TOPICS DISCUSSED The meeting centered on transitioning from traditional budgeting to outcome-based and priority-based budgeting. Key points included the need for better data collection to measure outcomes and the importance of setting clear priorities. Examples from Fort Collins and Redmond were discussed. The group proposed categorizing budget items into ongoing offers, enhancement offers, and new initiatives, with a focus on high-impact, high-lift projects. They emphasized the need for a structured negotiation process and suggested using a standard grid to evaluate program impact and lift. The next meeting is scheduled for April 16. 4.
