Kent Edmondson, Councilman Chris Lievsay, Councilman CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:15 p.m. CONSENT AGENDA Chairman Miller requested action on the Consent Agenda with a motion by APPROVAL Board Member Jennifer Hauschild, to approve the minutes for March 30, 2017, a second from Board Member Chris Sandie, and a unanimous vote, the Minutes of March 30, 2017, were approved as submitted. AGENDA ITEM 2A. Matt Wright, Senior Planner, stated that before the DRB is a recommendation DRB-04-17-5779 / “1400 to approve a new fence permit located at 1400 SW Walnut Street. The SW Walnut” / Fence Permit Downtown Development Code (DDC) was amended last year to allow staff to approve fence permits in the “T3” zoning district. However, this was not extended to the “T4” zoning district for single family homes. Therefore, the DRB Minutes – 04.26.2017 Page 1 of 3 kf Downtown Review Board is being asked to review a fence permit at 1400 SW Walnut Street. The owner is requesting to install a 6-ft. wood privacy fence along the east property in both the rear and side yards. The fence will transition to a 4-ft. wood picket fence from the front corner of the house to the front property line. The applicant is responsible for determining where the front property line is located to ensure that the fence is not located in the street right-of-way. Staff does recommend approval of the permit. QUESTIONS Chairman Miller asked if the fence was on the back corner of the house or the front corner. Mr. Wright stated that yes the 6-ft. privacy fence can go up to the front corner of the house. Chairman Miller thanked Mr. Wright for his work on both the Design Standards and the CDBG project. Mr. Wright is working with Kim Nakahodo, Assistant to the City Administrator/Public Information Officer, on getting those standards in the Doing Business in Downtown Blue Springs. Mr. Wright did reach out to the solar panel folks and they did submit a set of plans with the panels in the rear yard. Staff did ask for some screening, like a low fence or shrubs to block the view from Main Street and adjacent properties. When and if staff hears from the applicant the DRB will hear about it. Mr. Wright stated that Councilman Kent Edmondson and Chris Lievsay will continue to be the boards Council Liaisons. Main Street BACKGROUND INFORMATION/SUMMARY: The application had originally been submitted to the Downtown Review Board for consideration on March 2, 2017. The Board recommended to table the application until after the new Downtown Design Standards were approved to address solar panel installations. The applicant was originally proposing roof-mounted panels. However, based on feedback from the Board and the adopted Downtown Design Standards, the applicant is requesting to install 28 solar panels in a ground-mounted array in the rear yard of the property at 803 W. Main Street. The array will be approximately 36.75-ft. wide and 13.17-ft. deep, for a total coverage of approximately 502.23-sq. ft. The new PV (photovoltaic) system is expected to provide 7.98 kWp (kilowatt peak), which covers approximately 95% of the building’s energy usage. Tranquil Moments Therapeutic Massage and Bodywork is the current tenant of the building. The total coverage of the structure is 4.38% of the lot, under the maximum 10% coverage for accessory structures. The side and rear setbacks have been met at 5.08-ft., over the 2.5-ft. requirement for accessory structures. PREVIOUS ACTIONS/APPROVALS:  On March 26, 2007, the Planning Commission recommended approval of a rezoning from “CB” (Central Business) to “T4” (General Urban) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, 2007.  On March 2, 2017, the Downtown Review Board recommended to table the solar panels installation application (DRB-02-17-5699) and review after the Downtown Design Standards were adopted. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the building permit has been reviewed and approved by the Downtown Review Board, staff will complete the review and approve the building permit for the proposed improvements. Screening may be provided by fencing and landscaping. Page 3 of 4 Project: DRB – 803 W. Main Street The solar panels are appropriately placed in the rear yard, but will be partially visible from the street and fully visible to adjacent properties. The applicant is requesting to screen the ground-mounted equipment and supports with a garden-style picket fence. The height of the solar panels slope from 7’1” above grade in the rear to 1’5” above grade in the front. It is understandable that the fence not be taller than the 1’5” above grade around the front of the structure. However, due to the slope, maintaining the same height around the footprint of the entire structure will not properly screen the sides and rear. Due to the changes in height, in may be easier to screen the structure with shrubs of varying heights. This is the first solar panels installation application to come before the Downtown Review Board under the new Downtown Design Standards. Therefore, the screening approved with this application has the ability to set a precedent for future requests. RECOMMENDATION: Staff recommends approval of the location of the solar panels, however, requests that more screening be provided for the sides and rear of the installation to effectively screen the installation supports. BACKGROUND INFORMATION/SUMMARY: The applicant is requesting to add a 7-ft. by 16-ft. covered porch to the front of the house addressed as 310 SW 19th St. Terr., which is part of the German Evangelical Pastors’ Home Historic District. The porch base, railings, and floor will be wood, with black aluminum balusters. New siding and roofing for the porch will match the existing siding and roofing. The ceiling of the porch will be bead board. PREVIOUS ACTIONS/APPROVALS:  The subject property was included in the German Evangelical Pastors’ Home National Historic District in 1988.  On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O” (Historic-Overlay) which established the Old Town Historic District (Ordinance No. 1916).  On March 26, 2007, the Planning Commission recommended approval of a rezoning from “SF-7” (Single-Family) to “T5” (Urban Center) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, 2007.  On October 27, 2016, the Historic Preservation Commission approved an application for exterior window replacements for 310 SW 19th St. Terr. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: The porch addition must also be reviewed and approved by the Historic Preservation Commission. A building permit must be applied for and approved prior to construction. There are no other applicable sections in the Downtown Development Code that impact the request. The Downtown Design Standards does not address single-family residential building design, and therefore there are no applicable sections that impact the request. RECOMMENDATION: Staff recommends approval of the front porch addition as the project meets all applicable sections in the Downtown Development Code and the Downtown Design Standards. However, staff recommends the following conditions to meet historic preservation standards: A. Wood columns and railings be painted white. Page 3 of 4 Project: DRB – 310 SW 19th St. Terr. B. Aluminum balusters be changed to wood and painted white. If the Downtown Review Board and Historic Preservation Commission believes that the aluminum balusters are acceptable, staff would recommend that they be white aluminum, instead of black, to match the balusters of other homes in the Historic District.
