MINUTES OF COUNCIL MEETING
SEPTEMBER 5, 2018
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Wednesday,
September 5, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m.
TO ORDER
APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the August
MINUTES 20, 2018 City Council meeting. Motion seconded by Councilman
Carter and carried with the following votes:

Councilman Fowler - Aye Councilman Culpepper - Aye

RESOLUTION 72-2018 - Councilman Culpepper moved to adopt Resolution No. 72-2018
CHANGE ORDER FOR approving a Change Order to Contract# 2015-153.2A in the amount
TRAFFIC SIGNAL AND
of $80,000.00 with Capital Electric Line Builders, Inc. for Traffic Signal
STREET LIGHT
MAINTENANCE
& Street Light Maintenance, for the November 24, 2017 to November
AGREEMENT 23, 2018 term. Motion seconded by Councilman Carter and carried
with the following votes:

located at 4037 Kansas City, MO 64111 for the current liquor license
located at 3100 S 7 Highway Ste G Blue Springs, MO 64014. Motion
seconded by Councilman Carter and carried with the following votes:

RESOLUTION 73-2018 - Councilman Culpepper moved to adopt Resolution No. 73-2018 to
DISPOSITION OF approve the disposition of Information Technology department records
RECORDS
which have met the required retention period as prescribed by the Blue
Springs Records Retention, Management, and Destruction Policy
dated November 28, 2016 and in accordance with the Missouri
Secretary of State's records retention guidelines. Motion seconded by
Councilman Carter and carried with the following votes:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to receive public comment on
FY2018-19 BUDGET the proposed Fiscal Year 2018-19 Budget at 6:03 p.m. The minutes
of the public hearing were recorded by a certified court reporter. City
Clerk Sheryl Morgan entered one exhibit into the record for the public
hearing.
STAFF REPORT City Administrator Eric Johnson reviewed the highlights of the
proposed FY 2018-19 Budget.
COUNCIL COMMENTS Council expressed their appreciation for the work that City staff does
to put together the City's budget.
The Mayor hearing no comments for or against, closed the public
hearing at 6:05 p.m.
INTRODUCTION AND 151 Councilman Culpepper introduced Bill No. 4594 approving the Fiscal
READING - BILL NO. 4594 year 2018-19 Budget. City Clerk Sheryl Morgan made the first reading
FY 2018-19 BUDGET
of Bill No. 4594 by title; copies of the proposed Bill having previously
been made available to the public.
Councilman Fowler moved to approve Bill No. 4594 upon its first
reading and proceed with the second reading at the Special Meeting
of the City Council on September 24, 2018. Motion seconded by
Councilman Carter and carried unanimously.
PUBLIC HEARING - Mayor Ross opened the Public Hearing on the Petition for Annexation
ANNEXATION SOUTH OF of approximately 6 acres south of US 40 Highway and east of SE
US 40 HIGHWAY AND
Industrial Drive (ANNX-08-18-6517) at 6:06 p.m. The minutes of the

public hearing were recorded by a certified court reporter. City Clerk
Sheryl Morgan entered one exhibit into the record for the public
hearing.
STAFF REPORT Mike Mallon, Assistant Director of Community Development, reviewed
the proposed annexation.
APPLICANT Jeremy Powell of Powell CWM spoke on behalf of the owner to answer
any Council questions.

INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4595 approving the

Councilman Fowler moved to approve Bill No. 4595 upon its first

MAYORAL Mayor Ross stated the September 17, 2018 Council meeting has been
ANNOUNCEMENTS cancelled and the next meeting will be a Special Meeting on Monday,
September 24 at 6:00 immediately before the Planning Commission
meeting.

ADJOURNMENT At 6:11 p.m. , there was no further business to come before the
Council, Councilman Carter moved the meeting be adjourned. Motion
seconded by Councilman Kaylor and carried unanimously.
