2015 Unified Development Code: Minor Amendment to Section 402.060.4, Duties and Powers,
Downtown Review Board
Duties and powers. The DRB will act as the Governing Body for the Downtown Development Code (DDC)
and Sign Code within the Downtown Zoning District. Only alterations and additions to the principal
structures in the T3 (Sub-Urban) Zoning District will be reviewed administratively. Temporary
signage will be reviewed administratively in the Downtown Zoning District.

A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall East Conference
Room located at 903 W. Main Street on Tuesday, September 20, 2016 with the following members, guests and
staff in attendance:

CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:07 p.m.
CONSENT AGENDA Chairman Miller requested action on the Consent Agenda with a motion by
APPROVAL Board Member Jennifer Hauschild, to approve the minutes for August 31,
2016, a second from Councilman Kent Edmondson, and a unanimous vote,
the Minutes of August 31, 2016, were approved as submitted.
AGENDA ITEM 2A. Matt Wright, Senior Planner, stated before the Downtown Review Board is
DRB-09-16-5492 / “812 SW a request for approval for the construction of a single-family house located
Jones Street” / Construction at 812 SW Jones Street, located at the intersection at 8th and Jones. There
of a New Single-Family are five lots in this location and this home will be constructed on Lot 2.

The applicant is proposing to build a similar home to the first three (3) lots
that are in that area. The home will consist of a two-story stucco front, with

lap siding in the gable and lap siding on the sides, and a two car garage in
the rear with an ingress egress access for the back side of those homes.

OTHER BUSINESS Matt Wright stated that last week at the Downtown Alive meeting City staff
hosted a presentation from Aaron Steele with The Brick Industry.
Matt provided the Board with a handout of the presentation. Matt stated that
Mr. Steele is out of Ames, Iowa, and his company looks at different design
standards particularly in the downtown areas. The City of Blue Springs
Downtown Design Standards are not very detailed and are just a paragraph
long. The Brick Industry has refined downtown design standards with more
details on materials and such. The list provides a framework of different
items to look at in the future like awnings, signs, height, screening,
materials details, lighting, landscaping and colors. The presentation
provided images of the good and bad designs of downtown areas.
Chairman Miller stated that Downtown Alive would like to work with the
Downtown Review Board to partner up and come up with some standards,
and guidelines for Blue Springs. Chairman Miller stated that Arron said
that he would come back and help assist with a spec book.
Scott Allen, Director, Community Development, stated that currently
nothing has been decided as to how the spec book would operate. Mr.
Allen stated that this would be something that would have to go through the
Development Advisory Commission if it’s prescriptive and it would have to
go through the DRB as well. Chairman Miller stated that it would be good
to have developers’ input as well.
Matt will send out the presentation through Dropbox. Chairman Miller
invited the Board to the October Downtown Alive Design Team meeting.

MEETING ADJOURN With no further discussion, a motion was made by Board Member James
Wallace to adjourn at 4:21 p.m. Seconded by Councilman Kent
Edmondson.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to replace an existing storefront for Inklings’ Books & Coffee
Shoppe at 1101 #A Main Street, which is located in the Downtown Zoning District. The
existing glass, fasteners, and door on Main Street will be removed. Brick around the
storefront will be repaired and any replacements will match the existing brick in size and
color. The storefront structure will be aluminum in a bronze color. The window glass will
be clear insulated glass with a low-e coating.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “CB” (Central Business) to “T5” (Urban Center) as part of the
rezoning for the Downtown Zoning District. The City Council approved the rezoning
on April 2, 2007.
The Downtown Review Board approved exterior façade improvements (awnings)
for Inklings’ Books & Coffee Shoppe on December 3, 2014.
The City Council approved the designation of Conservation Areas in the Downtown
Blue Springs area (Resolution No. 76-2015) on October 5, 2015.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
The property will need approval from the Historic Preservation Commission since it is
located in a Conservation Area. The building plans must be reviewed and approved
administratively prior to the issuance of a building permit.
