ISSUE/REQUEST
Marty Shukert, Principal with RDG Planning & Design, will give a presentation and lead a
discussion on the Downtown Master Plan for the City of Blue Springs.
BACKGROUND/JUSTIFICATION
On August 21, 2023, the City entered into a contract with RDG Planning & Design for
professional consulting services for the preparation of the Blue Springs Downtown Master Plan.
RDG will facilitate a presentation and discussion focusing on design concepts identified through
stakeholder meetings and design charettes. This will also allow the members of the Council an
opportunity to provide feedback and discuss other ideas to be included as part of the Blue
Springs Downtown Master Plan.
Meetings held to date since the contract was initiated with RDG Planning & Design include:
stakeholder meetings with Downtown Alive, Public-Sector representatives, Blue Springs
Chamber of Commerce, Downtown business owners and City leadership. The first round of
stakeholder meetings was held on September 26 and 27. The meeting on September 26 was
a kickoff Open House to introduce the public to the Downtown Master Planning Process. The
next round of stakeholder meetings was held November 1 and November 3. They included the
Historic Preservation Commission, a catch-all stakeholder meeting for those were previously
invited and could not attend and a developer group. The Design Studio/Charettes were held
November 1 and 2.
The intent of the stakeholder meetings that have been conducted thus far is to receive feedback
and ideas from those with a variety of interests throughout the City as to what they think the
future of Downtown Blue Springs could or should look like. These also shed light on progress
we have made and where we could go in the future. The stakeholder meetings or “listening
sessions” were opportunities for redevelopment to be discussed in smaller groups. The intent
of the Design Studio/Charettes was for the public to interact with the design process and react
to some of the concepts that the consultant has presented based on feedback received thus
far through the public engagement process. It also provided an opportunity for the public to
react to visual projects through sketches and pictures, giving the consultants perspective on
whether the designs they are proposing are positively or negatively received by the public to
allow time to redirect the designs as needed.
