CITY OF BLUE SPRINGS, MISSOURI MINUTES OF BUDGET WORK SESSION AUGUST 9, 2022 A Budget Work Session of the City Council of the City of Blue Springs, Missouri , was held on Monday, August 9, 2022, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street., Blue Springs, Missouri with Mayor Carson Ross presiding . COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m . and led in the ORDER pledge of allegiance. City Administrator Mike Ekey, Assistant City Administrator Christine Cates, Police Chief Bob Muenz, Public Works Director Chris Sandie, and Parks Director Dennis Dovel presented the highlights of the FY 2022-23 Budget for Council consideration . A copy of a PowerPoint presentation , Budget Packet and 2021 Public Works Annual Report referenced during the meeting are attached to these Minutes and incorporated herein. PILOT PROGRAM FOR Councilmember Edmondson requested the proposed FY 2022-23 VEHICLE IDENTIFICATION Budget be amended to transfer $150,000 from the General Fund SYSTEM Unassigned Balance to the Capital Projects Fund to introduce a pilot program for portable, solar powered vehicle identification system license plate readers. With no objection from Council to the request, staff was directed to incorporate this amendment into the proposed budget. STREET FUNDS Councilmember Culpepper requested $1 million of Unassigned Fund Balance be transferred to the Street Overlay program. Council member Ericson also requested that the Unassigned Fund Balance be analyzed after the close of FY 2022 to see if it is feasible to transfer additional funds to the Street Overlay program from the Unassigned Fund Balance. Councilmember Fowler requested staff consider a change to budgeting philosophy to implementation of a percentage of street miles to be addressed annually, rather than the ADJOURNMENT At 7: 18 p.m. , there was no further business to come before the Council, Councilmember Kaylor moved the meeting be adjourned .
