CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING July 21, 2025 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, July 21, 2025, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Katie Tholen - ABSENT Kent Edmondson Nick Brummel Jeremy Rowan Also present were City Administrator Christine Cates, City Attorney Jennifer Baird, and City Clerk Erin Ford. PLEDGE Councilmember Rowan led in the pledge of allegiance. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:01 p.m. The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM CONSENT AGENDA Council member Kaylor moved to approve the Consent Agenda and the motion was seconded by Councilmember Brummel. • Minutes of the July 7, 2025 City Council Meeting • Resolution No. 50-2025 approving a contract with McConnell & Associates Corp. in the amount of $956,328 for tennis court renovations at Baumgardner Park • Resolution No. 51-2025 approving a purchase in the amount of $578,706.69 from Key Equipment & Supply Co. for a Combination Flusher Vac Truck, CIP Project SAN-10 • Resolution No. 52-2025 approving a contract in the amount of $131,181.00 with Reinhold Electric Inc. to relocate electrical lines feeding the electronic billboard off of Coronado • Resolution No. 53-2025 approving a purchase in the amount of $294,719.22 from Key Equipment & Supply Co. for a camera van, CIP Project CIP-MISC The Consent Agenda was approved with the following vote: Kaylor-Aye Edmondson - Aye Brummel - Aye Rowan-Aye Ericson- Aye Tholen - ABSENT Mayor Lievsay - Aye PUBLIC HEARING - Mayor Lievsay opened the Public Hearing and advised the Council that RAMPAGE ATHLETICS the Applicant, Michael Scott, on behalf of the owner, Saint Peter United REZONING Methodist Church, requested the public hearing for consideration of a (RZ-06-25-9604) - MOTION Rezoning be continued to the August 4, 2025 City Council. TO CONTINUE Councilmember Kaylor moved to continue the public hearing on July July 21, 2025 City Council Minutes Page 2 21, 2025 to the August 4, 2025 Council meeting. Motion seconded by Councilmember Ericson and carried unanimously. PRESENTATION - HERO Darrell Smith of Hero Fund USA presented a donation in the amount FUND USA DONATION of $8,733.00 to the Blue Springs Police Department. MAYORAL • The Wall That Heals will be in Buckner, Missouri from July 31 - ANNOUNCEMENTS August 3. They will be driving through Blue Springs on July 29 at approximately 2:00 p.m. if people want to show support by lining 7 highway. • Life Sports and Girls on Fire programs were successful and are over for the year. • Councilmember Ericson was named Rotarian of the Year by the Rotary Club. • Music in the Park will be offered on July 25 and August 1. CLOSED SESSION At 6:15 p.m., Councilmember Kaylor moved for the Council go into closed session pursuant to Section 610.021 (2) Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to Real Estate, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that the special meeting of this body stand adjourned at the completion of such session. Motion seconded by Councilmember Ericson and carried with the following votes: Brummel - Aye Rowan -Aye Ericson - Aye Kaylor-Aye Edmondson - Aye Tholen -ABSENT Mayor Lievsay - Aye ATTEST
