MINUTES OF COUNCIL MEETING
DECEMBER 2, 2019
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
December 2, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.
COUNCILMEMBERS IN Jerry Kaylor Galen Ericson
ATTENDANCE Chris Lievsay Kent Edmondson
Ron Fowler Susan Culpepper
Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
CONSENT AGENDA Councilmember Edmondson moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Kaylor.
• Minutes of the November 18, 2019 City Council Meeting
• Resolution No. 73-2019 approving the disposition of Information
Technology department records which have may the required
retention period
• Resolution No. 74-2019 approving a contract in the amount of
$121,250 with TouchPoint Customer Communications, Inc., for
processing and printing of water & sewer utility bills
The Consent Agenda was approved with the following vote:

INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4715 amending
READING - BILL NO. . Ordinance 4633 approving the Final Plat for Colonial Gardens 1st Plat
4715-AMEND ORD. 4633 on November 21, 2016, to extend the required Letter of Credit for an

Morgan made the first reading of Bill No. 4715 by title; copies of the

Councilmember Fowler moved to approve Bill No. 4715 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and carried unanimously.
2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4715 by title.
4715 Councilmember Fowler moved to adopt Bill No. 4715 upon its second

reading and give it ORDINANCE NO. 4873, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Edmondson and carried with the following vote:

INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4716 approving the

4716 Councilmember Fowler moved to adopt Bill No. 4716 upon its second
reading and give it ORDINANCE NO. 4874, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Lievsay and carried with the following vote:

PRESENTATION- Christine Cates, Assistant City Administrator, and team members
EASTERN JACKSON presented the Eastern Jackson County Shared Services Initiative Year
COUNTY SHARED One Report. A copy of the presentation is attached to these Minutes
SERVICES and incorporated herein.
MAYORAL The Annual Mayor's Christmas Tree Lighting Ceremony is tomorrow

CLOSED SESSION At 6:24 p.m., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021(1), Revised Statutes of
Missouri, for the purpose of privileged communications between a
governmental body or its representative and legal counsel relating to
litigation, and that any minutes, documents and other records
discussed or taken during the closed session remain closed, and that
the special meeting of this body stand adjourned at the completion of
December 2, 2019 City Council Minutes Page 3
such session . Motion seconded by Councilmember Ericson and
carried with the following votes:
