ECONOMIC DEVELOPMENT COUNCIL MEETING – AMENDED April 21, 2021 – 8:00 A.M. Public Telephone Conference (816) 743-4875 – Conference ID: 854 655 700# PLEASE NOTE: Pursuant to Jackson County Executive Order dated March 12, 2020 and subsequent amendments requiring residents to stay at home and limiting public gatherings, this meeting will be conducted by taking safe social distancing measures as required by the Order. For this meeting, the public may attend via telephone conference (816-743-4875, Conference ID: 854 655 700#) as provided in Section 610.020(4) RSMo. A quorum of the City Council may be in attendance; however, no City Council votes will be taken. Brandon Keller Economic Development Manager CITY OF BLUE SPRINGS, MISSOURI MINUTES OF ECONOMIC DEVELOPMENT COUNCIL MEETING Wednesday, February 24, 2021 A State of Emergency for Jackson County, Missouri was declared on March 12, 2020 and subsequent amendments by Jackson County Executive Order requiring residents to stay at home and limiting public gatherings to reduce the spread of the COVID-19 virus. As provided in Sections 610.020(1) and 610.020(4) RSMo., the Economic Development Council participated in this meeting via tele-conference to ensure safe social distancing measures were taken. The public was able to attend as well via tele-conference. A meeting of the Blue Springs Economic Development Council was held at 8:00 a.m. on Wednesday, February 24, 2021, via tele-conference. The following members, guest and staff were in attendance with Chair Becky Nace presiding. QUORUM CALL MEETING Economic Development Manager Brandon Keller TO ORDER called the Economic Development Council meeting to order at 8:13 a.m. APPROVAL OF Councilmember Meyer moved to approve the minutes of the MINUTES November 18, 2020 Economic Development Council meeting. Motion seconded by Councilmember Grote and carried with the following votes: Beal – Aye Shaver – ABSENT November 18, 2020 Economic Development Council Page 2 Grossman – ABSENT Lucas - ABSENT Grote - Aye Sampson – ABSENT McCullough - ABSENT Vermillion – Aye Warwick – Aye Meyer – Aye Vice Chair Zarrillo – Aye Scott – Aye Chair Nace - Aye Miller – ABSENT MEMBER UPDATE Brandon Keller informed the board that Drew Grossman has left St. Mary’s Hospital and accepted a new job in Florida, and that a new member will be appointed to replace Drew. EDC ANNUAL REPORT Brandon Keller presented the Annual Report and Goals attached to the Agenda. Becky informed the Board she would attend the March 3rd City Council meeting. PERSONAL GOALS Brandon Keller discussed personal goals in additional to what was already discussed. OTHER BUSINESS Chair Becky Nace discussed the need to continue business outreach and attraction and the need for workforce housing. Vice Chair Joey Zarrilo spoke on the issues of limited access to workforce housing and what he has seen contributing to that. Councilmember Grote gave an update on the upcoming April election that the Central Jackson County Fire District has two ballot measures for the public to vote on. Brandon Keller informed the board that non-disclosure agreements are not allowed for EDC members. Councilmembers questioned what the document they signed when they joined the EDC and what the point of the EDC is. They also asked if the Sunshine Law training will still be required. VISITORS City Councilmember Culpepper gave an update on the Park’s Department ballot measure also on the April ballot. ADJOURNMENT At 8:59 a.m. there was no further business to come before the Economic Development Council, Councilmember Scott moved the meeting be adjourned.
