In the Council Chambers of the Showers City Hall, Bloomington, COMMON COUNCIL Indiana on Wednesday, September 28, 2022 at 6:30pm, Council SPECIAL SESSION President Susan Sandberg presided over a Special Session of the September 28, 2022 Common Council. Councilmembers present: Matt Flaherty, Isabel Piedmont-Smith, ROLL CALL [6:31pm] Dave Rollo, Susan Sandberg, Sue Sgambelluri, Jim Sims, Stephen Volan Councilmembers present via Zoom: Kate Rosenbarger, Ron Smith (arrived at 6:34pm) Councilmembers absent: none Council President Sandberg summarized the agenda. AGENDA SUMMATION [6:32pm] LEGISLATION FOR FIRST READING [6:32pm] Rollo moved and it was seconded that Appropriation Ordinance 22- Appropriation Ordinance 22-01 - 01 be introduced and read by title and synopsis only. The motion An Ordinance for Appropriations received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. City Clerk and Tax Rates (Establishing 2023 Nicole Bolden read the legislation by title and synopsis. Civil City Budget for the City of Bloomington) Sandberg referred Appropriation Ordinance 22-01 to the Committee of the Whole immediately following the Special Session on September 28, 2022. Rollo moved and it was seconded that Appropriation Ordinance 22- Appropriation Ordinance 22-02 - 0 2 be introduced and read by title and synopsis only. The motion An Ordinance Adopting a Budget received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read for the Operation, Maintenance, the legislation by title and synopsis. Debt Service and Capital Improvements for the Water and Sandberg referred Appropriation Ordinance 22-02 to the Wastewater Utility Departments Committee of the Whole immediately following the Special Session of the City of Bloomington, Indiana on September 28, 2022. for the Year 2023 Rollo moved and it was seconded that Appropriation Ordinance 22- Appropriation Ordinance 22-03 - 03 be introduced and read by title and synopsis only. The motion Appropriations and Tax Rates for received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read Bloomington Transportation the legislation by title and synopsis. Corporation for 2023 Sandberg referred Appropriation Ordinance 22-03 to the Committee of the Whole immediately following the Special Session on September 28, 2022. Rollo moved and it was seconded that Ordinance 22-25 be Ordinance 22-25 -An Ordinance introduced and read by title and synopsis only. The motion Fixing the Salaries of Officers of received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read the Police and Fire Departments the legislation by title and synopsis. for the City of Bloomington, Indiana, for the Year 2023 Sandberg referred Ordinance 22-25 to the Committee of the Whole immediately following the Special Session on September 28, 2022. Rollo moved and it was seconded that Ordinance 22-26 be Ordinance 22-26 -An Ordinance introduced and read by title and synopsis only. The motion Fixing the Salaries of Appointed received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read Officers, Non-Union and the legislation by title and synopsis. A.F.S.C.M.E. Employees for All the Departments of the City of Sandberg referred Ordinance 22-26 to the Committee of the Whole Bloomington, Monroe County, immediately following the Special Session on September 28, 2022. Indiana, for the Year 2023 p. 2 Meeting Date: 09-28-22 Rollo moved and it was seconded that Ordinance 22-27 be Ordinance 22-27 - To Fix the introduced and read by title and synopsis only. The motion Salaries of All Elected City Officials received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Bolden read for the City of Bloomington for the the legislation by title and synopsis. Year 2023 Sandberg referred Ordinance 22-27 to the Committee of the Whole immediately following the Special Session on September 28, 2022.
