SITE AERIAL/ZONING:
BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting an approx. 450-sf. rear building addition to an existing single-
family house at 1802 SW Walnut Street.
REVIEWS REQUIRED AND FUTURE ANTICIPATED REVIEWS:
A building permit is required for building additions. All exterior changes are required to be
reviewed by the Historic Preservation Commission and Downtown Review Board.

PREVIOUS ACTIONS/APPROVALS:
On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O”
(Historic Overlay) which established the Old Town Historic District (Ord. No. 1916).

On April 2, 2007, the City Council approved a rezoning from “SF-7” (Single-Family)
to “T3” (Sub-Urban) for the subject property as part of the establishment of the
Downtown Zoning District.
On March 26, 2020, the Historic Preservation Commission approved a request to
remove the front chimney as it had fallen into significant disrepair. New walls and
siding matching the existing siding will replace the area in which the chimney is
removed.
OLD TOWN HISTORIC DISTRICT (1990):
The house is within the boundaries of the local Old Town Historic District, approved in
1990 by the Board of Alderman. The house was listed as a contributing structure in the
Old Town Historic District. Per the Ordinance, any additions or alterations to properties of
historic significance (i.e. contributing structures) shall be in accordance with the Secretary
of Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic
Buildings, which include the following:
Alterations/Additions for the New Use
Recommended: Locating the attached exterior addition at the rear or on an inconspicuous
side of a historic building; and limiting its size and scale in relationship to the historic
building.
Not Recommended: Designing a new addition so that its size and scale in relation to the
historic building are out of proportion, thus diminishing the historic character.
HISTORIC RESOURCES SURVEY (2013):
The house was built in 1937 and had an integrity rating of “excellent” per the 2013 survey
and states that the one-story rectangular dwelling has a stone foundation, wood siding,
and a side-gabled roof with asphalt shingles. The front façade contains four bays. The
entrance stands in a slightly projecting gabled vestibule in the center-west bay. An exterior
brick chimney flanks the west side of the entrance. Single one-over-one windows pierce
the center-east and west bays. A paired one-over-one window pierces the east bay. The
house retains its historic windows and siding. Based on further review of the house and
the information provided by the applicant, staff believes that the east bay (or left bay) of
double windows was originally a covered side porch that was later enclosed to
accommodate additional interior living space. Therefore, the “excellent” integrity rating
may not be accurate.
DOWNTOWN DEVELOPMENT CODE (DDC) & DOWNTOWN DESIGN STANDARDS:
The following Downtown Development Code & Design Standards are applicable to the
request:
Height & Area: Buildings in the “T3” zoning district shall not exceed 2 ½ stories in
height. Side and rear setbacks are a minimum of 5-ft. from property
lines. The proposed building addition is a 1-story addition. The
addition meets all setback requirements with an approximate
22.5’ east side setback, 8.5’ west side setback, and a 140’ rear
(south) setback.

Building Materials: Single-family houses shall have 10% masonry of the sum total of all
facades. The existing house is entirely lap siding. Since the entire
addition is on the back and the siding is intended to match the
existing siding, staff does not believe that the addition of new
masonry building materials is warranted nor applicable to this
request.
RECOMMENDATION:
Staff recommends approval of the new building addition as it meets all
requirements of the UDC and matches the massing and scale of the existing house.
