CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING NOVEMBER 20, 2017 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, November 20, 2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order and led in the TO ORDER Pledge of Allegiance. PRESENTATION - Jackson County Under Sheriff, Colonel Hugh Mills presented Mayor ARKANSAS TRAVELERS Ross with the Arkansas Travelers Award. This award is presented AWARD to distinguished Arkansans who serve as goodwill ambassadors. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the MINUTES November 6, 2017 City Council meeting. Motion seconded by Councilman Kaylor and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross -Aye RESOLUTION NO. 86- Councilman Culpepper moved to adopt Resolution No. 86-2017 2017 -CONTRACT FOR approving a contract for the purchase and installation of playground PLAYGROUND equipment in Rotary Park with Athco, LLC in the amount of EQUIPMENT $320,090.00, CIP project # PR-17-18. Motion seconded by Councilman Kaylor and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye RESOLUTION NO. 87- Councilman Culpepper moved to adopt Resolution No. 87-2017 2017 - HOUSEHOLD approving an agreement with the Mid-America Regional Council 's HAZARDOUS WASTE Solid Waste Management District in the amount of $57,152.55 to COLLECTION PROGRAM participate in the 2018 Regional Household Hazardous Waste Collection Program . Motion seconded by Councilman Kaylor and carried with the following votes: November 20, 2017 City Council Meeting Page 2 Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to receive public comment EAST FORTY BREWING on the tax on abatement of Premier RE, LLC (East Forty Brewing) PROJECT AND pursuant to the Main Center Redevelopment Corporation Amended ABATEMENT and Restated Development Plan at 6:05 p.m. The minutes of the AGREEMENT PURSUANT public hearing were recorded by a certified court reporter. City Clerk TO MAIN CENTER REDEVELOPMENT Sheryl Morgan entered one exhibit into the record for the public CORPORATION PLAN hearing. STAFF REPORT Mark Stombaugh, Economic Development Manager reviewed the proposed project and Tax Abatement Agreement. APPLICANT The applicant, David Mann, was present to give details of the proposed project and improvements. The goal is to open East Forty Brewing in late May 2018. IN SUPPORT OF Drew Smith of the Cigar Merchant has been telling his customers about the East Forty Brewing project and they have been very excited for the project. The Mayor hearing no further comments for or against, closed the public hearing at 6:15 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4529 approving the East READING - BILL NO. Forty Brewing Project under the Amended and Restated Main 4529 - EAST FORTY Center Redevelopment Plan and approving an Abatement BREWING PROJECT AND Agreement for the Project. City Clerk Sheryl Morgan made the first ABATEMENT reading of Bill No. 4529 by title; copies of the proposed Bill having AGREEMENT PURSUANT TO MAIN CENTER previously been made available to the public. REDEVELOPMENT CORPORATION PLAN Councilman Fowler moved to approve Bill No. 4529 upon its first reading and proceed with the second reading. Motion seconded by Councilman Edmondson and carried unanimously. COUNCIL DISCUSSION Councilman Edmondson stated he previously owned the property that East Forty Brewing Project will be going in, but that he is not the current owner and has no interest in the project. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4529 by title. 4529 Councilman Carter moved to adopt Bill No. 4529 upon its second reading and give it ORDINANCE NO. 4699, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: 2 November 20, 2017 City Council Meeting Page 3 Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Mayor Ross - Aye INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4530 approving an READING - BILL NO. agreement with the Missouri Highways and Transportation 4530 - AGREEMENT FOR Commission for fiber optic line installation within the right-of-way FIBER OPTIC LINES along SE Adams Dairy Parkway between Blue Springs South High School and NE R.D. Mize Road (J4P3214B). City Clerk Sheryl Morgan made the first reading of Bill No. 4530 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4530 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried unanimously. 2N° READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4530 by title. 4530 Councilman Carter moved to adopt Bill No. 4530 upon its second reading and give it ORDINANCE NO. 4700 , with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Mayor Ross - Aye INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4531 approving the Final READING - BILL NO. Plat for Parkway Estates PR-O 27th Plat, Lots 88 thru 113 and Tract 4531 - FINAL PLAT FOR Q-2 (PF-09-17-6044) located 134 +/- feet north of the intersection of PARKWAY ESTATES PR- SE Monterrey Drive and SE Forest Ridge Court. City Clerk Sheryl O 27TH PLAT, LOTS 88 Morgan made the first reading of Bill No. 4531 by title; copies of the THRU 113 AND TRACT Q- 2 (PF-09-17-6044) proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4531 upon its first reading and proceed with the second reading . Motion seconded by Councilman Lievsay and carried unanimously. 2No READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4531 by title. 4531 Councilman Carter moved to adopt Bill No. 4531 upon its second reading and give it ORDINANCE NO. 4701, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Edmondson and carried with the following vote: Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Councilman Culpepper - Aye Councilman Fowler - Aye Mayor Ross - Aye 3 November 20, 2017 City Council Meeting Page 4 RESOLUTION 88-2017 - Councilman Culpepper moved to adopt Resolution No. 88-2017 DEVELOPMENT AND approving a Development and Maintenance Agreement with Sallee MAINTENANCE AGMT. Homes, Inc. and Parkway Estates East Homeowners Association. Motion seconded by Councilman Fowler and carried unanimously. MAYORAL Mayor Ross wished everyone a happy and safe Thanksgiving . ANNOUNCEMENTS Mayor Ross said most of the Councilmembers attended the National League of Cities conference last week and heard Mark Kelly, former astronaut and husband to former Congresswoman Gabby Giffords who was shot while serving in office. "None of us is as dumb as all of us." (Mark Kelly) ADJOURNMENT At 6:21 p.m., there was no further business to come before the Council, Councilman Carter moved the meeting be adjourned.
