CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING DECEMBER 2, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, December 2, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilmember Edmondson moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Kaylor. • Minutes of the November 18, 2019 City Council Meeting • Resolution No. 73-2019 approving the disposition of Information Technology department records which have may the required retention period • Resolution No. 74-2019 approving a contract in the amount of $121,250 with TouchPoint Customer Communications, Inc., for processing and printing of water & sewer utility bills The Consent Agenda was approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4715 amending READING - BILL NO. . Ordinance 4633 approving the Final Plat for Colonial Gardens 1st Plat 4715-AMEND ORD. 4633 on November 21, 2016, to extend the required Letter of Credit for an RELATING TO THE FINAL additional three years through November 21, 2022. City Clerk Sheryl PLAT FOR COLONIAL Morgan made the first reading of Bill No. 4715 by title; copies of the GARDENS 151 PLAT proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4715 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Kaylor and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4715 by title. 4715 Councilmember Fowler moved to adopt Bill No. 4715 upon its second December 2, 2019 City Council Minutes Page2 reading and give it ORDINANCE NO. 4873, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Edmondson and carried with the following vote: Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Ericson - Aye Kaylor-Aye Mayor Ross - Aye INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4716 approving the READING - BILL NO. appointment and compensation for Presiding Municipal Judge 4716 -APPOINTMENT pursuant to Section 125.095 of the Blue Springs Code of Ordinances. AND COMPENSATION City Clerk Sheryl Morgan made the first reading of Bill No. 4716 by FOR PRESIDING title; copies of the proposed Bill having previously been made MUNICIPAL JUDGE available to the public. Councilmember Fowler moved to approve Bill No. 4716 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Lievsay and carried unanimously. 2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4716 by title. 4716 Councilmember Fowler moved to adopt Bill No. 4716 upon its second reading and give it ORDINANCE NO. 4874, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Lievsay and carried with the following vote: Fowler-Aye Culpepper - Aye Ericson - Aye Kaylor-Aye Edmondson - Aye Lievsay - Aye Mayor Ross - Aye PRESENTATION- Christine Cates, Assistant City Administrator, and team members EASTERN JACKSON presented the Eastern Jackson County Shared Services Initiative Year COUNTY SHARED One Report. A copy of the presentation is attached to these Minutes SERVICES and incorporated herein. MAYORAL The Annual Mayor's Christmas Tree Lighting Ceremony is tomorrow ANNOUNCEMENTS night at City Hall. (Warren Buffett) CLOSED SESSION At 6:24 p.m., Councilmember Kaylor moved for the Council go into closed session pursuant to Section 610.021(1), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to litigation, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that the special meeting of this body stand adjourned at the completion of December 2, 2019 City Council Minutes Page 3 such session .
