A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall East Conference
Room located at 903 W. Main Street on Thursday, June 16, 2016 with the following members, guests and staff in

CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:00 p.m.
CONSENT AGENDA Chairman Miller requested action on the Consent Agenda with a motion by
APPROVAL Councilman Kent Edmondson, to approve the minutes for May 11, 2016 a
second from Board Member James Wallace, and a unanimous vote, the
Minutes of May 11, 2016, were approved as modified.
AGENDA ITEM 2A. Matt Wright, Senior Planner, stated before the Downtown Review Board is
DRB-06-16-5361 / a request for approval of exterior site and building improvements for
“Friendship Manor” / 917 Friendship Manor located at 917 NW Summit Street. The remodel will
NW Summit Street / Façade include two new building additions, redesign of parking area, new
landscaping features, and exterior building enhancements. Currently, their
patio space occupies the front of the building along 10th Street. The
applicant is proposing a 925 sq. ft. Community addition, and the new patio
will be located on the north side of that. The setback does meet the

requirements.
By Code they are required 59 parking spaces. There is not the space for
that. They currently have 22 permanent parking spaces. They are proposing
28 permanent spaces, including four ADA spaces. The parking lot is rarely
full; most residents don’t have their own vehicle.
The applicant will be adding additional landscaping around the site. Public
Works has stated that there will be no landscaping permitted in the public
right-of-way.
The applicant will paint all the cement walls and will install fiber cement
panels, some brick and some will have an architecture metal look to them.
The fence requirement for the patio, is that it has to be a 4 ft. open,
construction fence if they are within 8 ft. of the right-of-way.
Staff does recommend approval with four (4) conditions.
QUESTIONS Councilman Edmondson asked that since the entrance is being moved to the
back of the building is there still room for emergency vehicles to get in and
out of that location.
APPLICANT Jed Eide, Alliance Architects
Mr. Eide, representing the applicant, stated that there will be a round
circular drive located at the entrance of the building. There will be a level
spot at the front entrance so that the ambulance and ADA folks can get into
the building.
Councilman Edmondson asked if residents would be displaced. Mr. Eide
stated that they are looking at two options. First option is to free up 8 units.
Those 8 units will be relocated until the remodel is done then the applicant
will free up 8 more units. The alternate would be to just work in the day
time and provide space for those people each day which is very costly. Mr.
Eide is not sure which way the applicant will go.
Chairman Miller was concerned if there would be enough parking. Mr.
Eide stated that there is street parking, with a total of 15 spaces. Typically,
there is no need for more parking. Transportation is provided for the
residents.
Mr. Eide displayed a photo of the fence and provided materials of the
building. Construction should take about 12 months.

Pizza Shoppe is requesting to install a sign similar if not the same to the
sign that they have in the front of their business. The total sign area is 35
sq. ft., this meets the Sign Code. It will be an internally illuminated sign
and will also be heard by the Historic Preservation Commission.

OTHER BUSINESS Yvonne Woods asked about the 15th Street fence application that was e-
mailed to the Board for review. Mr. Wright stated that staff did approve the
application.
Chairman Miller provided an update on the Downtown Alive Town Hall
meeting. There were a lot of good ideas and input provided at the meeting.
Scott Allen, Community Development Director, suggested that Downtown
Alive attend a meeting presentation from the Brick Industry. They are
based out of Des Moines, Iowa. They provide lunch and have a
presentation on downtown design guidelines. They work with a lot of
downtown main streets.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to change the zoning on the subject properties from “T3” (Sub-
Urban) to “T5” (Urban Center) to expand an existing non-conforming use. The subject
properties cover approximately 1.60 +/- acres and are located south of SW South Avenue,
approximately 220 feet east of SW 10th Street. The properties back up to the Kansas City
Southern Railroad tracks, which also serve as the southern boundary of the Downtown
Zoning District between SW 7th Terrace and SW 10th Street. The applicant currently owns
an existing non-conforming warehouse, residential storage use at 806 SW South Avenue.
The applicant is requesting to expand the warehouse, residential storage use on parcels
addressed as 808 and 902 SW South Avenue. These parcels previously had two single-
family homes that were demolished in spring 2016.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “LI” (Light Industrial) to “T3” (Sub-Urban) as part of the rezoning for
the Downtown Zoning District. The City Council approved the rezoning on April 2,
2007.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
Future required applications include a Conditional Use Permit (to allow warehouse,
residential storage in the “T5” zoning district), Site Plan Design Review, and Preliminary
and Final Plats. The Conditional Use Permit and Site Plan Design Review must be
reviewed by the Downtown Review Board and a recommendation forwarded to the
Planning Commission. A Final Plat must be approved and recorded prior to the issuance
of a building permit for any new buildings or additions.

