CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING FEBRUARY 21, 2024 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Wednesday, February 21, 2024, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Christine Cates, Interim City Attorney John Mullane, and City Clerk Erin Ford. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER AND pledge of allegiance. The City Clerk confirmed a quorum of the Council CONFIRMATION OF was present. QUORUM CONSENT AGENDA Councilmember Edmondson moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Ericson. • Minutes of the February 5, 2024 City Council Meeting • Resolution 12-2024 approving a purchase in the amount of $99,397.20 from Athco Acquisition Corp for Picnic Tables and Trash Receptacles and rescinding Resolution No. 13-2023 approving a purchase from Custom Play Systems, Inc. • Resolution 13-2024 approving a contract in the amount of $1,040,490.86 with KAT Excavating, Inc. for the Wyatt Road Improvements, Project No. 19-01-02. This project is approved as CIP ST- 54 Wyatt Road Improvement Project. The above Consent Agenda items were approved with the following vote: Kaylor-Aye Ericson- Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider rezoning of REDWOOD LIVING property from Agriculture and Moderate Density Multi-Family District REZONING AND to Planned Development - Residential and request approval of a PLANNED Planned Development Concept Plan for the development of 104 DEVELOPMENT apartment units on 18. 78 +/- acres generally located approximately CONCEPT PLAN 990 feet west of SW 7 Highway and north of the future Major Road (RZ-10-23-8944 & extension for Redwood Blue Springs Phase 2 (RZ-10-23-8944 & PDC- PDC-10-23-8946) 10-23-8946) at 6:02 p.m. The minutes of the public hearing were recorded by a certified court reporter. APPLICANT Richard Batt shared a presentation on behalf of the Applicant. A copy of the presentation is attached to the Exhibit entered into the record. Lyle Wynn with Lombardo homes also spoke regarding the proposed project. COUNCIL DISCUSSION Council discussed concerns regarding progress on Phase One of Redwood Living. Mr. Batt addressed questions from Council regarding the project and timeline. IN SUPPORT OF David Judd of Blue Springs Christian Church spoke in support of the project. Mr. Judd is the Executive Pastor for Blue Springs Christian Church which is immediately to the north of the project.
