MEMORANDUM Bloomington Common Council-Committee of the Whole Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Wednesday, June 08, 2022 NOTE: Formal minutes are not produced for committee meetings; however the following summarizes actions taken at the following meeting of the Committee of the Whole. Meeting called to order: 6:31 pm Chair: Sue Sgambelluri Councilmembers present: Dave Rollo, Susan Sandberg, Sue Sgambelluri, Jim Sims, Ron Smith, Isabel Piedmont-Smith (arrived via Zoom at 6:38 pm, and in person at 6:48 pm) Councilmembers present via Zoom: Isabel Piedmont-Smith (for 10 minutes) Councilmembers absent: Matt Flaherty, Kate Rosenbarger, Stephen Volan City staff, officials, and guests present: Gloria Colom Brañ a, Tim Cover, Caroline Shaw, Rick Dietz, Rich Stark, Larry Allen, Scott Layman, Beth Cate, Stephen Lucas, Clerk Nicole Bolden Topics Discussed: 1. Ordinance 22-18 - To Amend Title 8 of the Bloomington Municipal Code, Entitled “Historic Preservation and Protection” to Establish a Historic District – Re: 200 E Kirkwood Ave. (Bloomington National Savings and Loan Association) (Bloomington Historic Preservation Commission, Petitioner) MOTION: Sandberg moved and it was seconded to make a Do Pass recommendation on Ordinance 22- 18. ACTION: The motion received a roll call vote of Ayes: 2 (Sandberg, Rollo), Nays: 0, Abstain: 4. 2. Ordinance 22-17 – An Ordinance to Amend Ordinance 21-36, as Amended by Ordinance 22-03, Which Fixed Salaries for Officers of the Police and Fire Departments for the Year 2022 - Re: Incentives for Police officers and increasing Probationary Officer base pay instead of providing retention pay MOTION: Sandberg moved and it was seconded to make a Do Pass recommendation on Ordinance 22- 17. ACTION: The motion received a roll call vote of Ayes: 6, Nays: 0, Abstain: 0. 3. Ordinance 22-19 - An Ordinance Authorizing the Entering Into of a Conditional Project Expenditure Agreement of the City of Bloomington, Indiana (Meridiam Project), and the Disposition of the Proceeds Thereof to Meridiam, and Authorizing and Approving Other Actions in Respect Thereto MOTION: Rollo moved and it was seconded to make a Do Pass recommendation on Ordinance 22-19. ACTION: The motion received a roll call vote of Ayes: 1 (Sims), Nays: 0, Abstain: 5. 4. Resolution 22–13 - To Approve and Issue the Plan Commission Order Found In Plan Commission Resolution RS-23-22 Re: Authorizing the Bloomington Redevelopment Commission to Create a New Meridiam Economic Development Allocation Area MOTION: Rollo moved and it was seconded to make a Do Pass recommendation on Resolution 22-13.
