MINUTES OF COUNCIL MEETING
MAY 18, 2020
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May 18,
2020, 6:00 p.m. with Mayor Carson Ross presiding.
A State of Emergency for Jackson County, Missouri was declared on March 12, 2020 and
subsequent amendments by Jackson County Executive Order requiring residents to stay at home
and limiting public gatherings to reduce the spread of the COVID-19 virus. As provided in
Sections 610.020(1) and 610.020(4) RSMo., the City Council participated in this meeting via
video-conference and telephone to ensure safe social distancing measures were taken. The
public was able to attend via telephone conference.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
CONSENT AGENDA Councilmember Kaylor moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Ericson.
• Minutes of the May 4, 2020 City Council Meeting
• Resolution No. 44-2020 approving a Memorandum of
Understanding allowing the sharing of License Plate Reader data
with the United States Department of Justice, Drug Enforcement
Administration
The above Consent Agenda items were approved with the following
vote:

PUBLIC HEARING - RGH Mayor Ross opened the Public Hearing to consider the tax abatement
REDEVELOPMENT of the improvements constructed on real property for the renovation
CORPORATION 353 and construction of a commercial project for RGH Land, LLC at 6:03
REDEVELOPMENT PLAN p.m. The minutes of the public hearing were recorded by a certified
court reporter. City Clerk Sheryl Morgan entered two exhibits into the
record.
APPLICANT Collin Braham of IRR Corporate & Public Finance presented on behalf
of the applicant, RGH Redevelopment Corporation. A copy of Mr.

Braham's PowerPoint presentation is attached to these minutes and
incorporated herein. Rich Hoffman and Mark Bredameier were
present on behalf of the applicant to address any questions from
Council.
Sid Douglas of Gilmore & Bell outlined the details of the tax abatement
and answered questions from Council.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:23 p.m.

4749 Councilmember Fowler moved to adopt Bill No. 4749 upon its second
reading and give it ORDINANCE NO. 4902, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Kaylor and carried with a vote of 6-1 as follows:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider the Fiscal Years
CAPITAL IMPROVEMENTS 2020-21 to 2024-2025 Capital Improvements Program for the City of
PROGRAM FY 2020-21 TO Blue Springs at 6:28 p.m. The minutes of the public hearing were
2024-2025 recorded by a certified court reporter. City Clerk Sheryl Morgan
entered one exhibit into the record.
STAFF REPORT Mike Mallon, Acting Community Development Director, presented
details of the proposed 2020-21 to 2024-2025 Capital Improvements
Program.

VISITORS Councilmember Culpepper stated that Jerry Arbeau contacted her
with his concern about people not wearing masks when they were out
in public. Mr. Arbeau was not in attendance at the meeting.
ADJOURNMENT At 6:59 p.m., there was no further business to come before the
Council, Councilmember Kaylor moved the meeting be adjourned.
