MINUTES OF COUNCIL MEETING
FEBRUARY 6, 2023
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February
6, 2023, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
SW Smith Street, Blue Springs, Missouri with Mayor Carson Ross presiding.

Also present were City Administrator Mike Ekey, Deputy City
Administrator Christine Cates, City Attorney Sarah Carnes, and
Assistant City Clerk Erin Ford.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER AND pledge of allegiance. The Assistant City Clerk confirmed a quorum of
CONFIRMATION OF the Council was present.

CONSENT AGENDA Councilmember Edmondson moved to approve the Consent Agenda
and the motion was seconded by Councilmember Culpepper.
• Minutes of the January 17, 2023 City Council meeting, January
30, 2023 Special City Council Meeting and January 30, 2023
Council Work Session
• Resolution No. 06-2023 approving a contract in the amount of
$145,000 with K.C. Metro Lawn & Snow L.L.C., for infield grooming
at Hidden Valley Park, Keystone Park, and Wilbur Young Park
• Resolution No. 07-2023 approving an amendment to Contract
No. 2021-005 with Game Time Graphics, Inc in the amount not to
exceed $68,000 to design graphics and print various apparel items

• Liquor License for Birdies Indoor Golf LLC located at 863 SW
7 Highway Blue Springs, MO 64014, to sell Intoxicating Liquors -
Consumption on Premises/Original Package/Retailer-Packaged,

to include retail selling on Sunday intoxicating liquor on the
premises where sold, in original package at retail not to be opened
or consumed on the premises where sold, or in retailer- packaged
container for off-premises consumption

PUBLIC HEARING - Mayor Ross opened the Public Hearing to provide the Tax Increment
TAX INCREMENT Financing (TIF) and Economic Development Incentive update at 6:02
FINANCING AND p.m. The minutes of the public hearing were recorded by a certified
ECONOMIC INCENTIVE court reporter. Assistant City Clerk Erin Ford entered one exhibit into
UPDATE the record.
STAFF REPORT Deputy City Administrator Christine Cates reviewed the details of the
Tax Increment Financing and Economic Development Incentive
update as required by Section 99.865 RSMo and responded to
questions from Council. A copy of the PowerPoint presentation is
attached to these Minutes and incorporated herein.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:10 p.m.
INTRODUCTION AND Councilmember Culpepper introduced Bill No. 5057 approving a
1ST READING-BILL contract in the amount of $29,331 with the Kansas City Area
NO. 5057 - CONTRACT Transportation Authority to provide commuter bus services from Blue
WITH KCATA Springs to the downtown Kansas City area. Assistant City Clerk Erin
Ford made the first reading of Bill No. 5057 by title; copies of the
proposed Bill having previously been made available to the public.
Councilmember Fowler moved to approve Bill No. 5057 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor.
Mayor Ross stated that he would be recusing himself from the vote on
this matter as his son-in-law is the Chief Executive Officer of KCATA.
After Council discussion the motion carried with a 6-0 vote, Mayor
Ross having recused himself.
2ND READING - BILL Ms. Ford made the second reading of Bill No. 5057 by title.
NO. 5057 Councilmember Fowler moved to adopt Bill No. 5057 upon its second
reading and give it ORDINANCE NO. 5186, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Kaylor and carried with the following vote:

INTRODUCTION AND Councilmember Culpepper introduced Bill No. 5058 amending Section
1ST READING - BILL 220.300 of the City of Blue Springs Code of Ordinances related to the

NO. 5058 Councilmember Fowler moved to adopt Bill No. 5058 upon its second
reading and give it ORDINANCE NO. 5187, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Kaylor and carried with the following vote:

INTRODUCTION AND Councilmember Culpepper introduced Bill No. 5059 amending Section
1ST READING- BILL 220.615 of the City of Blue Springs Code of Ordinances related to
NO. 5059 - CODE Escape Or Attempted Escape From Custody. Assistant City Clerk Erin
AMENDMENT- Ford made the first reading of Bill No. 5059 by title; copies of the
ESCAPE CUSTODY proposed Bill having previously been made available to the public.
Councilmember Fowler moved to approve Bill No. 5059 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and, after Council discussion, carried
unanimously.
2ND READING - BILL Ms. Ford made the second reading of Bill No. 5059 by title.
NO. 5059 Councilmember Fowler moved to adopt Bill No. 5059 upon its second
reading and give it ORDINANCE NO. 5188, with a copy attached
hereto and made a part of the minutes. Motion seconded by

AMENDMENT- Erin Ford made the first reading of Bill No. 5060 by title; copies of the
SCHOOL BUS proposed Bill having previously been made available to the public.
Councilmember Fowler moved to approve Bill No. 5060 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and, after Council discussion, carried
unanimously.

PRESENTATION - BUY Blue Springs Chamber of Commerce President Lara Vermillion
BLUE SPRINGS introduced the 2022-23 Chamber LEADership Class and Melodie
Chrisman, Chair of the Buy Blue Springs/Discover Blue Springs Task
Force, presented program updates.
PRESENTATION - Police Chief Bob Muenz presented the Volunteers in Police Service
VOLUNTEERS IN Annual presentation.
POLICE SERVICE
VISITORS Wash House Blue Springs business owner Ed Reese presented
concerns regarding adequate parking and addressed questions from
Council. Council took the matter under advisement.
MAYORAL Mayor Ross spoke about the upcoming Blue Springs Chamber of
ANNOUNCEMENTS Commerce luncheon where he will interview author Alvin Brooks.

CLOSED SESSION At 6:51 p.m., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021 (2) Revised Statutes of
Missouri, for the purpose of privileged communications between a
governmental body or its representative and legal counsel relating to
Real Estate matters, and that any minutes, documents and other
records discussed or taken during the closed session remain closed,
and that the special meeting of this body stand adjourned at the
February 6, 2023 City Council Minutes Page 5
completion of such session . Motion seconded by Councilmember
Culpepper and carried with the following votes:
