A motion will be in order for each project to determine which projects will be included in the sample proposed ballot language: Shall the City of Blue Springs, Missouri, issue its general obligation bonds in the amount of $XX,XXX,XXX for the purpose of acquiring rights of way, designing, constructing, extending and improving the streets and roads within the City, including but not limited to: (a) widening and improving Vesper Street from Woods Chapel Road to 15th Street (b) improving Woods Chapel Road from Walnut Street to US 40 Highway (c) improving Adams Dairy Parkway at Duncan Road (d) constructing SW 12th Street from SW Southcrest Drive to Wyatt Road (e) Adams Dairy Parkway street light improvements (f) widening and improving Walnut Street from Woods Chapel Road to 15th Street (g) Neighborhood Street Preservation Program (h) Downtown Master Plan Capital Improvements BACKGROUND/JUSTIFICATION At the April 29, 2024, City Council Work Session, the Council directed staff to prepare documents and ballot language for the August 6, 2024, election and to bring back a final list of projects for discussion and inclusion in the ballot language. The language decided upon at this Special Meeting will be included in an Ordinance calling for a Special Election on the May 20, 2024, agenda for approval. The City’s financial advisor, Baker Tilly, has prepared estimates for a new 20-year bond issue and the proceeds are estimated to be: 1. A bond issue using the $.15 property tax levy for debt and the 3% marijuana sales tax would generate an estimated $27.5 - $29 million in proceeds for projects. 2. A bond issue based only on the property tax levy would generate $18.7 - $21.5 million in proceeds for projects. The initial estimate for a bond issue as shown in Option 1 above would allow for the issuance of $29 million in proceeds for projects. As these are only estimates at this time, the amount included on the ballot can exceed this amount to allow maximum flexibility in completing the projects below. No matter which amount is included in the ballot language, the City could only issue bonds in the amounts that would maintain the $.15 debt property tax levy. The current Pavement Condition Index (PCI) for the City’s streets are: Failed 4.4% (11.5 miles) Poor 34.6% (90.3 miles) Fair 33.3% (87.0 miles) Good 27.7% (72.2 miles) An estimated $15 million has been added for the Neighborhood Street Preservation Program (see maps attached). Staff is proposing this program to prevent further deterioration of our neighborhood streets by performing partial full depth patching on the Poorly-rated streets. For those neighborhood streets rated as Failed, a full depth reconstruction will be completed. These streets were programmed based on grouping of areas with large amounts of Failed streets along with Poor streets to optimize contractor construction methods and additional mobilization charges. The cost of this program has been estimated based on current costs and could be changed due to price increases or other streets becoming a priority due to accelerated deterioration. The attached maps include the streets included in the program and the Failed (blue) and Poor (red) streets. The program addresses 64% of the Failed streets and 16% of Poor streets.
