MEMORANDUM Bloomington Common Council-Budget Hearings for 2024 City Budget Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Wednesday, August 30, 2023 NOTE: Formal minutes are not produced for budget hearings; the following summarizes actions taken at the following meeting of the budget hearings. Meeting called to order: 5:30pm Chair: Dave Rollo Councilmembers present: Matt Flaherty, Isabel Piedmont-Smith, Dave Rollo, Kate Rosenbarger (arrived at 5:32pm), Susan Sandberg, Sue Sgambelluri, Jim Sims, Ron Smith, Stephen Volan Councilmembers absent: None Councilmembers present via Zoom: None City staff and officials present: Kate Gazunis, John Zody, Holly Warren, Shawn Miya, Beverly Calendar- Anderson, Paula McDevitt, Stephen Lucas, Mayor John Hamilton, Deputy Mayor Larry Allen, Deputy Clerk Jennifer Crossley, Clerk Nicole Bolden City staff and officials present via Zoom: Jeff Underwood Topics Discussed: The Common Council met nightly from August 28-31, 2023 to discuss the 2024 Budget for the City of Bloomington as proposed by Mayor John Hamilton. Each department presented its budget for 2024 and received a preliminary vote from the Common Council. Throughout the remainder of August and September, the administration will work with the Common Council and various departments to prepare a final version of the 2024 budget for the City of Bloomington. In October, the Common Council hears the budget and makes a final vote. At that time, councilmembers may vote to reduce the budget but may not increase the budget. The votes taken this week on each department’s budget are non-binding recommendations that reflect the Council’s position on the presented budgets at this time. The Council’s adoption of the 2024 budget will not include department-by-department votes. The Council is scheduled to consider and vote on three appropriation ordinances and three salary ordinances later this fall. The three appropriation ordinances include the civil city budget, the Utilities Department budget, and the budget for Bloomington Transit. The three salary ordinances will include salaries for officers of the police and fire departments, salaries for appointed officers, non-union, and A.F.S.C.M.E. employees for all the departments of the city, and salaries for elected officials. Council discussion and a public hearing on these items of legislation is scheduled for September 27th beginning at 6:30pm. The budget adoption meeting is scheduled for October 11th beginning at 6:30pm. ACTION: Piedmont-Smith gave a land acknowledgment. 1 MOTION: Piedmont-Smith moved and Sgambelluri seconded that the council recommend inclusion of the Housing and Neighborhood Development 2024 Budget, as presented, within the relevant salary ordinance and appropriation ordinance for consideration. ACTION: The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. MOTION: Piedmont-Smith moved and Sgambelluri seconded that the council recommend inclusion of the Economic and Sustainable Development 2024 Budget, as presented, within the relevant salary ordinance and appropriation ordinance for consideration. ACTION: The motion received a roll call vote of Ayes: 6, Nays: 0, Abstain: 3 (Piedmont-Smith, Rollo, Smith). MOTION: Piedmont-Smith moved and Sgambelluri seconded that the council recommend inclusion of the Community and Family Resources 2024 Budget, as presented, within the relevant salary ordinance and appropriation ordinance for consideration. ACTION: The motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. MOTION: Piedmont-Smith moved and Sgambelluri seconded that the council recommend inclusion of the Parks and Recreation 2024 Budget, as presented, within the relevant salary ordinance and appropriation ordinance for consideration. ACTION: The motion received a roll call vote of Ayes: 8, Nays: 0, Abstain: 1 (Piedmont-Smith). ACTION: Rollo adjourned the meeting until August 31, 2023 at 5:30pm.
