The motion received a roll call vote of Ayes: 8, Nays: 0, Abstain: 0. (Rosenbarger out of the room) Meeting Date: April 22, 2026 6.​ Legislation for First Readings [8:08pm] There was no legislation for first readings. 7.​ Legislation for Second Readings and Resolutions [8:09pm] 7.1.​ Resolution 2026-07 A Resolution in Support of County Council Counterparts’ Efforts to Keep the County’s Criminal Justice Buildings Within City Limits and Close Proximity to Social Services Daily moved and Zulich seconded that Resolution 2026-07 be introduced and read by title and synopsis only. The motion was approved by a roll call vote of Ayes: 8, Nays: 0, Abstain: 0 (Rosenbarger out of the room). Clerk Nicole Bolden read the legislation by title and synopsis. Daily moved and Zulich seconded that Resolution 2026-07 be adopted. The motion was approved by a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. 7.2.​ Resolution 2026-08 A Resolution Of The Common Council Of The City Of Bloomington, Indiana, Approving Certain Matters In Connection With The Formation Of A Certain Economic Development Area Daily moved and Rollo seconded that Resolution 2026-08 be introduced and read by title and synopsis only. The motion was approved by a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read the legislation by title and synopsis. Daily moved and Rollo seconded that Resolution 2026-08 be adopted. The motion was approved by a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. 7.3.​ Ordinance 2026-06 To Amend the City of Bloomington Zoning Maps by Rezoning a 6.3 Acre Property from Residential Urban Lot (R4) and Residential Multifamily (RM) within the Transform Redevelopment Overlay (TRO) to Planned Unit Development (PUD) and to Approve a District Ordinance and Preliminary Plan Daily moved and Piedmont-Smith seconded that Ordinance 2026-06 be introduced and read by title and synopsis only. The motion was approved by a roll call vote of Ayes: 6, Nays: 3 (Rosenbarger, Ruff, Stosberg), Abstain: 0. Bolden read the legislation by title and synopsis. Daily moved and Rollo seconded that Ordinance 2026-06 be adopted. Asare moved that the Common Council vote on every Reasonable Condition as a whole. Clerk’s note: There was not a second to the motion. Asare withdrew the motion. Flaherty moved and Asare seconded the adoption of Reasonable Conditions 8, 9, 10, and 12 to Ordinance 2026-06. Asare called the question and Daily seconded. Asare withdrew the motion of calling the question. Stosberg moved and Piedmont-Smith seconded to amend reasonable condition 10b to Ordinance 2026-06. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Meeting Date: April 22, 2026 Flaherty moved and Piedmont-Smith seconded to amend Reasonable Condition 9c to Ordinance 2026-06. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. The motion to adopt Reasonable Conditions 8, 9, 10, and 12 to Ordinance 2026-06 received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Stosberg moved and Asare seconded to adopt Reasonable Condition 14 to Ordinance 2026-06. The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Asare moved and Daily seconded to adopt Reasonable Condition 4 to Ordinance 2026-06. Piedmont-Smith moved and Rollo seconded to postpone Reasonable Condition 4 to May 06, 2026. The motion received a roll call vote of Ayes: 7, Nays: 2 (Asare, Zulich), Abstain: 0. Stosberg moved and Rollo seconded to continue Ordinance 2026-06 to May 06, 2026. Stosberg withdrew the motion.
