One of the board's functions is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. The city council, however, makes all final decisions on these matters. Tuesday, October 22, 2019 7:00 PM Council Chambers 1. Call To Order Chair Bird called the meeting to order at 7:00 p.m. 2. Approval of Minutes 3.-1 APPROVAL OF THE SEPTEMBER 24, 2019 PARK BOARD MINUTES Attachments: 09-24-19 Pk Boardmember Lester was not present at the meeting and should be removed from those present in the minutes. Motion by Boardmember Walsdorf to approve the minutes of September 24, 2019 meeting as presented. Motion seconded by Boardmember Lester. Motion approved unanimously. Chair Bird closed Open Forum at 7:07 p.m. 5. New Business 5.-1 RECOMMENDATION FOR ESTABLISHING 2020 PARK DEDICATION FEES FOR THE CITY OF BLAINE Attachments: 2019 Comparative Park Dedication Fees 2020 Park Dedication Projections Recreation Manager Monahan noted this item is being brought back to the Park Board with additional information on the projections for park dedication fees for 2020. Revenue for the capital improvement plan comes from park dedication fees required of all new residential, commercial and industrial development. Park dedication fees are adjusted annually by the percentage of increase in the fair market value of undeveloped land within the city with an annual increase not to exceed 10%. The Park Board recommended the City Council approve a 3% increase in residential fees and no increase for both commercial and industrial in 2019. The current park dedication fee structure is as follows: $4,449/per residential unit $8704/per acre of commercial development $6702/per acre of industrial development Staff is recommending the Park Board consider no increase to residential, commercial, and industrial based on discussions with the Community Development that the City Council is comfortable at the middle spots for both residential and commercial with the comparable cities. The comparative park dedication fees with other neighboring cities were provided for Board review along with projections for Residential, Commercial and Industrial. Chair Bird stated the conversation last month was to review the projections and what is seen on this list there is no industrial construction projected. Boardmember Walsdorf noted for Oakwood Ponds there is no breakout between parks and open space. Chair Bird provided the detail. Mr. Monahan noted per the CIP 2019 projections, we are currently $350,000 above that projection. Boardmember Walsdorf asked when the revenue is actually received and City of Blaine Page 2 Park Advisory Board Minutes October 22, 2019 Mr. Monahan stated when the property is platted. Boardmember Das asked about Menards and Mr. Monahan stated it is an expansion. Boardmember Das asked how the projections are determined and Mr. Monahan stated when the Community Development Director has various meetings with property owners the projections are determined. Boardmember Walsdorf asked when the rates were last increased and Mr. Monahan stated rates have been increased for the last five years. Motion by Boardmember Walsdorf to recommend the City Council to establish park dedication fees for 2020 at no increase. Motion seconded by Boardmember Lester. Motion approved unanimously. Aye: 6 - Chair Bird, Commissioner Lester, Commissioner Das, Commissioner Walsdorf, Commissioner Lizakowski, and Commissioner Paulseth 5.-2 PARK BOARD UPDATES Mr. Monahan provided the following updates: Kane Meadows Playground Replacement - The project was started a month ago and a $100,000 playground was constructed from Flagship Playgrounds. There are just a few items yet to complete. Hidden Ponds Pickleball & Basketball Court - Three pickleball courts and one basketball court were constructed and all is complete with the exception of the chain link fence, the nets, and the backing of the bench. Boardmember Paulseth asked if the nets would be installed yet this fall and Mr. Monahan stated the practice is to leave the nets up through the winter. Chair Bird suggested putting up one net now and the remainder in the spring. Miracle League Field - The hope is to have the asphalt put down by next week. The grading and staking have been done. There is $135,000 to be used toward the playground for 2020. The poured in place base will be done in the spring. This would provide a good access to the playground. Sunset Elementary School Playground - The school owed $133,000 for park dedication. The school put in poured in place base and a shelter and the agreement was only $33,000 would be owed. Boardmember Das asked if the public can use the playground and Mr. Monahan stated it would be available when school is not in session. Parks Master Plan - This was presented to the City Council and funding is being researched. The Aquatore concept plan will cost $6M and a funding City of Blaine Page 3 Park Advisory Board Minutes October 22, 2019 source needs to be found. The Council will discuss this at their retreat in November. There has been a donation from the Blaine Festival for $150,000 for the amphitheater. The current estimate is $450,000. Mr. Monahan provided an example of a sales tax method of earning revenues for improvements. Town Square Park - Civil War Monument - The first monument has been installed. Boardmembers will be invited to future monument installations. The Blaine Festival donated the money to purchase this monument. Steve Guider has raised $232,000 for the park. The Purple Heart monument has been ordered. The five additional monuments will be ordered and installed in the spring. It would be $15M for Happy Acres and Aquatore projects. Mary Ann Young Center - Occupancy is expected to be taken December 9, 2019. The three activity rooms will be programmed. The large dining room has been renamed the Tom Ryan room. This room can be rented out for up to 250 people. The three activity rooms can also be rented. The kitchen can be used for those with catering licenses only as this is a commercial kitchen. No weddings will be allowed as well as no alcohol in the building. The Grand Opening will be held mid to late February. Chair Bird asked about the status of the tennis courts at East Side Park and Mr. Monahan stated the company that removes the playgrounds will remove the tennis court. Other tennis courts will be evaluated. Informational: no action required Adjournment Chair Bird adjourned the meeting 7:45 p.m. Boardmember Das motioned to adjourn the meeting.
