CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL WORK SESSION MARCH 29, 2021 A Work Session of the City Council of the City of Blue Springs, Missouri, was held on Monday, March 29, 2021, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding . Pursuant to Jackson County Executive Order dated November 18, 2020 and any subsequent amendments and Phase 2.5 of the Eastern Jackson County Recovery Plan limiting public gatherings, the City Council participated in this meeting in person, via video-conference and/or telephone to ensure safe social distancing measures were taken as provided in Sections 610.020(1) and 610.020(4) RSMo. The public was able to attend via telephone conference . COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE IN PERSON Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance . UNIFIED DEVELOPMENT Mike Mallon, Director of Community Development, presented CODE AMENDMENTS information on potential Unified Development Code Amendments RELATING TO ZONING relating to zoning and expiration of approved plans. A copy of Mr. AND PLAN EXPIRATION Mallon's PowerPoint presentation is attached to these Minutes and incorporated herein . Mayor Ross led the Council discussion that followed. At the conclusion of the discussion, Council directed staff to proceed with drafting a Bill to amend the Unified Development Code to modify the Planned Development process and to further clarify the use of Planned Developments for development projects and bring to Council for consideration at a meeting later this spring. RETIREMENT PLANS Assistant City Administrator Christine Cates presented funding scenarios to move from LAGERS L-7 to LAGERS L-6 with 4%, 2% , and 0% employee contributions , Mayor Ross led the Council discussion that followed. A copy of a memorandum prepared by Ms . Cates outlining the funding scenarios is attached to these Minutes and incorporated herein. At the conclusion of the discussion, staff was directed to draft a Resolution for the April 19, 2021 meeting for Council to consider changing from the LAGERS L-7 plan to the L6 plan . The proposal shall include buying down all prior service cost and a 2% mandatory employee contribution . The Resolution would also direct staff to survey all employees regarding the proposal and to start the 45-day public notice period . ADJOURN At 7:43 p.m., there was no further business to come before the Council, Councilmember Kaylor moved the meeting be adjourned. Motion seconded by Councilmember Fowler and carried unanimously.
