MINUTES OF COUNCIL MEETING - #1
April 21, 2025
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 21,
2025, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding.
COUNCILMEMBERS IN Jerry Kaylor Galen Ericson
ATTENDANCE Katie Tholen Kent Edmondson
Nick Brummel Susan Culpepper
Also present were Assistant City Administrator Dennis Dovel, City
Attorney Jennifer Baird, and City Clerk Erin Ford.
PLEDGE Councilmember Culpepper led in the pledge of allegiance.
CALL MEETING TO Mayor Lievsay called the meeting to order at 6:00 p.m. The City Clerk
ORDER AND confirmed a quorum of the Council was present.
CONFIRMATION OF
QUORUM
CONSENT AGENDA Councilmember Edmondson moved to approve the Consent Agenda and
the motion was seconded by Councilmember Ericson.
• Minutes of the April 7, 2025 City Council Meeting.
• Declare and accept election results of the April 8, 2025 General
Municipal Election for one Council seat in Districts 1, 2, and 3, as
well as five proposed Charter amendments.
The Consent Agenda was approved with the following vote:

ITEM 3c & 3d- Councilmember Ericson requested Item 3c - Resolution No. 23-2025
RESOLUTION 23-2025 approving a Funding Agreement for review of a Chapter 100 bond
FUNDING AGREEMENT issuance, Community Improvement District (CID) and other possible
WITH GRIFFIN RILEY & incentives with Griffin Riley Property Group, LLC the developer of the 23
RESOLUTION 24-2025 acres of land generally located at the southeast intersection of Adams
FUNDING AGREEMENT Dairy Parkway and R.D. Mize Road and Item 3d - Resolution No. 24-
WITH F&C 2025 amending Resolution No. 17-2025 which designated Flaherty &
DEVELOPMENT Collins Properties as the developer for City-owned property south of W
Main Street and generally east of SW 14th Street - 1308 and 1304 W.
Main Street (also known as the Lumberyard Site) by correcting the entity
name to F&C Development, Inc., and authorizing the City to enter into a
Funding Agreement for review of a Chapter 100 bond issuance and other
possible incentives with F&C Development, Inc. for the property be pulled
from the Consent Agenda for separate discussion and vote.

Councilmember Ericson moved to approved Item 3c - Resolution 23-
2025 and Item 3d - Resolution 24-2025. Motion seconded by
Councilmember Culpepper and carried unanimously.
PRESENTATION - Mayor Lievsay and Council recognized Blue Springs South High School
PROCLAMATION FOR senior Alyssa Mainard as the first female diver in the Blue Springs School
ALYSSA MAINARD District to win a state title.
RESOLUTION 25-2025 - Councilmember Ericson moved to approve Resolution 25-2025
2025 NEIGHBORHOOD approving a contract in the amount of $6,822,004.00 with ldeker, Inc. for
STREET PRESERVATION the 2025 Neighborhood Street Preservation (street overlay), Project ST-
PROGRAM 06 Bonds. Motion seconded by Councilmember Culpepper and carried
unanimously.
INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5305 adopting amendments
1ST READING - BILL NO. to the Blue Springs Home Rule Charter approved by the voters of the
5305 - ADOPT CHARTER City of Blue Springs in the April 8, 2025 General Municipal Election. City
AMENDMENTS Clerk Erin Ford made the first reading of Bill No. 5305 by title; copies of
the proposed Bill having previously been made available to the public.
Councilmember Culpepper moved to approve Bill No. 5305 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Tholen and carried unanimously.
2ND READING - BILL Ms. Ford made the second reading of Bill No. 5305 by title.
NO. 5305 Councilmember Edomondson moved to adopt Bill No. 5305 upon its
second reading and give it ORDINANCE NO. 5408, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Brummel and carried with the following vote:

Ericson - Aye Kaylor-Aye
Mayor Lievsay - Aye
INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5306 adopting amendments
1ST READING - BILL NO. to various sections of the Code of Ordinances, City of Blue Springs,
5306 - ADOPT CODE Missouri, to have consistency between newly approved amendments to
AMENDMENTS FOR the City Charter and the Code. City Clerk Erin Ford made the first reading
CONSISTENCY WITH of Bill No. 5306 by title; copies of the proposed Bill having previously
CHARTER been made available to the public.
Councilmember Culpepper moved to approve Bill No. 5306 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Brummel and carried unanimously.

2ND READING - BILL Ms . Ford made the second reading of Bill No . 5306 by title .
NO. 5306 Councilmember Edmondson moved to adopt Bill No . 5306 upon its
second reading and give it ORDINANCE NO. 5409, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Ericson and carried with the following vote :

PRESENTATION - 2024 Senior Director of RSM US LLP Kristen Hughes presented the City's
AUDIT financial year 2024 audit report.
PRESENTATION - Mayor Lievsay and Council recogn ized Councilmember Susan
PROCLAMATION FOR Culpepper for her years of service to the City of Blue Springs.

MAYORAL Mayor Lievsay and the Council expressed best wishes and recognized
ANNOUNCEMENT this as the last Council meeting for former City Clerk and current
Assistant to the City Administrator Sheryl Morgan, as she retires on April
30, 2025.
ADJOURNMENT At 6:40 p.m. , there was no further business to come before the Council ,
Councilmember Kaylor moved the meeting be adjourned . Motion
seconded by Councilmember Brummel and carried unanimously.
