Common Council - Consensus-Building Activities

In the Council Chambers of the Showers City Hall, Bloomington, COMMON COUNCIL Indiana on Wednesday, November 13, 2024 at 6:30pm, Council CONSENSUS BUILDING ACTIVITY President Isabel Piedmont-Smith presided over a Consensus 13 November 2024 Building Activity (CBA) of the Common Council. Councilmembers present: Isak Nti Asare, Courtney Daily, Matt ROLL CALL [6:35pm] Flaherty, Isabel Piedmont-Smith, Dave Rollo, Kate Rosenbarger Andrew (Andy) Ruff (arrived at 6:36pm), Hopi Stosberg Councilmembers present via Zoom: none Councilmembers absent: Sydney Zulich Council President Isabel Piedmont-Smith gave a land and labor AGENDA SUMMATION [6:36pm] acknowledgment and summarized the agenda. Ryan Robling, Planning Services Manager, presented the proposal to REVIEW AND DISCUSSION OF merge the Traffic, Bicycle & Pedestrian Safety, and Parking PROPOSAL TO MERGE THE Commissions into one, to be called the Advisory Transportation TRAFFIC COMMISSION, BICYCLE Commission (ATC). AND PEDESTRIAN SAFETY COMMISSION, AND PARKING There was discussion with council members related to continuation COMMISSION [6:37pm] of individual commission powers, the role of council, grant monies, alternative structures for the ATC, membership, staffing and staff participation, balance of appointments, educational outreach, adherence to the comprehensive plan, duties of the ATC, workload, and commission reports. There was public comment from Joe Davis, Matt Gleason, Stephen Volan, Greg Alexander, and Christopher Emge. Council members held a discussion related to their 2025 meeting COMMON COUNCIL MEETING schedule. SCHEDULE FOR 2025 [8:26pm] There was public comment from Stephen Volan, Christopher Emge, and Joe Davis. There was no discussion for this portion of the agenda. ACTION REGARDING PENDING LITIGATION Piedmont-Smith adjourned the meeting.
