One of the Commission’s functions is to hold public hearings and make recommendations to the City Council. The City Council makes all final decisions on these matters. Blaine City Ordinances require that certain documents and information be included in applications. The Planning Commission may postpone consideration of an application that is incomplete and may, for other reasons, postpone final action on an application. For each item the Commission will receive reports prepared by the City staff, open the hearing to the public, and discuss and act on the application. Wednesday, November 9, 2016 7:00 PM Council Chambers 1. Roll Call The Blaine Planning Commission met in the City Hall Chambers on Wednesday, November 9, 2016. Chair Ouellette called the meeting to order at 7:00 p.m. Members Present: Commission Members: Halpern, Homan, York and Chair Ouellette Members Absent: Commissioners Goracke, Olson and Ponds Staff Present: Eric Thorvig, Economic Development Coordinator Present: 4 - Chair Ouellette, Commissioner Homan, Commissioner York, and Commissioner Halpern Absent: 3 - Commissioner Goracke, Commissioner Olson, and Commissioner Ponds 2. Approval of Minutes TMP 16-0515 Approval of September 13, 2016 Planning Commission Minutes Motion by Commissioner York to approve the minutes of September 13, 2016, as presented. Motion seconded by Commissioner Halpern. The motion passed 4-0. Aye: 4 - Chair Ouellette, Commissioner Homan, Commissioner York, and Commissioner Halpern 3. Old Business None. New Business 4.1 TMP 16-0504 Case File No. 16-0048 // Blaine Economic Development Authority (EDA) The Planning Commission is Being Requested to Determine that the Proposed TIF Budget Amendment is Consistent With the City’s Comprehensive Plan The report to the Planning Commission was presented by Eric Thorvig, Economic Development Coordinator. Motion by Commissioner Homan to recommend approval of Planning Case 16-0048 adopt the Resolution that states the amendment to the City’s Tax Increment Financing District is consistent with the City’s Comprehensive Plan. Motion seconded by Commissioner Halpern. The motion passed 4-0. Aye: 4 - Chair Ouellette, Commissioner Homan, Commissioner York, and Commissioner Halpern Chair Ouellette noted this would be on the agenda of the December 1, 2016 City Council meeting. Development Update Eric Thorvig, Economic Development Coordinator provided the Planning Commission with a Development Update for 2016. Adjournment Motion by Commissioner Halpern to adjourn the Regular Planning Commission meeting. Motion seconded by Commissioner Homan. The motion passed 4-0.
