MINUTES OF COUNCIL MEETING
September 18, 2024
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Wednesday,
September 18, 2024, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding.

Also present were City Administrator Christine Cates, Interim City
Attorney John Mullane, and City Clerk Erin Ford.
INVOCATION AND Pastor Penny Ellwood with Blue Springs Church of the Resurrection
PLEDGE gave the invocation and Councilmember Fowler led in the pledge of
allegiance.
CALL MEETING TO Mayor Lievsay called the meeting to order at 6:02 p.m. The City Clerk
ORDER AND confirmed a quorum of the Council was present.

CONSENT AGENDA Councilmember Ericson moved to approve the Consent Agenda and
the motion was seconded by Councilmember Kaylor.
• Minutes of the September 3, 2024 Special City Council Meeting
and September 3, 2024 City Council Meeting.
• Resolution No. 66-2024 appointing Successor Directors to the
Sunset Plaza Community Improvement District.
• Resolution No. 67-2024 approving a three-year Labor Agreement
with the International Association of Machinists and Aerospace
Workers (1AM) Local 778 for certain Public Works employees.
• Resolution No. 68-2024 approving retention payments for City
employees based upon employment through the effective date of
November 15, 2024.
• Resolution No. 69-2024 approving a contract with OATS Transit
for transportation services for Site Transportation to and from
Vesper Hall.
• Resolution No. 70-2024 approving a contract with OATS Transit
for transportation services for Community Transportation to and
from locations within Blue Springs.
• Resolution No. 71-2024 approving a contract with OATS Transit
for transportation services for day trips from Vesper Hall.
• Resolution No. 72-2024 approving a three-year Labor Agreement
with the Fraternal Order of Police for Police Officers.
• Resolution No. 73-2024 approving a three-year Labor Agreement
with the Fraternal Order of Police for Sergeants.
• Resolution No. 74-2024 approving a three-year Labor Agreement
with the Fraternal Order of Police for Lieutenants.

PUBLIC HEARING - Mayor Lievsay opened the Public Hearing to consider a the 2024
2024 TAX LEVY Property Tax Levy for the City of Blue Springs at 66:02 p.m. The
minutes of the public hearing were recorded by a certified court
reporter. City Clerk Erin Ford entered one exhibit into the record.
STAFF REPORT City Administrator Christine Cates reviewed the details of the
proposed 2024 Property Tax Levy and addressed questions from the
Council.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:05 p.m.
INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 5259 establishing the
READING - BILL NO. 2024 Property Tax Levy. City Clerk Erin Ford made the first reading
5259 - 2024 PROPERTY of Bill No. 5259 by title; copies of the proposed Bill having previously

Councilmember Fowler moved to approve Bill No. 5259 upon its first
reading and proceed with the second reading. Motion seconded by
Council member Kaylor and carried with Councilmember Fowler voting
no.
2ND READING - BILL NO. Ms. Ford made the second reading of Bill No. 5259 by title.
5259 Councilmember Edmondson moved to adopt Bill No. 5259 upon its
second reading and give it ORDINANCE NO. 5363, with a copy
attached hereto and made a part of the minutes. Motion seconded by
Councilmember Culpepper and carried with the following vote:

2ND READING - BILL NO. Ms. Ford made the second reading of Bill No. 5254 approving the
5254 - FISCAL YEAR Fiscal Year 2024-25 Budget by title. The Public Hearing was held and
2024-25 BUDGET the first reading of Bill No. 5254 was approved at the September 3,
2024 City Council meeting. Councilmember Fowler moved to adopt
Bill No. 5254 upon its second reading and give it ORDINANCE NO.
5364, with a copy attached hereto and made a part of the minutes.

AGREEMENTS FOR Bruce M Bellington Trust dated 9/30/2003, of property generally
ASHLAR HOMES located north and south of 40 Highway and east of the Adams Pointe
(AN NX-07-24-9240) Golf Club (ANNX-07-24-9240). City Clerk Erin Ford made the first
reading of Bill No. 5260 by title; copies of the proposed Bill having
previously been made available to the public.
Councilmember Fowler moved to approve Bill No. 5260 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and carried unanimously.

at the September 3, 2024 City Council meeting. Councilmember

- FY 2023-24 BUDGET amended budget of $89,097,411 by $2,515,206 to $91,612,617. City
AMENDMENT Clerk Erin Ford made the first reading of Bill No. 5264 by title; copies
of the proposed Bill having previously been made available to the
public.
Councilmember Fowler move,d to approve Bill No. 5264 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and carried unanimously.

COUNCIL COMMENTS Councilmember Edmondson: Fall Fun Festival this upcoming
weekend and National Night Out is October 1, 2024.
Councilmember Kaylor: Expressed gratitude and congratulations to
Interim City Attorney John Mullane. Jennifer Baird welcomed as City
Attorney.
MAYORAL • Fall Fun Fest is September 20-22.
ANNOUNCEMENTS • National Night Out is October 1, 2024.
• The Examiner's annual event, Women of Distinction, is
recognizing: Public Safety Citizens' Advisory Board Chair
Carman Booker, Blue Springs Presiding Judge Stephanie
Taormina, and former Blue Springs City Attorney Jackie
Sommer.
• Recognized Council and staff for creating and passing annual
City budget.

CLOSED SESSION At 6:20 p.m., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021 (2) Revised Statutes of
Missouri, for the purpose of privileged communications between a
governmental body or its representative and legal counsel relating to
real estate and that any minutes, documents and other records
discussed or taken during the closed session remain closed, and that
the special meeting of this body stand adjourned at the completion of
such session . Motion seconded by Councilmember Tholen and
carried with the following votes:
