CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING OCTOBER 19, 2020 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, October 19, 2020, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. Face coverings were required pursuant to Order of the Jackson County Health Director dated July 1, 2020, and Phase 2.5 of the Eastern Jackson County Recovery Plan. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilmember Ericson moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Kaylor. • Minutes of the August 12, 2020 Budget Work Session and the October 5, 2020 City Council Meeting • Resolution No. 95-2020 approving a contract renewal in the amount of $109,000.00 with JCI Industries, Inc. for pump and motor maintenance and repairs • Resolution No. 96-2020 approving a grant in the amount of $5,280.00 with the Missouri Highways and Transportation Commission Statewide Transportation Improvement Program, for an On-Call Work Zone Enforcement Grant • Liquor license for Plowboys Barbeque located at 3111 SW 7 Highway Blue Springs, MO 64014, to sell intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises to include Sunday selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises • Resolution No. 97-2020 adopting the 2021 Wager Reopener Amendment to the labor agreement with the Communications Workers of America Local 6363 for communications officers • Resolution No. 98-2020 approving an agreement with Community Services League of Eastern Jackson County in a minimum amount of $250,000 for the distribution of Coronavirus Aid, Relief, and Economic Security Act funds for administration and distribution to citizens for rental and utility assistance • Resolution No. 99-2020 approving a contract with Community Services League of Eastern Jackson County for administration and disbursement of CDBG-CV funds October 19, 2020 City Council Minutes Page 2 • Resolution No. 100-2020 appointing Successor Directors to the White Oak Community Improvement District The above Consent Agenda items were approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider rezoning (RZ-09- REZONING 20-7465) from Light Industrial/Adams Dairy Parkway Overlay to Light (RZ-09-20-7465) AND Industrial with a General Development Plan (GDP-09-20-7464) for the GENERAL DEVELOPMENT 39.92 +/- acres to construct a 585,660 sf. industrial building located PLAN (GDP-09-20-7464) west of Tyer Road and approximately 275-ft. north of NE Jefferson FOR BLUE SPRINGS LOGISTICS CENTER Street at 6:02 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Senior Planner Matt Wright reviewed the proposed development. APPLICANT Rich Wood, attorney for the Developer, Hunter Harris of Flint Development, and Chris Haffner of Davidson Architecture and Engineering reviewed a PowerPoint presentation on the project and answered questions from Council. A copy of the PowerPoint presentation is included in the Exhibits for this public hearing. CITIZEN COMMENTS Jane Kern addressed Council requesting to not have an additional entrance off of Tyer Road and her concern of drainage from the property. Ms. Kern said she was not opposed to the project and thanked the developers for their efforts to address the neighboring property owners' concerns. Councilmember Fowler moved to approve Bill No. 4809 upon its first reading and proceed with the second reading.
