Thursday, March 30, 2017
A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall East Conference
Room located at 903 W. Main Street on Thursday, March 30, 2017 with the following members, guests and staff
in attendance:

CALL TO ORDER Planning Commission Representative James Wallace called the meeting to
order at 4:03 p.m.
CONSENT AGENDA PC Rep James Wallace requested action on the Consent Agenda with a
APPROVAL motion by Board Member Jennifer Hauschild, to approve the minutes for
February 22, 2017, March 2, 2017, and March 16, 2017, a second from Vice
Chair Yvonne Woods, and a unanimous vote, the Minutes of February 22,
2017, March 2, 2017, and March 16, 2017, were approved as submitted.
AGENDA ITEM 2A. Matt Wright, Senior Planner, stated before the Downtown Review Board a
VAR-03-17-5736 / “201 NW request for recommendation to the Board of Adjustment for a variance
15th St” / Variance located at 201 NW 15th St. Applicant is requesting to replat two lots into three
lots, and add two new single family homes. Applicant is requesting that both

new homes have front-loading garages due to the Downtown Development
Code.

QUESTIONS Vice Chair Yvonne Woods asked if the variance was in a historical district.
Mr. Wright stated that it is in a conservation area but not in the historical
district. Board Member Woods asked about the requirement for stone or
stucco exterior. Mr. Wright responded that the Downtown Development
Code does have a 10% masonry requirement which would be reviewed at a
later point.

AGENDA ITEM 2B. Matt Wright, Senior Planner, stated before the Downtown Review Board a
Downtown Design request for recommendation to the Planning Commission for the new
Standards Review & Downtown Design Standards, which could include a change to the
Recommendation Downtown Development Code pending approval. The change would allow
EIFS as a building material, which is currently not allowed. The standards
will be taken to Planning Commission on April 10, and City Council on April
17. The change would be adopted as a resolution, not a code.
APPLICANT The applicant was absent.
QUESTIONS Chris Sandie, Director, Public Works, asked if the code change was going
forward. Mr. Wright stated that the code change would be reviewed by the
Planning Commission and City Council at a later date pending update of the
UDC. Pending approval, EIFS would not be allowed until the code was
approved in the next round of code updates.

OTHER BUSINESS 9:33 PC Rep. James Wallace asked about the status of a previous agenda item
regarding solar panels. Mr. Wright stated that once the Downtown Design
Standards were approved, the applicant for solar panels would be re-
contacted and that the applicant had resubmitted plans for ground-mounted
solar panels. PC Rep. Wallace asked whether the solar panels would need to
be screened or if the owners would be required to build a privacy fence. Mr.
Wright stated that some screening would likely be required, but that the
owners currently have a chain-link fence and a privacy fence would probably
not be required.
MEETING ADJOURN With no further discussion, a motion was made by Board Member Jennifer
Hauschild to adjourn at 4:14 p.m. Seconded by Vice Chair Yvonne Woods.

BACKGROUND INFORMATION/SUMMARY:
The Downtown Development Code (DDC) was amended last year to allow staff to approve
fence permits in the “T3” zoning district. However, this was not extended to the “T4” zoning
district. Therefore, the Downtown Review Board is being asked to review a fence permit
at 1400 SW Walnut Street. The owner is requesting to install a 6-ft. wood privacy fence
along the east property in both the rear and side yards. The fence will transition to a 4-ft.
wood picket fence from the front corner of the house to the front property line. The
applicant is responsible for determining where the front property line is located to ensure
that the fence is not located in the street right-of-way.
PREVIOUS ACTIONS/APPROVALS:
The Planning Commission recommended approval of a Rezoning from “SF-7” (Single-
Family) to “T-4” (General Urban) on March 26, 2007; and City Council approved the
Rezoning on April 2, 2007.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
Once approval has been received from the Downtown Review Board, staff will approve
the fence permit.
