Common Council Special Session & Committee Meeting

In the Council Chambers of the Showers City Hall, Bloomington, COMMON COUNCIL Indiana on Wednesday, September 14, 2022 at 6:30pm, Council SPECIAL SESSION President Susan Sandberg presided over a Special Session of the September 14, 2022 Common Council. Councilmembers present: Isabel Piedmont-Smith, Dave Rollo, Susan ROLL CALL [6:33pm] Sandberg, Ron Smith, Jim Sims Councilmembers present via Zoom: Sue Sgambelluri Councilmembers absent: Matt Flaherty, Kate Rosenbarger, Stephen Volan Council President Sandberg summarized the agenda. AGENDA SUMMATION [6:34pm] LEGISLATION FOR FIRST READING [6:35pm] Rollo moved and it was seconded that Ordinance 22-24 be read by Ordinance 22-24 – To Amend Title title and synopsis only. The motion received a roll call vote of 6-0-0. 2 of Bloomington Municipal Code Clerk Nicole Bolden read the legislation by title and synopsis. Entitled “Administration and Personnel” – Re: Amending Article Sandberg made the following announcement: VI of Chapter 2.04 (Common Council) to Establish Councilmanic “While I previously indicated my intent to refer Ordinance 22-24 to Districts for the City of the Committee of the Whole scheduled to meet tonight, I am opting Bloomington to not make a referral of the ordinance to any Council committee. Instead, I intend to include the ordinance on the September 21st Regular Session agenda under “Legislation for second readings and resolutions”. After the ordinance’s second reading at the September 21st meeting, the Council will be able to hold a discussion and act on the ordinance as it sees fit, including, if necessary, postponing final action to a subsequent meeting.” Rollo moved and it was seconded to adjourn.
