Common Council - Organizational Meeting

In Bloomington, Indiana on Wednesday, January 05, 2022, at 6:30 COMMON COUNCIL pm, Council President Jim Sims presided over an Organizational ORGANIZATIONAL MEETING Meeting of the Common Council. This meeting was conducted January 05, 2022 electronically via Zoom per the Governor's Executive Orders. Councilmembers present via Zoom: Matt Flaherty, Isabel Piedmont- ROLL CALL [6:32 pm] Smith, Dave Rollo, Kate Rosenbarger, Susan Sandberg, Sue Sgambelluri, Jim Sims, Ron Smith, Stephen Volan Councilmembers absent: none Council President Jim Sims summarized the agenda. AGENDA SUMMATION [6:31 pm] There were no minutes for approval. APPROVAL OF MINUTES [6:31 pm] Sgambelluri noted her constituent meeting that was to be held on REPORTS the upcoming Saturday. • COUNCIL MEMBERS [6:35 pm] Smith said Community Development Block Grant (CDBG) Committee would be meeting soon. Volan stated that he would be bringing legislation later in the month regarding commission appointment seats. Flaherty noted that his constituent meetings would be held on the third Monday of each month throughout the year. Rollo spoke about the joint constituent meeting with Sandberg which would be held on the third Saturday of each month throughout the year. Piedmont-Smith announced her constituent meetings that would be held on the second Saturday of each month during the year. She commented on the first anniversary of the January 6 th insurrection and urged all voters to protect the democratic process. Sims congratulated Jennifer Crossley on making history with her election to the Monroe County Council. There were no reports from the Mayor or city offices. • The MAYOR AND CITY OFFICES There were no council committee reports. • COUNCIL COMMITTEES There was no public comment. • PUBLIC Flaherty moved and it was seconded to suspend the rules to conduct ELECTION OF OFFICERS the election of council offers and appointment to boards and commissions. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Vote to Suspend the Rules [6:48 pm] Sims noted that if the candidate did not receive a majority of the vote then that candidate would be dropped and the process would continue until they concluded with a winner. He also noted once the presidency of council was completed, that the virtual gavel would be passed over to that person to complete the rest of the meeting. There was a brief discussion about the election of officers. p. 2 Meeting Date: 01-05-22 Flaherty moved and it was seconded to modify his previous motion to consider the officer positions sequentially. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Vote to Modify Process [6:52 pm] Rollo moved and it was seconded to nominate Sandberg to Council Council President: President. Piedmont-Smith moved and it was seconded to nominate Flaherty to Council President. There was a discussion about whom to choose as Council President. He also gave the virtual gavel to Sandberg. Incoming Council President Susan Sandberg presided over the remainder of the meeting. There was a brief discussion about previous presidents receiving their commemorative gavels. President Sandberg asked if there were any nominations for Council Council Vice President: Vice President. Sims moved and it was seconded to nominate Sgambelluri for Council Vice President. Rosenbarger moved and it was seconded to nominate Flaherty to Council Vice President. There was a discussion about whom to choose as Council Vice President. Smith moved and it was seconded that Rollo be elected as Parliamentarian. There was a discussion about the role of the Parliamentarian. The roll call vote for Rollo as Parliamentarian was Ayes: 9, Nay: 0, Vote for Parliamentarian Abstain: 0. [7:47 pm] Sandberg reviewed the new seating assignments for members for in-person meetings for council members. There were no appointments to boards or commissions. APPOINTMENTS TO BOARDS AND COMMISSIONS Sandberg noted she wanted to have more time to talk to council ASSIGNMENTS TO COUNCIL members for appointments to council committees and wanted to COMMITTEES have a motion for the delay. Clerk Nicole Bolden asked if the delay was for appointments to boards or commissions. Sandberg stated the delay was for the individual council appointments to committees. Sims moved and it was seconded to postpone the appointments to boards and commissions until the next regularly scheduled meeting on January 12, 2022, at 6:30 pm. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Vote to Postpone Appointments [7:54 pm] LEGISLATION FOR SECOND READING AND RESOLUTIONS [7:56 pm] Rollo moved and it was seconded that Resolution 22-01 be read by Resolution 22-01 Preliminary title and synopsis only. The motion was approved by voice vote. Approval to Issue Economic Clerk Nicole Bolden read the legislation by title and synopsis, giving Development Revenue Bonds and the committee do-pass recommendation of Ayes: 9, Nays: 0, Abstain: Lend the Proceeds for the 0. Renovation of Affordable Housing - Re: County View Apartments, Rollo moved and it was seconded that Resolution 22-01 be adopted. 2500 S Rockport Road (Country View Housing, LP, on behalf of Larry Allen, Assistant City Attorney, presented the legislation and itself of an affiliated to-be-formed Tyler Kalachnik and Janine Betsey co-presented. The legislation entity, Petitioner) supported tax-exempt financing for the renovation of affordable housing located at 2500 S. Rockport Road. There was council discussion related to adverse competitive impact, Council discussion: the language related to applying for tax credits, and the percentage of affordable housing units. There was no public comment on Resolution 22-01. Public comment: Sims noted his support for the resolution. Council discussion: The motion to adopt Resolution 22-01 received a roll call vote of Vote to adopt Resolution 22-01 Ayes: 9, Nays: 0, Abstain: 0. [8:15pm] p. 4 Meeting Date: 01-05-22 Jim Shelton spoke about the need for Court Appointed Special ADDITIONAL PUBLIC COMMENT Advocates (CASA) volunteers. Sam Dove gave a written comment about crosswalk safety. Heather Lacy reviewed the upcoming council schedule. COUNCIL SCHEDULE [8:18 pm] Sandberg moved and it was seconded to adjourn.
