CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING February 3, 2025 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February 3, 2025, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Katie Tholen Kent Edmondson Nick Brummel Susan Culpepper Also present were City Administrator Christine Cates, City Attorney Jennifer Baird, and City Clerk Erin Ford. PLEDGE Mayor Lievsay led in the pledge of allegiance. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:00 p.m. The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM CONSENT AGENDA Councilmember Edmondson moved to approve the Consent Agenda and the motion was seconded by Councilmember Ericson. Councilmember Kaylor requested to remove item 3e from the Consent Agenda before Council approval of the following items: • Minutes of the January 21, 2025 City Council Meeting. • Liquor License for Buckets Bar & Grill, LLC located at 1331 SW Westbound 40 Highway, Blue Springs, MO 64015 to sell intoxicating liquors by the drink for consumption on premises (weekdays only) and Sunday Sales. • Resolution No. 09-2025 approving the disposition of Information Technology and Finance department records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 and in accordance with the Missouri Secretary of State's records retention guidelines. • Resolution No. 10-2025 approving a contract in the amount of $76,792.00 with Nuco Pump Sales and Service, LLC for replacement of Adams Pointe Golf Club irrigation pump. • Resolution No. 11-2025 approving a two-year contract with Tyler Technologies, Inc. for the migration of Tyler's Enterprise Permitting and Licensing software on City servers to a Software As A Service (SaaS) Agreement for Tyler to host the software remotely in the cloud, implementation of Saas, implementation of eReviews for the online management of development project, building permit, and business license applications, and Tyler Assist Complete services. February 3, 2025 City Council Minutes Page 2 The Consent Agenda was approved with the following vote: Kaylor-Aye Ericson- Aye Tholen-Aye Edmondson - Aye Brummel - Aye Culpepper - Aye Mayor Lievsay - Aye ITEM 3E - TYLER Councilmember Kaylor requested Item 3e- Tyler Technologies Software TECHNOLOGIES, INC. Services be pulled from the Consent Agenda for separate vote to discuss citizen concerns regarding the contractor. After Council discussion, Councilmember Kaylor moved to approve Item 3e - Tyler Technologies Software Services. Motion seconded by Councilmember Ericson and carried unanimously. INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5290 rescinding Ordinance 1ST READING- BILL NO. 5354 and approving the corrected Final Plat for Dutch Bros Coffee (PF- 5290 - DUTCH BROS 06-24-9178), located at 701 NW MO-7 Highway. City Clerk Erin Ford COFFEE FINAL PLAT made the first reading of Bill No. 5290 by title; copies of the proposed Bill (PF-06-24-9178) having previously been made available to the public. Councilmember Culpepper moved to approve Bill No. 5290 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Tholen and carried unanimously. 2ND READING - BILL Ms. Ford made the second reading of Bill No. 5290 by title. NO. 5290 Councilmember Edmondson moved to adopt Bill No. 5290 upon its second reading and give it ORDINANCE NO. 5395, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Ericson and carried with the following vote: Tholen-Aye Edmondson - Aye Brummel - Aye Culpepper - Aye Ericson - Aye Kaylor-Aye Mayor Lievsay - Aye INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5291 approving a hold 1ST READING - BILL NO. harmless agreement with Blue Springs school district for gym use for 5291 - HOLD HARMLESS youth basketball programming. City Clerk Erin Ford made the first AGREEMENT WITH reading of Bill No. 5291 by title; copies of the proposed Bill having BLUE SPRINGS SCHOOL previously been made available to the public. DISTRICT FOR YOUTH BASKETBALL Councilmember Culpepper moved to approve Bill No. 5291 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Tholen and carried unanimously. 2ND READING - BILL Ms. Ford made the second reading of Bill No. 5291 by title. NO. 5291 Councilmember Edmondson moved to adopt Bill No. 5291 upon its second reading and give it ORDINANCE NO. 5396, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Ericson and carried with the following vote: February 3, 2025 City Council Minutes Page 3 Brummel - Aye Culpepper - Aye Ericson - Aye Kaylor -Aye Edmondson - Aye Tholen -Aye Mayor Lievsay - Aye PRESENTATION - BUY Blue Springs Chamber of Commerce President Lara Vermillion BLUE SPRINGS introduced the 2024-2025 Chamber LEADership Class and Trish Totta presented the Buy Blue Springs/Discover Blue Springs Task Force program updates. COUNCIL COMMENTS Counci lmember Edmondson : Welcomed the Chamber LEADership Class and expressed gratitude for their attendance and involvement. Councilmember Culpepper: Cheering on the Kansas City Chiefs in the Super Bowl. MAYORAL • Billboard with greetings from Mayor and Council is visible from ANNOUNCEMENTS Interstate 70. • Presidents ' Day is February 17 and City offices will be closed . • February is Black History month. Negro League Baseball Museum in Kansas City provides free admission for the full month of February. • Angleman 's Syndrome Day is next week. ADJOURNMENT At 6:25 p.m., there was no further business to come before the Council, Councilmember Kaylor moved the meeting be adjourned .
