The Mayor has signed a declaration allowing members of the commission, staff, and the public to attend the meeting remotely via Zoom as has been done during the COVID-19 pandemic. The council chambers will have limited seating, with audience chairs being set up at least six feet apart. There will be an overflow area where the meeting can be watched in the Cloverleaf Farms Room, also with chairs set up at least six feet apart. Please note that all visitors to city hall are required to wear a face mask while inside the building. Public comment options prior to the meeting must be received by noon on Tuesday, October 27. One of the board's functions as an advisory body is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. The city council, however, makes all final decisions on these matters. Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, September 22, 2020. Due to the COVID-19 pandemic this hybrid meeting was held both virtually and in person. Approval of Minutes 3.-1 APPROVAL OF THE JULY 28, 2020 PARK BOARD MINUTES Attachments: 07-28-20 PK Motion by Boardmember Markle to approve the minutes of July 28, 2020 as amended. Motion seconded by Boardmember Walsdorf. A roll call vote was taken. Motion approved unanimously. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:06 p.m. No one appeared to address the Commission. Chair Bird closed Open Forum at 7:07 p.m. 5. New Business 5.-1 RECOMMENDATION FOR ESTABLISHING 2021 PARK DEDICATION FEES FOR THE CITY OF BLAINE Attachments: 2020 Comparative Park Dedication Fees Recreation Manager Monahan stated revenue for capital improvement plan projects comes from park dedication fees required of all new residential, commercial, and industrial development. Park dedication fees are adjusted annually by the percentage of increase in the fair market value of undeveloped land within the city with an annual increase not to exceed 10%. The Park Board recommended the City Council approve a no increase in residential fees and no increase for both commercial and City of Blaine Page 2 Park Advisory Board Minutes September 22, 2020 industrial in 2020. The current park dedication fee structure is as follows: • $4,449/ per residential unit • $8,704/ per acre of commercial development • $6,702/ per acre of industrial development Mr. Monahan reported currently residential park dedication fees are split with 65% to parks and 35% to open space. Commercial and industrial park dedication fees go 100% to parks. Staff is recommending the Park Board consider no increase to residential, commercial, and industrial based on discussions with Blaine’s Community Development Director and Finance Director about the current development climate and how our current fees are structured. In addition, the City Council previously has been comfortable in the middle for both residential and commercial with the comparable cities. Boardmember Walsdorf asked if other communities have increased or changed their fees. Mr. Monahan reported fees have remained stagnant at this point because of the current pandemic and uncertainty. He stated he has not heard of any other city that would be raising park dedication fees at this point. Motion by Boardmember Walsdorf to recommend the City Council establish park dedication fees for 2021 of 0% increase per unit for residential, 0% increase per acre for commercial property, and 0% increase per acre for industrial property. Motion seconded by Boardmember Lizakowski. A roll call vote was taken. Motion approved unanimously. Aye: 6 - Chair Bird, Commissioner Lester, Commissioner Markle, Commissioner Walsdorf, Commissioner Lizakowski, and Commissioner Paulseth 5.-2 PARK BOARD UPDATES Mr. Monahan provided the following updates: Registration for fall recreation programs began with the new software system Civic Rec on Monday, August 31. For a complete list of programs and to register residents could visit: blaineparks.com/register. Blaine Baseball Complex Playground Replacement - New playground and concrete curb is being installed this week. It was noted the park would be reopen for use by Monday or Tuesday of next week. President Park Playground Replacement - Old playground will be removed this week and the new playground and concrete curb is scheduled to be installed starting on September 30. City of Blaine Page 3 Park Advisory Board Minutes September 22, 2020 Van Buren Park Playground Replacement - Old playground scheduled to be removed early October and new playground is scheduled to be installed Mid-October. Aquatore Park Zip Track - The new zip track would be installed later this week. Lakeside Commons Park Splash Pad - New Stainless steel water features have been ordered and depending on the weather the work will be completed either October of 2020 or May of 2021. OTHER BUSINESS Mr. Monahan stated at September 21st Council Meeting, Councilmember Hovland made a motion to recommend some park facilities be named after Councilmember Swanson and Mayor Ryan. He reported Mayor Ryan has served on the City Council since 1987 and has been Mayor of Blaine since 1997. He stated Mayor Ryan has had a huge impact on the community. Councilmember Hovland recommended Town Square Park be renamed Tom Ryan Park. Chair Bird motioned to recommend the City Council rename Town Square Park to Tom Ryan Park. Boardmember Lester seconded the motion. A roll call vote was taken. Motion approved unanimously. Aye: 6 - Chair Bird, Commissioner Lester, Commissioner Markle, Commissioner Walsdorf, Commissioner Lizakowski, and Commissioner Paulseth Mr. Monahan explained Councilmember Swanson has served as a City Councilmember since 1994 and has had a huge impact on the community. He reported Councilmember Hovland has recommended a trail segment at Centennial Green Park after Councilmember Swanson. He indicated another option would be to rename the dog park after Councilmember Swanson. Boardmember Lizakowski questioned if other people in the City have had parks named after them. Mr. Monahan stated originally the Jim Peterson Athletic Complex was called the Lakes Complex. He explained this complex was renamed after the City’s former Park Director who served the City for 34 years. He commented there were other trail segments after other board members or historical figures in the City of Blaine. Chair Bird requested further information on why the trail segment and dog park were being proposed. Mr. Monahan indicated Councilmember Swanson served for many years on the I-35W Corridor Coalition. He reported the trail in segment within Centennial Green Park was within Ward City of Blaine Page 4 Park Advisory Board Minutes September 22, 2020 1, which was where Councilmember Swanson lived and also runs parallel with I-35W. He noted the other option would be to rename the dog park, which Councilmember Swanson was very instrumental in moving forward in the City. Boardmember Walsdorf motioned to recommend the City Council rename the dog park or the trail segment within Centennial Green Park after Councilmember Dick Swanson. Boardmember Markle seconded the motion. A roll call vote was taken. Motion approved unanimously.
