MEMORANDUM Bloomington Common Council-Regular Session Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Wednesday, September 18, 2024 Meeting called to order: 6:31pm Council President Isabel Piedmont-Smith presided. ROLL CALL Councilmembers present: Isak Nti Asare, Courtney Daily, Isabel Piedmont-Smith, Kate Rosenbarger, Hopi Stosberg, Dave Rollo, Andy Ruff, Sydney Zulich Councilmembers present via Zoom: none Councilmembers absent: Matt Flaherty City staff, officials, and guests present: Margie Rice, Jessica McClellan, Colleen Williamson, Ash Kulak, Clerk Nicole Bolden AGENDA SUMMATION Council President Piedmont-Smith gave a land and labor acknowledgment and summarized the agenda. APPROVAL OF MINUTES There were no minutes for approval. REPORTS Councilmembers The Mayor and City Offices Report from Nathan Ferreira on the development of the Summit Hill Community Land Trust (Bloomington Housing Authority) Council Committees MOTION: Zulich moved and Daily seconded to adopt the recommendation of the Hiring Committee and hire Lisa Lehner for the position of Council Administrator/Attorney with a start date of September 30, 2024 with a compensation package that includes a yearly salary of $104,089, and other benefits including insurance, vacation, et cetera, of all full-time city employees, contingent on successful completion of a background check and Ms. Lehner updating her Indiana law license to active. ACTION: The motion was approved by voice vote. Public APPOINTMENTS TO BOARDS AND COMMISSIONS MOTION: Zulich moved and Rollo seconded to appoint Katie Yoder to seat C-2 on the Parking Commission. 1 ACTION: The motion was approved by voice vote. LEGISLATION FOR FIRST READINGS Ordinance 2024-18 – To Amend Title 8 of the Bloomington Municipal Code, Entitled “Historic Preservation and Protection” To Establish a Historic District – Re: Green Acres Conservation District MOTION: Stosberg moved and Ruff seconded that Ordinance 2024-18 be read by title and synopsis only. ACTION: The motion was approved by voice vote. LEGISLATION FOR SECOND READING AND RESOLUTIONS Ordinance 2024-17 – To Amend Title 20 of the Bloomington Municipal Code – Re: Amendment and updates related to grading permit and alignment with Title 13 and BMC 20.04 related to steep slopes MOTION: Stosberg moved and Ruff seconded that Ordinance 2024-17 be introduced and read by title and synopsis only. ACTION: The motion received a roll call vote of Ayes: 8, Nays: 0, Abstain: 0. MOTION: Piedmont-Smith moved and Ruff seconded to adopt Amendment 01 to Ordinance 2024-17. ACTION: The motion received a roll call vote of Ayes: 8, Nays: 0, Abstain: 0. MOTION: Stosberg moved and Ruff seconded to adopt Ordinance 2024-17 as amended. Appropriation Ordinance 2024-03 – To Additionally Appropriate From the Public Works General Fund for Personnel Expenditures MOTION: Stosberg moved and Ruff seconded that Appropriation Ordinance 2024-03 be introduced and read by title and synopsis only. ACTION: The motion was approved by voice vote. MOTION: Zulich moved and Rollo seconded that Appropriation Ordinance 2024-03 be continued until the Regular Session on October 01, 2024 at 6:30pm. ACTION: The motion received a roll call vote of Ayes: 7, Nays: 1 (Asare), Abstain: 0. Appropriation Ordinance 2024-04 – To Additionally Appropriate From the Public Works General Fund for Debris Removal MOTION: Stosberg moved and Ruff seconded that Appropriation Ordinance 2024-04 be read by title and synopsis only. ACTION: The motion was approved by voice vote. MOTION: Rollo moved and Zulich seconded that Appropriation Ordinance 2024-04 be continued until the Regular Session on October 01, 2024 at 6:30pm. MOTION: Stosberg moved and Asare seconded to adopt Appropriation Ordinance 2024-04 received a roll call vote of Ayes: 7, Nays: 1 (Rollo), Abstain: 0. 2 PUBLIC COMMENT COUNCIL SCHEDULE ACTION: Piedmont-Smith called a Special Session on September 30, 2024 at 6:30pm to discuss and vote on the Fire and Police personnel salary ordinance and the American Federation of State, County and Municipal Employees (AFSCME) represented staff and other appointed staff.
