MINUTES OF COUNCIL MEETING
FEBRUARY 5, 2018
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February
5, 2018, 6:00p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.
COUNCILMEN IN Jerry Kaylor Dale Carter

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer,
and City Clerk Sheryl Morgan.
CALL MEETING Mayor Ross called the City Council meeting to order and led in the
TO ORDER Pledge of Allegiance.
APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the
MINUTES January 16, 2018 City Council meeting. Motion seconded by
Councilman Kaylor and carried with the following votes:

Councilman Fowler- Aye Councilman Culpepper- Aye

RESOLUTION NO. 07- Councilman Culpepper moved to adopt Resolution No. 07-2018
2018- DISPOSITION OF approving the disposition of Information Technology, Human
RECORDS Resources, Finance, and Community Development department
records which have met the required retention period as prescribed
by the Blue Springs Records Retention, Management, and
Destruction Policy dated November 28, 2016 and in accordance with
the Missouri Secretary of State's records retention guidelines.
Motion seconded by Councilman Kaylor and carried with the
following votes:

RESOLUTION NO. 08- Councilman Culpepper moved to adopt Resolution No. 08-2018
2018- CONTRACT FOR approving a contract in the amount of $45,000.00 per task with
WATER ENGINEERING Panzer-Youngquist, Inc., for Water Engineering Services. Motion
SERVICES seconded by Councilman Kaylor and carried with the following
votes:

RESOLUTION NO. 09- Councilman Culpepper moved to adopt Resolution No. 09-2018
2018- CONTRACT FOR approving a contract in the amount of $504,793.00 with McConnell
REPAIR OF TENNIS & Associates Corp. for Blue Springs Park and Pink Hill Park tennis
COURTS court renovations. Motion seconded by Councilman Kaylor and
carried with the following votes:

PUBLIC HEARING- Mayor Ross opened the Public Hearing to receive public comment
REZONE SOUTHWEST on the proposed rezoning of Southwest Park. At the request of the
PARK (RZ-12-17-6192) applicant, the public hearing will be continued to the February 20,
2018 Council meeting. A motion to continue this public hearing is in
order.
MOTION TO CONTINUE- Councilman Edmondson moved to continue the public hearing on
REZONE SOUTHWEST the proposed rezoning of Southwest Park to the February 20, 2018
PARK (RZ-12-17-6192) Council meeting. Motion seconded by Councilman Carter and
carried unanimously.
PUBLIC HEARING -DE- Mayor Ross opened the Public Hearing to receive public comment
ANNEXATION OF 27711 on the proposed de-annexation of 27711 E. Wyatt Road at 6:01 p.m.
E. WYAIT ROAD (DEAX- No exhibits were entered into the record. City Attorney Jacqueline
10-17-6091) Sommer stated the City Council does not have authority to hear the
de-annexation due to Missouri law (Section 71.012.5 RSMo. ).
Under this legislation, there is a five-year statute of limitations on an
action of any kind seeking to de-annex from the City an area that
was previously voluntarily annexed. The five years began on the
date of adoption of the annexation ordinance. The last date that the
applicant could request de-annexation was in July 2008.
David Halphin, attorney for the applicants, James T. and Ivy Jan
Hawes, advised Council that his clients are requesting a hearing.
Mayor Ross closed the public hearing at 6:03 p.m.
PRESENTATION- BUY Lara Vermillion, Blue Springs Chamber of Commerce President, and
BLUE SPRINGS/ Michael Zarrillo, Chair of the Chamber's Buy Blue Springs/Discover
DISCOVER BLUE Blue Springs Committee, presented an update of the Buy Blue
SPRINGS Springs and Discover Blue Springs programs. A copy of the
PowerPoint presentation is attached to these Minutes by reference.
PRESENTATION- Bob Morton, Chairman of the Public Safety Citizens' Advisory Board,
PUBLIC SAFETY presented an update on accomplishments and future goals of the

CITIZENS' ADVISORY Board. A copy of the Information Sheet presented to Council is
BOARD attached to these Minutes by reference.
MAYORAL Mayor Ross reminded everyone that the next City Council meeting
ANNOUNCEMENTS will be on Tuesday, February 20. City offices will be closed on
Monday, February 15 in observance of President's Day.

ADJOURNMENT At 6:22 p.m ., there was no further business to come before the
Council, Councilman Edmondson moved the meeting be adjourned.
Motion seconded by Councilman Carter and carried unanimously.
