Main St. BACKGROUND INFORMATION/SUMMARY: The subject property is located across multiple storefronts at 1127-1131 W. Main Street. The Core Medical Center (previously named Blue Springs Chiropractic Health Center) building is currently undergoing a significant façade improvement, in addition to an interior remodel. The end result will transform four individual storefronts into a single, cohesive storefront. All exterior and interior remodeling has been permitted and is nearing completion. The final item that the applicant is requesting approval of is new wall signage for the front façade facing Main Street. The applicant is requesting a wall sign above their storefront that will include a 46’ x 2’ wall sign with their business name (Core Medical Center) and a 3.75’ x 5’ logo, for a total area of 110.75 square feet. The total building façade area is 1,900 square feet. Total signage area amounts to approximately 5.8 percent of the building façade, which is within the maximum 10 percent permitted by the Sign Code. The signage will be reverse channel aluminum letters with a painted enamel finish. Individual letters and the logo will be hallo illuminated with white LED lighting. PREVIOUS ACTIONS/APPROVALS:  The Planning Commission recommended approval of a Rezoning from “CB” (Central Business) to “T-5” (Urban Center) on March 26, 2007; and City Council approved the Rezoning on April 2, 2007. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: The property will need approval from the Historic Preservation Commission. Once approval has been granted, staff and the applicant will proceed with the processing of the façade improvement grant application. A standard sign permit will be issued once the grant application has been processed. The property has remained vacant ever since. The proposed buyer intends to provide interior improvements to bring the building up to current building codes, as well as exterior improvements in the way of painting and lighting for the building and extensive site cleanup. With these improvements the applicant is requesting a Chapter 353 Tax Abatement through the MCRC. As such, even with the minimal modifications to the exterior of the building, a DRB recommendation is required for both the MCRC and in order to obtain a building permit. Although the project is early in its design, the applicant has provided a narrative in the attached letter. The primary unknown at this time is the type and design of exterior lighting to be installed. Substantial deviations from standard lighting found in the Downtown District may require additional review and approval by the DRB. Cerberus is owned and operated by a Blue Springs native who wants to plant his roots in the heart of the city. He is passionate about improving the quality of life in those he works with, and uses his business to reach every corner of the community. Downtown is the perfect place for his business. Our plan for renovation of the building and site is straightforward and simple. Much of the work outside is demolition and repair. The fence, overgrown brush and trees, drainage ditch, and parking canopies will be tended to. The fence, upon close inspection, is beyond saving. We will be removing it, along with much of the brush and trees that have grown into it. The space will be replaced with grass and shrubbery. We will make sure that the drainage ditch is clean and free from debris. Carl intends to use the parking canopies for his business. They will be repaired, electrical repaired where needed, and then prepped and re‐painted. Additional lighting will be added to the exterior in an aesthetically pleasing manner. The flag pole will be repaired, lit, and put back into use. On the interior we will be making the bathrooms ADA compliant, and adding showers to the locker rooms. Non‐structural walls will be taken out to open up the space. The SW corner of the building will be the Pro Shop, with a special area for kids next to it. Lighting will be raised to give additional vertical space, and some of the HVAC ductwork will be raised as well. We are very excited about bringing this business to Downtown Blue Springs!
