Room located at 903 W. Main Street on Thursday, January 11, 2018 with the following members, guests and staff in attendance: ATTENDANCE Jennifer Hauschild Scott Allen, Community Dev. Karen Findora, Recording Secretary CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:01 p.m. CONSENT AGENDA Chairman Miller requested action on the Consent Agenda with a motion by APPROVAL Board Member Jennifer Hauschild, to approve the minutes for December 28, 2017, a second from Board Member Joe Haney, and a unanimous vote, the Minutes of December 28, 2017, were approved as submitted. AGENDA ITEM 2A Matt Wright, Senior Planner, stated before the Downtown Review Board is DRB-12-17-6184 / “Blue a request for a Conditional Use Permit and a Site Plan Design Review. The Springs City Hall Addition & City Hall site is approximately 2.00 acres and will be platted as a single lot. Renovation” / 903 W Main The Conditional Use Permit is to allow a “Prominent Civic Building” in the Street / Conditional Use “CS” (Civic Space) zoning district, which is typical for a government office Permit & Site Plan/Design building. Mr. Wright went through the specifics of the Site Plan Design Review for building Review including setbacks, parking, vehicular and pedestrian access, renovation and addition landscaping, building materials, and screening. Mr. Wright noted that this is a recommendation to the Planning Commission, which will hear these items on January 22, 2018. DRB Minutes – 01.11.2018 Page 1 of 3 kf Chairman Miller asked for clarification on building materials and design and expressed concerns on the overall look of the building. There was a discussion on budget constraints that allow minimal improvements to the exteriors of the existing buildings. Chairman Miller asked for clarification on the rooftop screening. Mr. Wright stated that only the rooftop equipment on the new addition will be screened. The existing rooftop equipment will be screened at a later date as part of a separate project. Chairman Miller asked if the architectural metal on the front of City Hall will remain, as that design ties into the new Gateway design. Mr. Dovel stated that the architectural metal will remain, but asked the architect, Harriet Grindel (on conference phone), SFS Architecture, to clarify if the signage will remain. Ms. Grindel stated that the signage will be removed, with the only signage being above the new entrance facing NW 10th Street. Mr. Wright stated that this will reduce confusion to the public that Main Street is no longer an entrance. Chairman Miller asked about lighting. Mr. Wright stated that the existing light poles will need to come down as part of the site improvements. New poles will be installed in the parking lot, along with pedestrian lighting. Councilman Edmondson asked if the architect will have larger renderings of the building. Mr. Wright stated that they will have a material board for the Planning Commission. Ms. Grindel stated that they are working on a 3D rendering of the site that will also be available at the Planning Commission. Board Member Haney and Board Member Hauschild also expressed concerns with the building design and materials and thought it was difficult to get a sense of how the final design will look with the current renderings. MOTION Councilman Kent Edmondson made a motion to approve DRB-12-17-6184 / DRB-12-17-6184 / “Blue “Blue Springs City Hall Addition & Renovation” / Exterior Grading & Site Springs City Hall Addition & Improvements. Main St. Figure 1. Site Location Map BACKGROUND INFORMATION/SUMMARY: The applicant is requesting to install a new wall sign at 1400 W. Main Street (Middle Ground Coffee) as part of a relocation from 1120 NW Oak Street (where it opened in May 2016). The total sign area is approximately 37.5-sq. ft., which covers approximately 4.25% of the front façade (882.75-sq. ft.). The signage will consist of non-illuminated individual gray and black letters of varying styles and sizes that spell out “Middle Ground” on acrylic sign boards attached above the porch, but below the roof peak. PREVIOUS ACTIONS/APPROVALS:  On March 26, 2007, the Planning Commission recommended approval of a rezoning from “GB” (General Business) to “T4” (General Urban) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, 2007. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the application has been reviewed and approved by the Downtown Review Board, staff will approve and issue the sign permit. Main Street South: Right-of-Way Alley (undeveloped) East: Right-of-Way SW 14th Street West: “T4” Retail (Genevieve’s) DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS: The Downtown Review Board is required to review all sign permits for permanent signs in the Downtown Zoning District for compliance with the Sign Code and any applicable Downtown Design Standards recommendations related to sign design. The Sign Code (Municipal Code, Chapter 501) permits wall signs that do not cover more than ten percent (10%) of the façade on which the sign is located and does not extend vertically above the highest part of the roof. The proposed sign is approximately 37.5-sq. ft. and measures 15.25-ft. wide and 2.5-ft. tall. The sign covers approximately 4.25% of the building façade. The proposed sign meets the Sign Code. The Downtown Design Standards includes the following applicable recommendations for wall signs:  Signage should be designed at a scale appropriate for the building and should utilize historic sign locations above the storefront or an awning. The proposed signage location meets this recommendation.  Signage should generally be lit with spot lighting or back lit lighting. The signage is not proposed to be lit at this time. RECOMMENDATION: Staff recommends approval of the sign permit for 1400 W. Main Street. Page 3 of 3
