CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL STRATEGIC PLANNING SESSION OCTOBER 22 AND 23, 2021 A Strategic Planning Session of the City Council of the City of Blue Springs, Missouri, was held on Friday and Saturday, October 22 and 23, 2021 . The meeting was held in the Administration Training Room (#210) of Blue Springs City Hall , 903 W. Main Street, Blue Springs, Missouri , with Mayor Carson Ross presiding. Face coverings were required pursuant to Order of the Jackson County Executive dated August 6, 2021 . COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE IN PERSON Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper FRIDAY, OCTOBER 22, Mayor Ross called the Strategic Planning Session to order at 11 :45 2021 a.m . on Friday, October 22, 2021. Robert Heacock of Spark Management Consultants, LLC, facilitated the Strategic Planning Session and gave a presentation outlining the Council and Staff's responses to questions relating to the City's goals and visid"n. A copy of the presentation is attached to these Minutes and incorporated herein for reference. Mayor Ross adjourned the meeting at 3:45 p.m . SATURDAY, OCTOBER 22, Mayor Ross called the Strategic Planning Session to order at 9:05 2021 a.m. on Saturday, October 22, 2021. Acting City Administrator Christine Cates reviewed the 2015 Strategic Framework Accomplishments and Challenges through 2021 . A copy of the presentation is attached hereto and incorporated herein. Mr. Heacock reviewed the 2015 Strategic Framework with the Council and discussed updates for the 2021 Plan . Mr. Heacock will present a final report to the City Council in November.
