Main Street on Wednesday, May 11, 2016 with the following members, guests and staff in attendance: ATTENDANCE Yvonne Woods Scott Allen, Community Dev. Vice Chairman, Joe Haney STAFF Matt Wright, Senior Planner Karen Findora, Recording Secretary ABSENT Councilman Chris Lievsay CALL TO ORDER Vice Chairman Joe Haney called the meeting to order at 2:04 p.m. CONSENT AGENDA Vice Chairman Haney, requested action on the Consent Agenda. Board APPROVAL Member Cindy Miller noted a change to page 2 of 3. The minutes read, “Second from Cindy Hood,” and should have read, “Cindy Miller.” Karen Findora, Recording Secretary, noted the change and made the correction. With a motion by Board Member Yvonne Woods, a second from Board Member Cindy Miller, and a unanimous vote, the Minutes of March 22, 2016, were approved. AGENDA ITEM 2A. Matt Wright, Senior Planner, stated before the Downtown Review Board is DRB-05-16-5305 / “Then & a request for approval of a proposed Downtown Façade Improvement Grant Now Jewelry” / 1111 W for façade improvements and signage. The business is currently located at Main Street / Facade 1617 SW 40 Hwy. and the applicant is looking to relocate to 1111 W. Main Street. The applicant would like to do some exterior improvements. Currently, the front of the building has steel metal siding and the applicant is going to place a cement board over the steel and lay a thin layer of brick over that to complement the adjacent structures. They will also repair the awning above the store front. They will relocate their signage from the 40 DRB Minutes – 05.11.2016 Page 1 of 3 kf Hwy. location and reinstall the signage to the Main Street location. The sign meets the sign code as far as not covering more than 10% of the façade, they are at 7.7%. QUESTIONS Councilman Kent Edmondson asked if the awning would hold this construction. Mr. Wright stated that the applicant has had a contractor look at it, but staff doesn’t know how far they had gotten on that. If the steel were to come off, the brick would still be placed on the front of the building. Board Member Woods asked what was behind the metal. Board Member Miller stated that the contractor will look to see what is behind the metal. Board Member Miller mentioned that Jeff Sykes might have done work on that building in the past but didn’t think there was brick behind the metal. Board Member Woods was concerned with the weight. The way that staff will handle this for now, until there is a Code update, is since staff has been getting so many fence permits, instead of calling a meeting every time staff receives a permit, that as long as the fence meets the fence code, staff will go ahead and approve it. Staff will let the Board know before staff approves it if there are any concerns. Staff did receive a fence permit located at 701 SW 17th Street, which is at 17th and McDaniels. The applicant is purposing a 6 ft. wood privacy fence on their side property line. They will be within 8 ft. of the property line because they are a corner lot. The fence does meet Code. Staff would request that the Board allow staff to approve it. No concerns were noted. Board Member Woods stated her approval of staff emailing the application and the location so that the Board could drive by the location. Project Site (Aerial Photo) Page 2 of 5 Project: DRB – 917 NW Summit St. BACKGROUND INFORMATION/SUMMARY: The subject property is located at 917 NW Summit Street and is commonly known as Friendship Manor. Friendship Manor will soon begin an exterior and an interior remodel, which will include: two new building additions, redesign of parking area, new landscaping features, and exterior building enhancements. PREVIOUS ACTIONS/APPROVALS:  The Planning Commission recommend approval of a Rezoning (R-13-2007) from SO (Service Office) to T4 (General Urban) on March 26, 2007. The City Council approved the request on April 2, 2007.  