CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL WORK SESSION MARCH 31, 2025 A Work Session of the City Council of the City of Blue Springs, Missouri, was held on Monday, March 31, 2025, 6:00 p.m. in the Administrative Training Room of the Blue Springs City Hall, 903 W. Main Street with Mayor Chris Lievsay presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Katie Tholen Kent Edmondson Nick Brummel - arrived at 6:02 Susan Culpepper p.m. Also present were City Administrator Christine Cates, Assistant City Administrator Dennis Dovel, City Attorney Jennifer Baird, Senior Director of City Development Mike Mallon, Director of Parks and Recreation Justin Stuart, Assistant Director of Parks and Recreation Mary Herrington and City Clerk Erin Ford. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:00 p.m. The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM WORLD CUP Information was presented regarding four proposed initiatives related INITIATIVES to the 2026 Federation Internationale de Football Association World Cup, all aimed at increasing Blue Springs' regional presence, enhancing community engagement, and supporting local economic activity. • Lauren Palmer with EverStrive Solutions presented an opportunity for Blue Springs to participate in the 2026 Parade of Hearts regional initiative, known as Legacy Project: TC3 (Tourism Collaboration, Communication & Coordination) and addressed questions from Council. For a one-time $10,000 contribution, the City would gain access to a mobile/web platform that will centralize regional tourism, event promotion, and business engagement. Council discussed participating in the 2026 Parade of Hearts Legacy Project TC3. • Public Art Commission member Ramon Magee presented information regarding a proposed temporary installation of large- scale soccer player sculptures along 1-70 and addressed questions from Council. The concept includes four sculptures and a welcome sign. The Commission has committed $8,000 from its FY2026 budget. The total estimated project cost is $58,000 with a finalized budget and site plan expected by May 1, 2025. Council discussed the project location and details of the proposed plan. Staff and the Public Art Commission will further outline details of the plan, and any updated information will be shared later. • Parks and Recreation Director Justin Stuart proposed enhancing March 31, 2025 City Council Work Session Minutes Page 2 the City's Fourth of July celebration to include a drone show and additional fireworks to commemorate the 250th anniversary of the United States in conjunction with World Cup festivities and addressed questions from Council. The total estimated cost is $100,000. Council discussed including the additional funding for an enhanced Fourth of July celebration in the FY2026-27 Budget. • City Administrator Christine Cates presented information regarding a potential community watch event tied to a World Cup event with a proposed City contribution of up to $10,000 . SIDEWALK INFILL Assistant City Administrator Dennis Dovel presented information PROGRAM regarding details and options for the 2025 Sidewalk Infill program and addressed questions from Council. Council discussed amending the current FY2024-25 budget to add $400,000 for additional sidewa lk infill projects. NO CHANCE GAMING City Attorney Jennifer Baird and Mayor Lievsay led a discussion regarding proposed Code Amendment language proh ibiting "No Chance" gaming devices, commonly referred to as gray machines , within the City of Blue Springs. Council gave direction to Staff to bring forward a Code Amendment to regulate "no chance" gaming devices. RECESS The Mayor declared a brief recess at 7:45 and the meeting resumed at 7:52 . BODY ART SERVICES - Senior Director of City Development Mike Mallon led a Discussion MICROBLADING regarding potentia l changes to the Section 405 .050.A.33 Special Use LICENSURE Standards - Body Art Service of the Code of Ordinances. Council gave direction to Staff to bring forward a Code Amendment related to Body Art Service to reduce the per capita restriction to 6,000 , change uses to allow in the Downtown area and include a requirement for a copy of State licensing . ADJOURN Councilmember Edmondson moved to adjourn and motion seconded by Councilmember Tholen At 8:35 p.m., there was no further business to come before the Council, Mayor Lievsay declared the meeting adjourned .
