Adjunct member Brown’s noted there was not a tiered look to the playgrounds. Mr. Monahan stated the proposals were more modern playground style with continuous movement. Commissioner Lizakowski stated she agrees that the third proposal containing the zip line would be her first choice. Option number one would be her second choice. Commissioner Paulseth stated he likes all three proposals but prefers the third proposal with the zip line. His second choice would be the second proposal. Commissioner Das’s comments were not audible. He asked about the fall zone parameters and Mr. Monahan stated this is part of the parameters that playground companies go through safety approval. He asked the height of the structure and Mr. Monahan stated 10-12 feet high at the highest point. Commissioner Das referred to the proposal from Burke and asked if some elements of the proposal could be implemented in the Flagship proposal. He referred to the ground level activities. Chair Bird asked about the footprint and asked whether the mini basketball court would remain and Mr. Monahan stated it is still in good shape and will remain. This could be replaced with an Eagle Scout project. Chair Bird referred to Flagship’s second picture and asked about the transition from the slide. Mr. Monahan stated they are floating steps. Chair Bird summarized the Flagship Proposal appears to be the one to be recommended. Motion by Commissioner Das to recommend to the City Council the proposal for new replacement playground equipment from Flagship at Kane Meadows Park not to exceed $100,000. Motion seconded by Commissioner Markle. Motion approved unanimously. Aye: 5 - Chair Bird, Commissioner Das, Commissioner Markle, Commissioner Lizakowski, and Commissioner Paulseth 5.-2 PB 19-21 UPDATES Mr. Monahan provided updates on the following: Blaine Kids Triathlon - The 6th Annual Triathlon is this Saturday, July 27 at 8am. There will be 125 participants. More information can be found on blaineevents.com. Mr. Monahan noted the sponsors of the event that will also be acknowledged at the event. Safety Camp - This will be held next Tuesday and Wednesday at Fire City of Blaine Page 3 Park Advisory Board Minutes - Final July 23, 2019 Station #3 for kids going into 4th grade. It is full at 162 kids. Joy Hant will be heading up this event. She is a new Recreation Manager. Bark in the Park - This is Thursday, August 15 5-7pm at Aquatore Park. Free dog licenses are given with proof of vaccinations. There are a number of events. The sponsors were recognized. Worldfest - This will be held Saturday, September 14 1-4pm at Town Square Park by City Hall. More information will be forthcoming. Parks Master Plan - This was emailed to all Commissioners. It is now 200 pages and continues to be reviewed. It will come before Council on August 12. The Joint Park Board/Natural Resources Conservation Board Meeting will be held August 20, 2019 at 7pm in the Cloverleaf Conference Room. Aaron Morris finished the Gaga Pit at Quail Creek Park. He will be present to help teach the kids on how to play Gaga. The base is asphalt. Informational; no action required. Adjournment Commissioner Das motioned to adjourn the meeting.