The Planning Commission approved a Comprehensive Plan Amendment (CPAM- 10-09-2389) on November 23, 2009 to amend the Future Land Use Map from “Business Park” to “High-Density Residential.” FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the Downtown Review Board has approved the application, staff will continue to coordinate with the applicant on any other revisions required before approving an Administrative Site Plan Design Review application. Signage will be approved administratively through a separate permit. ABUTTING ZONING AND LAND USES: Direction Current Zoning Surrounding Land Uses North: GB (General Business) Office/Commercial Services South: Right-of-Way NW Summit St. East: T3 (Sub-Urban) Single-Family Residential West: Right-of-Way NW 10th St. DOWNTOWN DEVELOPMENT CODE (DDC): The following items from the DDC are applicable to the site improvements: New building additions: A new entry addition (621 square feet) is proposed on the rear (northeast) side of the building. This will be the primary entrance for residents and guests. The proposed addition meets all setbacks. A new community room addition (925 square feet) is proposed near the front (southwest) corner of the building. This building addition meets setbacks, which for a front yard setback is required to be between 0 and 10 feet. The proposed setback is two (2) feet. Parking: A minimum of one (1) parking space is required for each dwelling unit. With a total of 59 units, 59 parking spaces would normally be required. However, the existing parking area will retain its grandfathered status. The applicant Page 3 of 5 Project: DRB – 917 NW Summit St. counted a total of 22 permanent parking spaces on the property. A total of 28 parking spaces has been provided, including four (4) ADA parking spaces. The site will meet and exceed the total number of permanent spaces currently on site. Site aerial photos from previous years have consistently shown 18 to 20 vehicles parked on site, as most residents do not drive nor have a personal vehicle. In addition to the number of parking spaces, all paved additions to the parking lot must meet the parking setbacks of 25-feet from the right-of-way and 6-feet from any other property line. Landscaping: A landscape plan has been submitted showing existing and proposed landscaping. Public Works will not permit any new landscaping in the right-of-way, and therefore the landscape plan shall be revised accordingly. Building Design: The existing building is predominately concrete with metal panels above and below the windows. The main building will be painted taupe and the metal panels painted beige. Bays of the building with gable roof parapets will be cladded in brick patterned fiber cement and scored metal fiber cement for additional architectural detail. The new building elevations will include a concrete block (CMU) base with brick patterned fiber cement and scored metal fiber cement. Per the UDC Section 404.240.L. Cement board sign may be used to fulfill the masonry requirement but the percentage of masonry becomes seventy-five percent (75%) excluding trim unless otherwise approved by the Downtown Review Board. Based on the existing materials and the new materials added, the building is almost exclusively masonry. Fences: A fence is proposed to enclose the patio accessed through the new community room addition. Since the fence is on a corner lot and within 8-feet of the right-of-way, the fence is limited to the following: maximum 4-feet in height, be ornamental or decorative, and have transparency or voids of at least 33 percent. RECOMMENDATION: Staff recommends approval of this application with the following conditions that shall be met prior to approval of the Administrative Site Plan Design Review: 1. Approval by the Downtown Review Board based on the representations of any drawings presented as part of this application does not waive any requirement or development standards contained in the UDC. 2. The Pizza Shoppe has been located at the site for several years and has signage along Main Street. Pizza Shoppe would like to add signage to the rear of their building along NW Oak Street, adjacent to their rear entrance and deck. The total sign area is approximately 35 square feet with a total building façade area of 1,040 square feet. Total signage area is approximately 3.4 percent of the building façade, which is within the maximum 10 percent permitted by the Sign Code. The signage will consist of internally illuminated individual letters spelling out “Pizza Shoppe.” The signage will be comparable to the existing Pizza Shoppe signage on Main Street. PREVIOUS ACTIONS/APPROVALS:  The Planning Commission recommended approval of a Rezoning from “CB” (Central Business) to “T-5” (Urban Center) on March 26, 2007; and City Council approved the Rezoning on April 2, 2007.  The Downtown Review Board approved exterior façade improvements for Pizza Shoppe on October 9, 2013.  The City Council approved the designation of Conservation Areas in the Downtown Blue Springs area (Resolution No. 76-2015) on October 5, 2015. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: The property will need approval from the Historic Preservation Commission since it is located in a Conservation Area.
