CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING MAY 18, 2020 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May 18, 2020, 6:00 p.m. with Mayor Carson Ross presiding. A State of Emergency for Jackson County, Missouri was declared on March 12, 2020 and subsequent amendments by Jackson County Executive Order requiring residents to stay at home and limiting public gatherings to reduce the spread of the COVID-19 virus. As provided in Sections 610.020(1) and 610.020(4) RSMo., the City Council participated in this meeting via video-conference and telephone to ensure safe social distancing measures were taken. The public was able to attend via telephone conference. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilmember Kaylor moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Ericson. • Minutes of the May 4, 2020 City Council Meeting • Resolution No. 44-2020 approving a Memorandum of Understanding allowing the sharing of License Plate Reader data with the United States Department of Justice, Drug Enforcement Administration The above Consent Agenda items were approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - RGH Mayor Ross opened the Public Hearing to consider the tax abatement REDEVELOPMENT of the improvements constructed on real property for the renovation CORPORATION 353 and construction of a commercial project for RGH Land, LLC at 6:03 REDEVELOPMENT PLAN p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered two exhibits into the record. APPLICANT Collin Braham of IRR Corporate & Public Finance presented on behalf of the applicant, RGH Redevelopment Corporation. Rich Hoffman and Mark Bredameier were present on behalf of the applicant to address any questions from Council. Sid Douglas of Gilmore & Bell outlined the details of the tax abatement and answered questions from Council. City Clerk Sheryl Morgan made the first reading of Bill No. 4749 REDEVELOPMENT PLAN by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4749 upon its first reading and proceed with the second reading. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Mike Mallon, Acting Community Development Director, presented details of the proposed 2020-21 to 2024-2025 Capital Improvements Program.