DOWNTOWN DEVELOPMENT CODE (DDC):
The following items from the DDC are applicable to the rezoning request:
Zoning and Land Use: The Downtown Development Code (DDC) (Section
404.240) defines the “T3” (Sub-Urban) zoning district as the
most natural, lease dense, most residential context of a
community. The DDC defines the “T5” (Urban Center)
zoning district as a denser, mixed-use context, typically
located near the center of a pedestrian shed or as a corridor
along important thoroughfares. The “T5” zoning district
permits by right a variety of commercial and civic uses that
are appropriate within a downtown area, including public
facilities, retail sales and services, and restaurants. Light

industrial uses that may only be appropriate in certain
locations require a Conditional Use Permit in the “T5” zoning
district, including: repair service, construction sales and
services, and warehouse, residential storage.
Comprehensive
Plan: The Comprehensive Plan designates the entire Downtown
Zoning District as a Distinct Destination. Distinct
Destinations are defined as: A mix of larger-scale and
regionally significant land uses that are different from other
places in Blue Springs and the region. These areas may
include a mix of retail, service/entertainment, office,
institutional/civic or light industrial land uses, but a unique
land use policy for each area emphasizes different uses,
patterns and characteristics that make the destinations
distinct. The scale and intensity of development in these
areas requires a supporting system of street networks,
pedestrian circulation, and civic/open spaces to strengthen
the destination and create a defined focal point as a catalyst
for development.
REVIEW CRITERIA:
The Downtown Review Board will make a recommendation to the Planning
Commission on the rezoning request.
In reviewing any application for an amendment to the official Zoning Map (zoning change),
the Downtown Review Board, Planning Commission, and City Council shall review the
proposed amendment in light of the Comprehensive Plan, the general requirements of the
Unified Development Code and the following considerations:
1. The application is in accordance with the Comprehensive Plan and any official
plan of program developed under the guidance of the Comprehensive Plan,
and in particular the relationship of land uses within the proposed district and
the relationship with uses existing or anticipated in surrounding districts.
2. The application furthers the intent of the proposed zoning district and supports
that of any abutting zoning districts.
3. The precedents that might result from approval or denial of the application, and
the possible effects of such precedents on the character of the area, and in
particular the building form, site design, and other development patterns and
urban design aspects that accompany precedents for the proposed district.
4. Compliance of any proposed development with the requirements of the UDC.
5. The ability of the City or other government agencies to provide any services,
facilities or programs that might be required if the application were approved.
6. The effect of approval on the condition or value of property in the City or in the
vicinity, including the likelihood of surrounding areas to be developed in
accordance with the Comprehensive Plan.
7. The requested zoning change is justified by a change in conditions since the
existing zoning was designated or by an error in the current designation.
8. The consistency of the application with other adopted policies of the City.
9. The recommendations of professional staff.

STAFF RECOMMENDATION:
Staff recommends approval of the rezoning request based on the following:
The proposed rezoning will permit the expansion of an existing land use already
operating on the site with a Conditional Use Permit (separate application).
The existing land use is currently legal non-conforming, but at the time of
construction was conforming under the “LI” (Light Industrial) zoning district that
pre-dated the Downtown Zoning District.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to make an approximately 400 square foot addition to an
existing single-family house in the Downtown Zoning District. The addition will be located
on the front corner of the house. The exterior of the house is predominantly vinyl siding,
but will be changed to stucco. The foundation will be covered with stone veneer to
complement the architectural styles and period of significance of the historic district.
PREVIOUS ACTIONS/APPROVALS:
On February 20, 1990, the City Council approved a rezoning into the “H-O”
(Historic-Overlay).
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “LI” (Light Industrial) to “T3” (Sub-Urban) as part of the rezoning for
the Downtown Zoning District. The City Council approved the rezoning on April 2,
2007.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
The application must be reviewed and approved by the Historic Preservation Commission
prior to the issuance of a building permit for the building addition and exterior remodel.

DOWNTOWN DEVELOPMENT CODE (DDC):
The following items from the DDC are applicable to the rezoning request:
Height and Area
Standards: The Downtown Development Code (DDC) (Section
404.240) states that the following minimum standards are
required in the “T3” zoning district:
Height of the primary building: Not more than two and one-
half (2 ½) stories. The new addition will be a single-story
addition.
Setbacks from the property line: Front yard setback of not
less than ten (10) feet and not more than twenty-five (25)
feet to the building wall; Side yard, interior setback of not
less than five (5) feet from the building wall; Side yard,
corner setback of not less than five (5) feet from the building
wall or to match that of the existing street; and Rear yard

setback of not less than five (5) feet from the building wall.
The new addition will be in line with the current front
building setback, which is approximately 14.5 feet from
the front property line. The building addition is
approximately 25 feet from the interior side property
line. The building addition will not impact the street
corner side or the rear yard.
Building Materials: High quality masonry building materials approved for the
Downtown Zoning District are stone, brick, cast stone, and
stucco. Synthetic stone, such as pre-manufactured
fiberglass, cultured stone, or glass-fiber reinforced concrete,
is permitted, provided that it is identical in appearance and
equal or greater durability to natural stone. These masonry
materials material shall be required on ten percent (10%) of
the sum total of all facades for single-family houses. The
applicant will meet the minimum 10% required with
stucco and stone veneer.
Historic-Overlay: The Historic Preservation Commission will review the
application at their next meeting. They will consider the
extent to which the building will be harmonious with or
incongruous to the old and historic aspects of the
surroundings. Harmony or incompatibility should be
evaluated in terms of the appropriateness of materials,
scale, size, height, placement, and use of a new building
(or addition) in relationship to existing buildings and
structures to the setting thereof. It is not the intent of the
Historic Overlay to discourage the contemporary
architectural expression or to encourage the emulation of
existing buildings or structures of historic or architectural
interest in specific detail.
STAFF RECOMMENDATION:
Staff recommends approval of the proposed building addition and exterior remodel.
