CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JANUARY 21, 2020 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Tuesday, January 21, 2020, 6:00 p.m. in the Council Chambers of the Howard 1,.. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Edmondson. • Minutes of the January 6, 2019 City Council Meeting • Resolution No. 05-2020 approving a contract in the amount of $161,710.00 with Stantec Consulting Services, Inc., to conduct a Park Site Master Plan Study for Roscoe Righter Park and Southwest Park • Resolution No. 06-2020 approving a contract in the amount of $991,615.00 with Athco, LLC for the purchase and installation of two playgrounds and a shelter house for Wilbur Young Park • Liquor License for Tuscany's Fine Italian Dining Corporation located at 1800 SW 7 Highway Blue Springs, MO 64014, to sell retail of intoxicating liquors by the drink for consumption on premises, Restaurant Bar/Lounge Bar to include Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises The Consent Agenda was approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider an Amended AMENDED PUD Planned Unit Development Concept Plan for Villas North at Chapman CONCEPT PLAN FOR Farms located south of the intersection of SW Mason School Road VILLAS NORTH AT and SW 2nd Street for the development of a single-family subdivision CHAPMAN FARMS on 3.84 +/- acres (PUDC-12-19-7188) at 6:02 p.m. The minutes of the (PUDC-12-19-7188) January 21, 2020 City Council Minutes Page 3 INTRODUCTION AND 1 ST Councilmember Culpepper introduced Bill No. 4724 approving a READING - BILL NO. rezoning from General Business/Planned Residential Overlay to Two- 4724 - REZONE EAGLES Family/Planned Residential Overlay for Eagles Ridge Commercial RIDGE PR-O PR-O, a 1.22 +\- acre development located at the southeast corner of COMMERCIAL SW 7 Highway & SW Eagles Ridge Drive for the development of a (RZ-12-19-7190) neighborhood clubhouse and pool (RZ-12-19-7190). City Clerk Sheryl Morgan made the first reading of Bill No. 4724 by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill-No. 4724 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Lievsay and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4724 by title. 4724 Councilmember Fowler moved to adopt Bill No. 4724 upon its second reading and give it ORDINANCE NO. 4879, with a copy attached hereto and made a part of the minutes. Amended Planned Residential Overlay Concept Plan for Eagles Ridge 4725 - AMENDED Commercial PR-O, a 1.22 +\- acre development located at the PLANNED RESIDENTIAL southeast corner of SW 7 Highway & SW Eagles Ridge Drive for the OVERLAY CONCEPT development of a neighborhood clubhouse and pool (PROC-12-19- PLAN FOR EAGLES RIDGE PR-O 7189). City Clerk Sheryl Morgan made the first reading of Bill No. COMMERICAL 4725 by title; copies of the proposed Bill having previously been made (PROC-12-19-7189) available to the public. Councilmember Fowler moved to approve Bill No. 4725 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Culpepper and carried unanimously. 2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4725 by title. 4725 Councilmember Fowler moved to adopt Bill No. 4725 upon its second reading and give it ORDINANCE NO. 4880, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Kaylor and carried with the following vote: Ericson - Aye Kaylor-Aye Edmondson - Aye Lievsay - Aye Culpepper - Aye Fowler-Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross advised the Council that the applicant, S-Squared REZONING AND PLANNED Development, has requested an additional continuance of the public DEVELOPMENT CONCEPT hearing to the next Council meeting. Councilmember Fowler moved to continue the public hearing on the Rezoning (RZ-12-19-7161) and January 21, 2020 City Council Minutes Page4 PLAN FOR DEER CREEK - Planned Development Concept Plan (PDC-12-19-7162) for Deer MOTION TO CONTINUE Creek to the February 3, 2020 Council meeting. Motion seconded by Councilmember Edmondson and carried unanimously. INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4726 accepting a deed READING - BILL NO. for right of way from the First Baptist Church of Blue Springs along the 4726 - ACCEPTING north side of Wyatt Road west of State Route 7. City Clerk Sheryl RIGHT OF WAY DEED Morgan made the first reading of Bill No. 4726 by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4726 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Lievsay and carried unanimously. 2ND READING - BILL NO. City ORDINANCES RELATING Clerk Sheryl Morgan made the first reading of Bill No. 4727 by title; TO SMALL CELL copies of the proposed Bill having previously been made available to WIRELESS POLES the public. Councilmember Fowler moved to approve Bill No. 4727 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Lievsay and carried unanimously. 2ND READING- BILL NO.
